REGULAR BILLS TOTAL AMOUNT PAID GENERAL $3lf2l'°s\ STREET •tn ca(\niWATER/SEWER 1('SANITATION ilnll EQUIPMENT RENTAL 94'nn.FIREMENS PENSION &RELIEF ^'uu Motion byHill that the regular bills be paid.Second by Boyle.Motion carried. .1-927 City Council Meeting Minutes:2 February 26,1974 of a bicycle route through the County.It appears to be their feeling that they do not want a bicycle plan at this time,but to just designate a bicycle route.He recommended that the Council give their support to the proposed bicycle route and further urge the County to develop a bicycyle route plan to serve as a guide line in the expenditure of bicycle path funds within the County.A map of the proposed Grant County Bicycle Route was submitted with his letter.He added that this would in no way be binding upon the City and would not designate to the City how the City bicycle paths would run through the City.The County jurisdiction would -.end at the city limits.The County is only asking for a recommendation of support and to further urge the Grant County Planning Commission to go ahead with the Plan by designating a route at the present time and to be eligible to participate in one-half cent gas tax funds for a Bicycle Path Plan. Motion by Skaug to approve the proposed route as designated by the County and to urge the County to work on guidelines of the of a bicycle plan in the future.Second by Moe.Motion carried. yx REQUEST TO CALL BIDS -TENNIS COURT FENCING -McCosh Park \\)A letter was read from Cecil D. Lee, Park &Recreation Director,requesting approval of fencing specifications 'to complete the Tennis Court enclosure at McCosh Park."The specifications call for 202 feet of 10-foot chain •link fence with two gates installed.This,item is included in the 1974 Budget. Bob Hill inquired if it were possible for city crews to install this type of fencing and call for separate bids, one for material only and one for both material and installation.Cecil Lee replied that it might be possible to work into that,but the work load during the Spring is quite heavy and a poor time for the crews -they have their priorities set forth especially at that time of the year.He added that the fencing is necessary for safety as well as to prevent vandalism.The cost of material and labor is estimated at $2,000,the amount allowed in the 1974 Budget,but added it might go over that amount. Norm Johnson stated that the Council allowed a fence for this in the budget and thinks it is a good thing,and moved the Council approve the specifications and grant permission to call for bids.Second by Boyle.Motion carried. SOLID WASTE COLLECTION AND DISPOSAL -SPECIFICATIONS FOR BID CALL A letter was read from Richard L.Weaver,Public Works Director,stating that he is forwarding for Council review and approval specifications for refuse servicefor the City of Moses Lake for the period 1974 to 1978.Problems have been cleared up found on previous bids by specifying how the calculation for low bidders shall be made a by specifyirq that all bidders attend a pre-bid conference to clear up any misunderstandings that may arise cor cerning the special instruction,proposal or specifications. He added that two items required that the contractor definitely be required to put radios in the equipment and set up an office away from the landfill.The reason for these two items is to relieve the sanitation division of that responsibility.The 1974 Budget held the Sanitation Division to one person who must handle all things In that division.In 1972 laws were passed that enabled the city to begin writing ordinances that could help clean up vacant lots and litter and permission to write ordinances that could be administered,and we looked for ways to cut loosesome of his time.Actually radios and a manned office would take care of the reports and fund turn-ins and service requests,and relieve the city from doing a part of the work the contractor should assume, From past experience If the office is allowed at the site,soon the person responsible,Is not taking care of complaints,reports,or keep track of the money he is out manning a 'cat'. Norm Johnson inquiredlf the cleaning up of lots would generate extra funds.Rich Weaver replied that a lien can be placed.upon property that the city is forced to clean up and in turn be paid for it before the owner can obtain clear title. The Council continued a discussion mainly on the number of cans as base,radio communication equipment and manned office requirement by the contract,and came to the conclusion they need time for further study, and concurred to meet at a special meeting March 4th,at 8:00 P.M.to consider the finalising and approval of the bid specifications for solid waste collection and disposal bid call.Motion to this effect was made by Moe.Second by Hill.Motion carried. MUNICIPAL AIRPORT -DEVELOPMENT LEASE A letter was read from City Manager,Chet Waggener,stating that in accordance with instructions received from the City Council at the last regular meeting,he contacted Mr.William Duncan to ascertain his interest in entering into a development lease foi the unused property at the Moses Lake Municipal Airport.Mr.Duncan is not interested in a development lease for this farming season,but has not precluded the possibility of - leasing for future years.He is currently out of iown on vacation.Upon his return In mid-March,he is interest ed in further discussing the possibility of a lease for future years. MUNICIPAL AIRPORT -NOTICE OF GRANT ALLOCATION vi$a&. City Council Meeting Minutes: 3 February 26,1974 notified the City of Moses Lake that the Washington State Aeronautics Commission at its January 11,1974 Commission Meeting,allocated a grant of $20,000 or 50% of project costs,whichever is less,for runway and taxiway paving,lighting and installation of safety fencing at the Moses Lake Municipal Airport. The allocation is subject to the following:1.)Successful completion of the project and Inspection by representa tives ofthe Washington State Aeronautics Commission;2.)State auditing procedures must be followed in determining project costs and the costs must be submitted prior to payment. 3.) Project must be completed priorto 1May 1975.The letter continued stating that in orderto support future airport funding,it is essential that the city estimate and report at the commencement and completion of the project,the direct and indirect employment generated by the'project. Rich Weaver commented that the EPA is processing the paper work on the $25,000 loan contingent upon this grant. May,or Ebbert inquired of RichWeaver if the city plans to let this work out on bid,and he stated that part of It will be on bid and a portion of the work to be done by the city. Rick Gagnier,Finance Director,stated that the whole package is comprised as a total of approximately $65,000.$20,000 is coming from the State Aeronautics Commission with $20,000 match to this grant by the City,and then the $25,000 loan by the Environmental Protection Agency.Prior to the city entering into any contracts we will need to come back to the Council with a budget ordinance allowing the money to be spent from the grant as well as the loan.Neither one of the items has been budgeted so far.They were not b'«dget3d based.on the concept that we were not sure the City would get the money applied for. PRESENTATION OF CERTIFICATE -ENGINEERING TECHINCLAN CERTIFICATE -DEAN TURNER Ron Baker,Assistant City Engineer,stated he wished to call attention to the Council,Dean's accomplishment. Our Public Works Employees,as well as other departmental employees are encouraged to continue their education and to advance their knowledge in their respective job fields.In the Public Workc Department we have a number of certified employees,although this is the first Engineering Technician certification. This was accomplished through the Institute of Certification for Engineering Technicians.It is strictly to promote engineering knowledge in the technician field.He accomplished this by meeting the requirements qualification of two years of college in an accredited engineering program,and Dean did this at the Community College at Spokane.Also required two years experience working under a professional engineer.He has been with the City of Moses Lake for two and one-half years.Dean's attitude towards his profession is very commendable and the quality of his work has been extremely acceptable to our engineering staff. RE-APPOINTMENT TO THE PLANNING COMMISSION /flOJX A letter was read from Mayor Ebbert stating that Walt Roth has agreed to serve another term on the Planning Commission,which term will expire December 31,1979,and he asked for Council confirmation on the re appointment.Motion by Skaug for Council confirmation.Second by Swanson.Motion carried. APPOINTMENTS TO PARK &RECREATION COMMISSION A letter was read from Mayor Ebbert stating that Ken Moos and Robert Heikell have agreed to serve on the ''' Park &Recreation Commission.He requested Coupc'1 confirmation of their respective terms: Ken Moos to complete Ken Jacobs'unexpired term -to expire June 1,1977; Bob Heikell to complete Josephone Hoffmans'term -to expire June 1,1975. Motion by Johnson for Council confirmation.Second by Boyle.Motion carried. STATUS/INFORMATIONAL ITEMS Public Works Monthly Engineering Projects Status Review:Jfo/0> The Public Works Director submitted a current Project Status Schedule,but noted in a separate letter that significant items on the report are: "II.Plans and Surveys;We have completed our input into the Basin Water Quality Study and anticipate only minor expenditures for the year 1974. The completed plan is being reviewed for the Department"bf Ecology and Environmental Impact Agency.We have begun work on the Infiltration/Inflow Study.This study must be completed in order f:>r the City of Moses Lake to be eligible for Federal funds." "V.Special Services Contracts:We are in the final stages of the Ground Water Study and will be making a~~report to the Council in detail with recommendations within sixty days." Fire Chief -Informational Item: Fire Chief Russ Beernan submitted a written report to the City Council regarding Home Inspection change to /Ajfr Increase Safety fbf*Home Storage of Gasoline.In his letter he stated that due to'the gasoline shortage,many people feel that there would be an advantage in hoarding or storing gasoline in their place of residence.This 1929 I3 '. City Council Meeting Minutes:A February 26,1974 has created a great deal of concern with the local Fire Department.Even small amounts of gasoline stored improperly can create an extreme explosion and fire hazard.He pointed out that the Uniform Fire Code will only allow a maximum of ten gallons storage in a residence and shall be in closed metal contain ers or safety cans,people should only store the amount of fuel which is required for maintenance or equip ment operation of power tools.The Moses Lake Fire Department had originally scheduled home inspections for Saturday afternoons,but the current gasoline shortage adding to the increase of private gasoline storage, has caused the Department to feel some of the citizens may be creating a dangerous hazard.For this reason the Fire Department will be conducting home inspections on Monday and Tuesday afternoons in an attempt to create a more fire safe condition. CITIZEN-COUNCIL INPUT LP Jim Pippins commented regarding the Public Works Director having been hired by Royal City as a consultant. He is concerned regarding a conflict/interest especially regarding funding of grants,also use of City of Moses Lake vehicle for commuting or performing some of this work on City time. Rich Weaver assured hm that he does not use City of Moses Lakevehicles to drive to Royal City,nor is any work performed on'City time.Any office work is done at his home. Mayor Ebbert asked if he could describe the classification of the job.Rich Weaver said it to be similar to a port time City Supervisor,and works directly for the Mayor advising him on management.The Association cf Washington Cities is proposing this kind of thing to assist small cities,referring to it as a 'circuit rider program'.AWC is trying to put together this type of program because of more and more regulations affecting cities. 0^1 Leonard Simmons inquired if the clean-up ordinances to become effective could be published in the newspaper.Norm Johnson replied that the new ordinances are being written and should come out very , soon.Rich Weaver said they are in the process of being re-written after coming back from tne City Attorney and will be submitted co the Council the first meeting in March and April.There will be new ordinances for garbage,rat control,litter control and clean-up of vacant lots. Brad Ekstedt inquired if the City of Moses Lake could force a private owner to clean-up his property. Rich Weaver stated that in most instances it is reported to the County Sanitarian.We make contact first and if we cannot secure action,we turn it over 'to the County flealth Department and we work with them. Brad Ekstedt felt radio equipment in the garbage trucks is a good arguement for that type of clean-uo.It gives tne man more time to get out on the 6treet and check the garbage cans and the litter situation,and feels the Cornell should take that into consideration in adopting that part of the contract. Donna Kelly inquired if the city has an ordinance pertaining to cars,boats,trailers,etc.,parked on city streets for a long period of time,and if so is it being enforced? Rich Weaver informed her there is an ordinance and it is being enforced upon reporting such as on a complaint or sen/ice request basis only. Dona Kelly asked about downtown business alleys and residential alleys being cleaned up? Rich Weaver stated -again upon service request basis,but genera!lye very Spring the Sanitation Division goes in ahead and police up the area and the Street Division goes through and grades up all the alleys. Wally Morris thanked the City Council,Mayor and City Staff for helping this awareness program with the Boy Scouts and allowing them to function with the City on Municipal Day.
