Ebbert', Donald Swanson and Otto Skaug. febrauy 26,1974,4ere were several unanswered questions and suggested revisions to be made. Discussion followed: Bill Moe felt most of the things were clarified with the exception of twoitems,that of whether or not contract.Felt the end results for these requirements would be to the beneiit of the community.^ •u„h mil stated that he agreed -in order to run a business properly,and hopefully alleviate calls to City&BWu^toSSJlt that the contractor provide aseparate office.Not just an answering service.This would probably be a minimum cost of 4$to 5?per customer. Mayor Ebbert stated that he presumed this office would require acity license^as;well.asi ap^t fij^the County,and the radio would also require FCC licensing.Rich Weaver concurred that all these ing requirementswouti have to be met by the contractor. Don Swanson commented that,no doubt,the contractor will need to have some place.to act as a maintenance •«&«S5^—ldbe in the same building and same location? Rir-h Weaver replied,that V/e are hoping the contractor will find some place where he will set up an office ES2SS:.~hs^^iMft2 r:w»wsi£ah Mike Boyle felt it should be a required stipulation that the office be located in Moses Lake,and not in some other City. Bob Hill inquired about breakdown of equipment or possible labor strike.He is sure it is set forth in the specifications but felt it should be impressed what the City can do in such instance. Rich Weaver replied that in the case of failure to perform,it is written in the specification that the CitywillhaveThe"right to take over the trucks and operate the garbage with city employees to make sure the £*•£is picked up.Also a performance bond is required,and believe we are adequately coverea in thosainstatesbothforourbenefitaswellasthecontractortoprovidecontinuedservice.Place of maintenance d^equipmentand^Sonfainers and office location requirement .hall ail be considered and clarifiedI in the prebid conferencetomatesuretheyunderstandalltherequirements,and from that contractor can bid accordingly. Bill Moe commented thatalso the number ofcans bidding on should be considered and clarified or established. Rich Weaver stated the average cans are 3-30-gallon cans per residence.Some have as many as 4 andsomeuse2.Using 5 cans as a maximum basis is his recommendation.Previously it was 7cans,but one can over that amount constitutes a yard container.45-gallon cans are illegal use for garbage pick-up. He recommended 5 cans be the maximum pick-up without additional charge to the customer. We can specny to the contractor how many he can pick up without additional charge, and an ordinance will be required to affect the owner. Bob Hill commented about a cancellation clause in the contract. It is indicated in the specifications,hestated, buthe would like to see it in the contract ora note referring to the specifications of allowable cancellation by either party. Motion by Johnson that the Council accept the bid specification with revisions as to number of cans to be five (5)as the maximum,the cancellation clause noted In the contract,and for the contractor to be responsibleforseparate office to receive calls and maintain and furnish radio communication service; also to change the specifications regarding the caterpillar tractor.Second by Skaug.
