ORDINANCE NO.699 -AUTHORIZING DEED TO MOSES LAKE SCHOOL DISTRICT /O^O •The ordinance was read by title only,providing for the conveyance of certain lands of the City of Moses ^^7^-pursuant to Resolution No.677.Motion by Johnson and seconded by Swanson that the ordinance be adopted.^o^ Motion carried. n & Council Meeting Minutes:2 Iune U'1974 0 LIONS CLUB -REQUEST FOR FIREWORKS DISPLAY AND SALE OF SAFE AND SANE FIREWORKS W Aletter was read from Fire Chief Russell Beeman which stated that the Lions Club has requested permission1fromtheCltyCouncilto sell Safe and Sane Fireworks at the Vistat Village parking lot, and Tri-State Store'sparkinglot andto conduct a public firework displayat McCosh Park.He stated that the Fire Departmenthasmadeinspection of the proposed sites,and examined all required licenses and insurance .All is in order He also stated in the letter,that while the cheat grass in the area is a concern, the Department is beginning an accelerated lot burning program which should solve the grass problem. It was moved by Norm Johnson that the Lions be gnnted the privilege of selling Safeand Sane Fireworks at the sites proposed.Seconded by Don Swanson.Bob Hillasked if the Fire Department plans to have ascheduled burn at Vista Village. Mr.Beeman stated that the department has already started the burningat Vista Village.Question called,motion carried with Mike Boyle opposing. RETAILTRADES DIVISION - PRIVILEGES FOR SIDEWALK SALE \\i Aletter was read from Mr.Jackson Hatfield,Chairman of the Retail Trade Division,which requested the I following: 1 Toblock traffic on Third Street between Alder &Division and between Division and Ash streets fromearlymoringJuly19throughthecloseofbusinessthe20thofJuly.Alder,Division and Ash streets would remain open. 2. In addition to the traditional street displays, a "flea market"is planned,where spaces would be marked, offin a non-permanent manner andthe spaces would be leased to people or organizations fo"a fee.The spaces are to be used to sell or display items as desired by the leasee,but subject to the approval of the chairman. The fees collected will be used to hire a night watchman for the street displays for the night of July 19and to make a donationto a scout group in exchangeforcleaning up the downtown area the nightof the 20th. 3.To have an airplane or helecopter fly overonce each day and drop numbered ping-pong balls to be used in a promotional giveaway. 4. Thatthere be no enforcement of normal parking time limits forJuly 19and 20.^ Bill Moe questioned the legality of leasing spaces of city property.Mr.Waggener stated that it should be n<jdifferentthanallowingmerchantstodisplayinthe streets, the only difference being that a feeis charge to paforcleanup.Mr.Hatfield explained the flea market further,statingthat anyone wishing to rent a space muststatewhattteyaregoingto sell,they willbe given a number and advised oftheir responsibility to clean upTfterSelves.Mr.Ebbert asked how the flea market will be insured and if the city would cover liability •claims.Mr.Waggener statedthat hefeltthe liability insurance which thecity holds would cover any claims. He felt it was no different than what has been done in the past forthe sidewalf sale. STATUS REPORT -PARK AND RECREATION DEPARTMENT ,rj\Mr.Cecil Lee,Park and Recreation Director,brought the Council up-to-date on the following items: 1 He stated that the SchoolDistrict has notifiedthe ParkDepartment that they cannot promis at this timewhentheywillbeoutoftheCentralSchoolBuilding.It willchange the July 1 deadline but will not affect the City Recreation Program. 2 There had been minor accidents at Lakeview Park whichcould have been avoid, hadthere been fencingaroundthe park.Pacific Coast Little League donated about 200 feet of piping andthe Park Department was able to obtain the fencing material, and were able to construct a fence at Lakeview. 3.He reported that Community Day had been held Thursday,June 6 and announced thatall concerned felt the day was a success. 4.He mentioned that the swimming pool is now open for public use and askedif therewere any'questions on the overall Summer Recreation Program.„ Bill Moe asked Mr.Lee if they were having any problems with the chlorinated pool at Cascade Park.Mr.Lee stated that so far, they were having no serious problems.Mr. Hill suggestedthat the Citytake a look into providing some more parking nearthe boat ramp at Cascade Park. CITY MANAGER'S REPORT aD^Mr.Waggener tirst aistnouteo copies or a letter received by mm irom the Port uistrict The letter stated [0U that the Port District would be interested in meetinc,in study session with the Council to review the use oftheMunicipalAirport.They reported thatthey have had an agricultural sprayer operating out ofthe GrantCountyAirportfortwomonthsandhehasnotrouble-vith the bigger airplanes or jets Mr.Waggener IsuggestedthattheCouncilmeetwiththeminstudysessiononTuesday,June 18.After some discussion, a study session was set for June 18 at 8:00 p.m. in CityHall. Astudy session was alsoset for June 24 to discuss the status of engineering projects. The City Manager reported that several problems have been encountered in the search for the CommunityDevelopmentDirector's replacement,which willcause some delay. He then reported on a 100%funded employment program,similar to EEA,throughi which the City!ted ****-nated emXving an administrative assistant for the Finance Director and the City Manager.His responsibility^would be towork on some outdated ordinances and on the Central Files.They have not found the type of ^^rcVTn thlS r^lookino for however and therefore proposed that,since there is a person allocated to the ££ be moved into the position of Administrative Assistant.Seconded by Boyle.Motion carried.
