sewer treatment plant.Food Machinery Corporation was low bidder with a total of $10,159.80,
Washington State Sales tax Included.Delivery of the equipment is determined to be on or around
March I,1975,He recommended the City Council award the bid for furnishing two new Chicago
Model 15 C comminutors to Food Machinery Corporation.He added that the price includes delivery
to Moses Lake.
Motion by Johnson to award the bid to Food Machinery Corporation.Second by Boyle.Motion carried.
ORDINANCE -FIRE ZONE CHANGE -GRANT COUNTY MALL SITE
A letter was read from Ira Paul &Partners,Architects representing Hanson Devebpment Co.,who are
developers of the Grant County Mall.The letter was addressed to Robt.Kimball,Building Inspector,
informing him that in lieu of obtaining signatures of the Phase II property owners to guarantee the,
maintainance of the 60-foot clear dimensions from the Phase I buildings,they will instead hold the
Phase I buildings a minimum of 60 feet away from the Phase II property lines.This is to be consistant
with their Intent to construct a Type V non-rated fully sprinklered building for this project,and satisfy
the code requirements relative to this issue.herefore,they are requesting at this time for Fire Zone
Change,from Fire Zone One to Fire Zone Two.
A letter was also read from City Manager Chet Waggeneralong with letters from the Building Official
and Fire Chief,all stating there would be noobjections/me fire zone change as long as the required
60-foot setbacks are maintained,and recommended the Council approve the requested fire zone change.
An ordinance was also submitted amending the City's Fire Prevention Code and a map delineating those
changes.The area was pointed out,and with this Fire Zone Change,everything south and west of Wheeler
and Pioneer Way would become Fire Zone Two.
City Manager Chet Waggener stated that Mr.Paul expected to be here.He had a conflict,however and
could not.He assuredus that he can be at the next council meeting.We are prepared to discuss with the
Council what that Fire Zone means and why the change is proposed.If the Council should,however,
have specific question to ask of the people from Mall Centers,Inc.,about what their proposal is or what
they are going to do,we are not in a position to answer those questions.He suggested,if the Council
feels they want to proceed on basis of the material submitted,or if they would rather wait and get more
detailed information,then perhaps the Council may wish to hold this over two weeks for the next meeting.
Bill Moe inquired thinking the city rezoned that property about a year ago to its present zone?
Chet Waggener concurred.stating it was probably more than a year ago..There are some differences in
terms of the way fire zone classifications affect our insurance rates,and he asked Fire Chief Russ Beeman
to elaborate on this.
Bill Moe asked then,if it was that important to change it to Fire Zone One before,why do we want to
change it to Fire Zone Two,are we just accommodating the Mall developer,and making it easier for
them to construct their buildings ?
Russ Beeman stated,that when this was changed to Fire Zone One,we anticipated growth in that area,
and at that time we were not looking at a shopping mall.Now we have a request for a shopping mall there.
With the type of construction planned,and the setbacks they will maintain,the type of construction will
suit their needs,and with the sprinklered building,we really are not lowering our standards,as long as
those setbacks are maintained.It is a cheaper way of constructing for them by going into a Type V sprinkler
ed building than it would be in Fire Zone One which would be more stringent for building construction.
Bob Hill inquired about the service station on the corner of that property?Russ stated they propose in the
Fire Zone Change to include that area to the station now at Pioneer and Wheeler Road,and also include
the area where the station is located at Riviera and Pioneer.Basically this will create a better buffer zone
between Zone One and Zone Two.Including the service stations would not create any problems for those
that are already there operating service stations.If anything it will lessen their requirements.
Mike Boyle inquired,that if this is changed,then the restrictions for Jacks Bargain Barn Center are more
stringent than they would be for Grant County Mall.Russ Beeman concurred.
Mayor Ebbert asked if the Fire Zone Change is the only thing that is holding up the developer's progress?
Chet Waggener stated,they are presenting their Environmental Impact Statement,and the time required
to process that,to give public notice for response on it,is such,that a two-week delay certainly is not
going to handicap them.
Mayor Ebbert asked whether this fire zone two will allow them to put in lesser sprinklers or less expensive
sprinkler systems.What is the justification for their request,are they saving in type of construction?
The Fire Chief stated the Fire Code dictates for each zone,and they will have to meet those requirements.
Basically they are saving in the type of building construction costs for the difference between combustible
and non-combustible materials on the exterior.Also over a period of time,with reduced iasurance costs,
the sprinkler system would probably pay for Itself.
Moved by Johnson,that possibly it would be best to delay action and for the Council to carry this item
over to the regular meeting scheduled for October 22,1974.Second by Boyle.Motion carried.

POLICE DEPARTMENT -REQUEST TO PURCHASE RADIO EQUIPMENT,
Aletter was read from Police Chief Wayne Baker requesting authorization to purchase additional JO//radio ea^pment to supplement that purchased with the State Grant He proposed this Purchase bepaidfo?from unused funds allocated in the 1974 Revenue Sharing Budget tor parking meters Thesefundshavenotbeenexpendedforparkinametersand-we do not expect.to expend them in the calendarvear1974BidopeningforparkingmetersareplannedforthelatterpartofNovember,and deliverycouldnobemadeorlorto1975.In turn.aliocatlon in the 1975 Revenue Sharing Budget could be madefo"the"purchasl of parking meters.Purchase of the radio equipment will be from the Motorola CompanyperWashwSnsSteContact70-166,which makes this purchase possible without submitting it for bids.
Wayne Baker added that the State Contract expires the 24th of October,and do not a^cl^«*er®*1UbVacon?ract next year,and also expect a substantial increase in price.He also expressed the needf?r the Scramblers in talkina with other law enforcement officers because of frequency monitonng andwheriwlgllUhlre,there is"nothing.He also added that the Department does not have enough portables to
go around.

r^Chet Waggener stated this is a follow-up from the Budget Inquiry kit that was sent from the Office of?3 *Community Development from the Governor's office last year which the Council responded to,and^Ov.W they are asking the various governmental entities to follow-up again.They are pointing to some specifictMngfthatcameoutGfthatquestionnaire.The categories covered are:The Aged;Environmental Manage
ment,Land Use;L.E .F.F.;State Shared Revenues.
The Council inquired if this is compulsory whether these questions all be answered,and were informedthatit is theiroption to do so.They came tothe conclusion that the questions could not be answeredwithoutsendingalonganaccompanyingletterorstatementtoexplaintheanswer.There are no options,stated Norm Johnson.In fact the voters didn't have an option with this Community Development to start
with.It was voted down and the Legislature set it up anyway.
The City Manager commented that in all fairness they are honestly trying toget some local grass roots
input into the budget process.
Norm Johnson responded that it seerrsto him the whole program is run toset up a lot more rules-andregulationstocomeondowntocitiesandcountiesfromtheState.We have to start objecting to them—now or we are going to keep getting this.People don't even want to vote anymore because they vote•something in or out and they are ignored by our Legislature.Think it is about time somewhere alongthelinethepeoplesaywewouldlikeourwishesfollowed.Even on the Land Use,they are putting us
in a real sad position on the questionnaire.
Bob Hill commented -don't you think they will construct their own answers anyway,and make their
own decisions?
Norm Johnson stated that he though:getting to our State Legislators is more Important and there wouldbeanopportunityto talkto them about some of these programs.City Manager Waggener agreed,butaddeditIsimportanttospendsometimestudyingandtalkingaboutthemsothereis an understandingofthedifferentprograms.These are complex issues,and it would be easy to say they are Statejpro-.blems and not ours,but the laws passed at the State level are going to affect us almost immediately,so we cannot afford to ignore the State Legislative process as it is going toaffectcity government.
Mike Boyle added,this is like so many other questionnaires,they get lost in the shuffle over'there'and agree that we would have a much better chance if we contact our Legislators and giving our Input
to them such as the LEFF System,etc.
Mike Boyle suggested -perhaps a special meeting be set aside for this to discuss it more and go
through it.
CITIZEN INPUT
Sally McLanahan stated that she would like to request,when the Council fakes up the Weed &Litter /OffControlOrdinance,togive some consideration to the taxpayer who has a lot and cleans it,and hisneighborsonbothsidesandarounditdumpthingsbackontoit. I think that happens quite often,and
it works a hardship on the owners.
Bob Hill also added that he noticed the trash cans downThird Avenue are not being picked up, they are inbad shape, don't think they know how to openthem.The City Manager asked the Public Works Superinten
dent to check on this v/ith Joe Ewan.
Mike Boyle inquired if the receptacles for parking bts and for the downtown area areon hand as yet?
ChetWaggenerstated we will be putting something in the budget for 1975 on that.

STATUS REPORT/INFORMATIONAL ITEMS
1.Finance Director
„)$a.Finance Report -Rick Gagnier submitted a written financial report for September 1974.
l|0 He stated that basically it shows very briefly,that except for the Equipment Rental Fund,expenditures
'are well in line with what we anticipated at this time ofthe year.We have analyzedthe Equipment Rental
Fund and even though it is 82%instead of 75%it looks like the only reason it is there, because thecapitalexpenditureshave all been made and paid for this year.We still anticipate that by the end of theyear, the expenditures will come within the budget estimates that we forecast originally for the year.
The whole general fund area looks very strong.We are 8%lower in our expenditures and 4%above intherevenuethanwhatwehadanticipatedto date inthe 1974 budget.These are approximate figures ' ,
subject to modifications allowing our revenues coming in every month.Some come in quarterly and
others semi-annually.
2.City Manager -Certificate of Conformance -1973 Annual Financial Report.
The City Manager informed the Council,the City of Moses Lake has been awarded a Certificate or
Conformance from the National Municipal Finance OfficersAssociation.The Council may recall that
a few weeks ago Rick Gagnier, Finance Director, received an award for the City's 1973 Annual Financial
Report from the Washington State Finance Officers Association.The report had also been submitted at
the National level.
The award from the National has beengiven for conforming with the high standards for financial reporting
as established by the Municipal Finance Officers Association of the United States and Canada and the
National Committee on Governmental Accounting.
Our Finance Department is the 344th unit (of cities,counties &states)to receive this award for distinguished financial reporting. It is the tenth unit in the State of Washington to be so recognized, not
this year necessarily,but ever by the National. In addition to Moses Lake, Camas, Stevenson and
Vancouver qualified underthe latest standards. Theseare revised standards andmuch more rigid than
previously required.
Chet Waggeneradded , that this is really somethingwe can be proud of that our Finance Department has
put together this kind of report,and not only received in the first year of submittal,which is rather
uncommon to receive a Certificate of Conformance the first year it is submitted,from the State Associa
tionas well as the National Association.
The President ofthe Washington Finance Officers Association will make a tripto Moses Lake to formally
make the presentation at an official Council meeting,but the certificate is not readyas yet, therefore,
cannot indicate which meeting.
He also commented that something we need to recognize is certainly the motivation for this came from
Rick as Finance Director, and he deserves a great deal of credit.It would not have happened without
his leadership.Also be sure to give some credit to the whole Finance Department for which he is responsible
for their contribution as well for the effort of their financial accounting procedures that made the report
possible.
Mike Boyle commented that possibly it could be arranged that the State Auditor be here when the formal
presentation is made.The Council heartily concurred.
Rick Gagnier added,thatheis very pleased to receive this award.Mr.Waggoner's comments,he stated,were very gratifying.Also the staff did an excellent job,and personally wanted to compliment the City's 'Accountant,Jim Griffin,who spent many hours onthis report,andalso the Finance Department SecretaryShaunaBullen,who did all the typing ofthe report,which consists of approximately 100 pages.The
importantthing is,not only does the report reflect the capabilities and professionalism of the Finance Department,it also reflects the capabilities ofthe City Manager as an Administrator by allowing us to spendourefforts in this particular regard.The caliber of people on board and the facilities and resources availableto the Finance Department has made us one ofthe best Finance Departments In the State of Washington.
Also no Finance Department is a self-serving organization;it serves other departments as well, andtheotherdepartmentsalsoshouldbe commended for their cooperation.
b. Planof Studies for Facilities Grant- Waste Discharge Permit bv the Department of Ecology
\r)5Cl The CltJ,Mana9er Informed the City Council that approximately within a month the City will receive a\v waste discharge permit from the Department of Ecology which will set some standards for operation of
our sewage treatment plant and discharge into the Lake from the Plant. He read the compliance reeuire-
meK%!u!edubyTthe ?°£*The first thlng ls to submlt a Plan ofstudv-Their draft said we would have tosubmitthisbyJuneI,1975.They are now telling us they want it within the next 30 days.The reason forthat is simply to tie us into the whole funding program.There are otheragencies who are ahead d us on
the priority array to receive federal grant money,which is 90%matching monies.It appears several largeentitiesarenotgoingtomeetthescheduleestablished,and we are next on the supplemental list,whichautomaticallymovesthe City upon the list and eligible foravailable funding.
Before we can get construction money,there are several phases we have to go through,the Plan of Study

'being the first one.Following that, a Facilities Plan,which could be any time after the Plan of StudyWewouldexpect,at this point,if we submit the Plan of Study,probably in mid=975 receive a grant toconductaFacilityStudy,which addresses itselfvery specifically to the alternative methods of disposal
and to the Inflow and Outflow analysis.
I We would also be required witnin 60 days after we receive a grant,to commence preparation of plans
and specification and assume that will not come In 1975,butwill probably follow the next year.Within 120 days of receivingthe construction grant we would actually start construction ofany moalti-cations or rebuilding,or whatever is negessary.In each case,the time schedule is based upon|receiptofagrant,so they are requiring us tc^some things by the discharge permit,but it will be conditioned upon
at such time as 90%federal matching monies are available to do the project.
The content of Plan of Study involves seven broad tasks:
^1.Collection of basic data
2."infiltration/Inflow Analysis
3.Estimations of future flows and waste loads
CX 4.Environmental impact assessments
C\)5.Evaluation of alternativesJ^6.Public involvement program,implementation,reports,required comments.

?~The DOE is quite emphatic that they do rot want us to go to a great deal of expense to produce a 200-300Wpagereport.Several cities have done this,and they have refused to pay for them Itis intended to be arelativelysimpledocument.Although they do recommend that we engage a consultant,either•toco it:orhelpuswiththeStudy,and suggest that we do as much as we can 'in house',but because consultants havehidexpertiseinthisparticularfield,propose to engage a consultant to assist us in it.It is work they have3oneprevouslyforothercities,and knowledge of things they can put into the plan in terms of alternativesttetwedonothaveexpertiseon.Total cost to the consultant is somewhere $1000 to $1500,and eventuallyweget90%of that back.In order to proceed rapidly with the Study,and to be sure that is comprehensiveTndcomplete,it is imparative that we do use consultants'assistance.It will not be a massive document,approximately 15 or 20 sheets.He also emphasized that the Inflow/Outflow Study the City has completed
will certainly be incorporated into this study,it will not be duplicated.
