Regular Session -(No Quorum)
Members Present:Councilman Mike Boyle,Don Swanson,Gordon Ebbert.

We can only do the unofficial chores which we have before us a couple of presentations and we will have to
set a date for another Council Meeting to take care of what is left on the agenda.
Number 10 is a presentationand Number 18 is a presentation.
O)We have with us tonight ,Reverend Welch,who will be kind enough to give us the invocation.We will

W Ebbert -It takes four Councilmen to make aquorum,to vote on any measure,so at this time,we will take //POS?£.du^£the first presentation,No.10,Iunderstand we have afew slides that can be shown to give
us a background of what this is all about.
(Slides were shown,while Park and Recreation Director Cecil Lee explained what had been involved to the..S^tt^?n^lnK^work done voluntarily by the Moses Lake Lions Club at Peninsula Park.Materials
were also donated by the club.)
Lpe -All total we estimate the total project is right close to $5,500,which is really quite a contributionNowwehavei'brn Held which can be used by everyone,and really quite an addition to the present facilities
out at Larson-Peninsula Park.
Ebbert - I understand we have aresolution here,.that should be read and recorded.Would you read title only?
AResolution accepting a gift of good will and understanding from Moses Lake Lions Club /0^6>in the form of materials and labor to relocate and construct a backstop with dugouts at
Peninsula Park.
Whereas^Moses Lake Lions Club has made a gift of materials and labor,valued at $5,500fortherelocationandconstructionofabaseballbackstopanddugoutstotheParkandRec-
reation Department of the City of Moses Lake to help the recreational needs of the Community s
people,and
Whereas,Moses Lake Lions Club's gift will further enhance the use of Peninsula Park and
Larson Playfield by providing a facility that can beusedbyall age groups,
Now,therefore be it resolved:That the gift of materials and labor for a baseball backstop
and dugouts be accepted;
Be it further resolved:That tte City of Moses Lake acknowledges its appreciation to the
Moses Lake Lions Club for their contribution to the recreational development of the community.
Ebbert -Well,we haven't a quorum to officially accept this resolution,but it has been recorded,so that
we can make the presentation ofthe certificate tonight.Thai we will accept the resolution officially at
the next regular council meeting.
Al Briggs,Civic Improvement Comnittee Chairman of the Moses Lake Lions Club was present toaccept the
presentation of the certificate.
Ebbert -Al,if you willstep forward,I'll make the presentation.The Cityhas worked upa certificate
ofappreciation for you people and it certainly is a very honorable project you folks have come up with,and
the City not only appreciates it,but think how many people in the long future ,especially the young people,
will really appreciate it.
Briggs -V/e certainly have enjoyed doing it Gordon,and we hope to do more projects for the Community.

"Ebbert -Well,these jobs are more pleasurable than the regular routine Council.We have anothercertificate-No.18 for Water Pollution Control.Do we have a resolution?Oh,we have a letter from
Gerald P. Calkins -would you read the letter,please?
Gentlemen:It is with pleasure that the Board of Certification for the State of WashingtonannouncesthataCertificateofCompetencyisbeingissuedaslistedbelowThisCertificate
indicatesan increase in qualifications forthe recipient andis awarded as follows:.1*\0
James V.Peck,—Group IV
This gentleman has successfully passed the written examination which,together with
his additional experience,qualifies him for the higher rating.He is to be congratulated,
for his continued interest in the program and his service to the community.

Ebbert -Before we make the presentation,I might ask,just what isa Group IV Plan - is that a type of
tank that we have here?

McLanahan -Mr.Mayor,our plant is a Group III,However,an employee will start out either inGroupIVorGroupV,according to how well he does on his original certification test.As you know theStaTeLegislature,two years ago,passed laws which make it mandatory for a-each city that <grates asewagetreatmentplant,to have a mandatory certification.We have to have someone cert fled.Now ntwotothreeyearsmoreexperienceandalotmorestudying,Mr.Peck will be eligible to take his Group IIIcertificationtest.This is no small feat.The honor of being a Group IV Operator with only 16 monthsexperience.He must have done exceptionally well on his written test and on his oral test.
Ebbert -Evidently he did.Mr.Peck,if you will step forward,It gives me great pleasure to presentthiscertificatetoyou-This Certificate of Competency-and I realize all the work and study and effort thatwentbehindittogetyouinthisaward,and I hope that you have the energy to go ahead ana take the nextTtepandcomeupto-what.Group III - I certainly wish to thank you for your effort and faithfulness .
Peck -Thank you very much .
"ILert -That is all the business we can do tonight,except possibly set adate for the next Council meetingIWecouldeitherhaveitnextTuesdaynight,or let the agenda go till the regular Council meeting,which would
double up.
Waqqener -Mr.Mayor,I would suggest that if you are going to have to set an extra meeting for the nextTeTnyway,the 24th is Christmas Eve,Idoubt that you want aCouncil meeting on that one .•*&**»V°«would have to change the night on that one,you really should do that at an official Council meeting.
Ebbert -We better set a meeting for the 17th to take up where we left off here,and change the date from the24thbacktothe23rdifyoupeoplewanttodothat,so you won't have to meet on Christmas Eve We can dothatno"without any Jgal disqualifications,so we will set this Council meeting for next Tuesday,the 1/th.
Waggener -At this point,that would become aspecial council meeting rather than aregular one,and we will
so advertise it.
Ebbert -So our public hearings and that sort of things tonight,will (ust havo to wait until next Tuesday.
