ACKNOWLEDGEMENT OF ACHIEVEMENT -PATROLMAN MICHAEL COYNE ,q.n
A letter was read from Police CMef Wayne Baker stating Patrolman Michael Coyne has recently earned
two certificates,that of Emergency Medical Technician,and^the MotorVehicle Traffic Accident Investigation
School.Coyne's successful completion in both of these vital courses shows a high degree of dedication to
law enf,ord3raent and specifically to Law Enforcement in Moses Lake, and congratulations are extended to
Officer Coyne.
Mayor Ebbert presented the certificates to Officer Coyneand congratulated him on behalf of the City
Council and the citizens of Mcses Lake.
ACKNOWLEDGEMENT OF ACHIEVEMENT -DARYL ANN LEONARD -ASSOCIATE DEGREE IN COMPUTER SCIENCE
A letter was read from R. R.Gagnier,Finance Director/City Clerk stating Daryl Ann Leonard has just '
completedthe requirements for an Associate Degree in Computer Science from Big Bend Community College
and received her degree in June. Her additional efforts to obtain the degree in light of her full-timeemploymentwith the City are commendable and noteworthy. Her unique combination of education and
experience in the computerfield has significantly contributed to the effective and efficient operation of
our computer services department.
Mayor Ebbert presented the diploma to Daryl and congratulated her for her efforts in obtaining the
Associate Degree in Computer Science at Big Bend Community College.
PUBLIC HEARING -OFF-STREET PARKINGAND LOADING ORDINANCE -(Second reading)
Stan Bech,"Associate Planner,reviewed the Off-Street Parking &Loading Ordinance,and also noted,that
after Staff review of the ordinate,found in Section 2,under "A".Residential,after listing the classifications,
the first sentence in the paragraph that follows,should be deleted,and reads as follows:"When more than
two parking spaces are required,all additional parking spaces shall be provided behind the building set
back line from front and flank sfreets."This would be difficult to enforce.The reasoning was to try to pre
vent someonefrom building a.parking lot in the front yard,but obviously there are going to be times when
families are growing up and going to have a lot of cars in front of homes,and felt this should be stricken
from the ordinance.
Mayor Ebbert opened the public bearing and asked for comments or questions from the audience.
Monty Holm s:In this new proposal,anybody that has property within 300 feet of Third Avenue will have
to provide parking,is that right?I happen to own property that is less than 300 ft.of Third Avenue.
Stan Bech responded,stating the-wording in the ordinance states that parking will be required for all
new businesses going in.
Monty Holm -These businesses already in along.Third Avenue that need parking should put up some
high-rise parking or something and not penalize someone like myself that is close in to Third Avenue
should provldetiparklng.°
Stan Bech addc-d that the Planning Commission tried to not make it so strong that everyone that built
would have to provide parking.It states in Section 3 of the ordinance that for all commercial buildings
required parking:shall be on site or 3J10 feet away.It does not say that you have to provide parking
on site,but thafiyou can be a memberof some sort of a parking district,or in cooperation with another
business.
Dlfck Cook,Greyhound Bus Depot,-Idcm'thave a parking problem,but I do live in Moses Lake,
and Moses T^ko Is dependent upon 'it's'ousiinsss community.The business community is right down
town.The ^c-crt ofthe city is so iawpoartanttthst it is necessary that something be done to provide those
businesses with,parking too.I thinkat leastt i double-deck parking lot is possibly the answer that can
be available to all the merchants on T&lrd Aveaaae.I think it is up to the city government to initiate
son<ethlng that cur city will not have urban bligife so bur down-town stores will not be empty as we have

Mayor Ebbert stated that there Is a Committee of businessmen working on this parking problem and look
ing into creating a parting district.
Dean Hagerty asked Stan Bech if anything is not included in the classifications as listed in the ordinance,
who determines where that falls?Stan answered that Is listed in Section 1 of the ordinance - -"Where
a use is not listed,the Building Inspector shall determine the required parking and/or loading space based
on similar uses for which the requirements are specified."Also the Planning Commission can make an
interpretation of the Building Inspectors determination.
There were no further comments or questions from those in the audience,therefore,Mayor Ebbert closed
the public portion of the hearing and turned it over to the City Council for their comments or questions.
Norm Johnson asked Dick Cook - Do you feel this ordinance is the answer to the parking,or not?
Dick Cook answered that he feels this ordinance is setting a basis by which we should go on,except
those businesses in the downtown areas;it is impossible for them to provide the necessary parking us
such, and I think this is something that should be looked into.If it adheres only to new businesses
coming in,.there will still be an overpowering amount of people that are not going to have a place to
park.

at this time?Norm Johnson answered - with more and more ordinances against the business community
which are penalties andcostly to them,and possibly we could avoid some of them by going the otherdirectionandmovingmorerapidlyInhavingall businesses partake inthis downtown parking project,

property would be worthless.
Mike Boyle - It is hard for me to imagine,and talking about this much money involving private property,and we arealso aware of proposal of two new shopping centers occupying acresof ground,and we haveonlythreepeopleheretonightat this meeting to voice an opinion out of much property affected.I justcan't fathom that there is that much apathy on the part ofthe property owners that they are not heretonighttovoiceanopiniontogiveussomeinputandsomedirectionastowhichwaytogo.Either theyarenotawareofwhaTanordinanceofthismagnitudedoes,or how "can affect *r^°*^^«™*are going to go with this ordinance?Frankly,I would like -to cons der extending the publicRearing onthisforonemoremeeting.I can't Imagine why we don't have a packed house bare;'we are talking about

Mac also submitted some cost figures of recenttypical residential meter Installations which indicated
the City is losing from $150 to $2(J0 per installation.Although the City installed only about 12 meters
last year,but In the past 6 mciiths approximately 36 meters have been Installed.He also added that
costs were rising so fast,we aaaildn.'t put a fix on the rising cost.A comparison was made with towns
around us that have recently changed their installation charges,and the ordinance is compatible with
them.

RESOLUTION NO.717 -COMMUTER AIR SERVICE DEMONSTRATION PROGRAM
The resolution was read in its entirety recognizing that Moses Lake has had only the services of poorly
planned and-operated viable:air transportation service,and it is possible now that funds will be made
available to support a demonstration project that will tend to eliminate these problems in the future air
planning oflall rural commumities of the State of Washington.Sun Basin Airlines,operating from the
Grant County Airport,has the personnel and equipment to meet the required needs for this demonstration
project,therefore the City Council is very well aware of the value and the need for the proposed demon
stration project and strongly urge that It be established in Moses Lake and Sun Basin Airlines be involved
in the project.
Mayor Ebbert read a letter from Bill Hamilton,Director of State Aeronautics Commission,advising him
of the demonstration program which would run for 19 months,and would like to establish the program in
Moses Lake.It would be state funded.The answers they will derive from this test program will be used
to guide the future activities for any small commuter airlines that wish to develop in the State of Washington.
It also guarantees the loc*d airline participating in this demonstration program will at least break even at
the end of the program.Supply and demand will enter into the picture,but also are attempting to try
different variations that hso/e been proposed nationally for commuter airlines.They may even have to haul
material other than passengers part of the time,and take care of situations that arise that are not normal.
The area of which the program will cover has to be well catalogued as to its needs,and these needs will
no doubt determine the number of airplanes and the size of the complex necessary to fill these needs.
Mayor Ebbert added that itiwill be no cost to the City of Moses Lake,and that it is a $25,000 total figure
that covers this by the Federal government through the State Aeronautical Commission.
Motion by Johnson to endorse the resolution.Second by Moe.Motion carried.
RESOLUTION NO.718 -PERMISSION TO BUILD ON UNPLATTED PROPERTY -MR.WILLIAM S.DRESS
Aletter was read from Associate Planner Stan Bech,stating the Planning Commission at their regular //^CP "
meetlngxn July 10,1975 recommended to the City Council that William S.Dress,manager of Ranch
and Home Supply,be permitted to build on unplatted property In order to facilitate expansion of his
existing facilities.The resolution lists the conditions recommended by the Planning Commission.
He recommended that the ^solution be approved but that condition No.4 concerning extention of sewer
be deleted.
Stan Bech added the reasorfor request that Item #4 be deleted from the resolution is that when the Planning
Commission reviewed this they felt the action taken by the CltyCouncil in 1973,when Bill Dress constructed
his original building,with no platting requirements at all„they felt the 200 feet the Council had stated were
mandatory and that it be put in also.In reviewing the situation it is a different request,that the
Planning C6mmlsslon now ife requiring Mr.Dress to plat and with that platting he would have to comply with
all the requirements listed in the platting/subdivision ordinance,which would be to extend sewer from its
current location at the Central Washington Credit building to the south end of his property.
Stan Bech added that in 1973 there was no resolution passed to give permission to build on unplatted
property,and recommendingjnow that all requirements of the subdivision ordinance be met just as any
one else In the city.The Planning Commission felt what the City Council had required in 1973 was binding,
but it is not'.
Norm Johnson commented -lithought we passed a resolution at that time,the same as we are asked now?
City Manager Chet Waggener added.You will find in the Council minutes they show specfically for no
requirements and allowed to build without platting unless his plans were to expand and then he would have
to plat.Atthat time there was nothing presented to the Planning Commission or anything that came through
on a-platting;process.
Stan Bech adHed,that there was a preliminary plat presented in 1974 and nothing was heard further from
"the surveyor or Mr.Dress.
Bill Dress st3ted,that he will have to check with Mr. Monek and find out.At the present time I will
agree to plat.-This is not my {.roblem right now, my problem is the 526 feet of sewerj I have a building
setting in Spokane ready to go .irpin about three weeks.

/j ^The resolution was read In its entirety.The City Council approved and established the acfount withintheGeneralFundasthePettyCashAccount-Engineering Department on June 25,1975 of a "»xlmunof$10 00 and ii:has been determined that the $10.00 maximum is insufficient fcr the effective and efficient
transactionofdaily business, and recommends an increase to $25.00 maximum.
Rick Gagnier explained that the Petty Cash Fund Is used to make change for people Pa^9for variousoennitsPersonnelhaveexperiencedachronicprobleminthelastfewdaysoftheweekandrunningSS!S^^eT?haSr£w $1.00 or $5.00 to make change,causing delay in the citizens obtaining their
permits promptly.

RESOLUTION NO. 720 -SUPPORTING STATE HIGHWAY
-'-"*^The resolution was read in its entirety supporting the proposed Route from the Vernita Bridge,across
the Saddle Mountains,to the Dodson Highway.

recommended that Stevens,Thompson &Runyan,Inc.,the firm receiving the highest rating,be
selected as consultant to complete our Facilities Plan.
Motion by Skaug - being one of the parties to question the original choice,now do approve this
with the result that the Engineering Department has obtained and recommend that we act in accordance
with Mr.Fay's recommendation.Second by Moe.Motion carried unanimously.
Bill Moe inquired of Jerry Fay as to how much time this has taken of City Staff to arrive at this decision?
Jerry added that it took quite a bit of time. The interview itself took three city employees a full day.That is not counting . reviewing the proposals of which we received five. We felt that the Council
wished that we spend this-time,so we did a good job.
RESERVOIR NO.5 -LAND ACQUISITION -SITE OFFER
Aletter was rea ,from Ron Baker,Asst.City Engineer,stating that the Public Works staff met with the J//0BigBendConuy,5nity College President,Dr. Wallenstein, to discuss acquisition of land for Reservoir #5.
An offer of $2,f?00 was proposed by City staff for purchase of the If acres preferred by the City Council.
Also submitted..was a drawing shewing the specific location and existing easements for irrigation canals.
ApproxiP -tpi/yacre is subject to these existing easements.The final sale of this property will require
actior '—"he 6Jg Bend Community College Board of Trustees and is subject to approval by the Washington
State Department of General Administration. The next meeting of the College Board is scheduled forAugust 4.1375.We have requested advance Right of Entry for purposes of final soil tests and have
been advised by Dr.Wallenstein that we have tentative approval pending the harvest of the existing
crop on that site.He requested the Council give final approval to the offer of $2,COO for this specific
site and authorization to complete negotiations with BBCC Board of Trustees.
Motion by Moe/-permission be granted to go ahead and deal with the College Board of Trustees and
offer $2000 for this specific site.Second by Boyle.Motion carried unanimously.
TAXI CAB LICENSE APPLICATION -MR.RAY FLAGG
A letter was read from Wayne Baker,Police Chief,stating the Moses Lake Cab Company previously
operated by Donald K.Fife,has recently been purchased by Ray Flagg of 1728 W.Crouse Street of
Moses Lake.City ordinance requires that an investigation be made relative to all new companies
applying for a business license to operate taxi services in Moses Lake.He has caused such an in
vestigation tobe made and have found Mr. Flagg to be a reliable,long time resident of Moses Lake,
and recommenced the license be granted.
Motion by Skaug to accept the Police Chief's recommendation and approve the new taxi cab license.
Second by Johnson.Motion carried.
CITIZEN INPUT
Mayor Ebbert raad a letter he received from Peter Okicich &Family from Seattle,Washington commending//)/^
the Moses Late Police Department and especially Sgt.McNabb for the assistance given them locating
the small park where they were to meet some friends for the week-end to camp and water ski.
Mac McLanah.?i invited the City Council to the City-Family Picnic on July 31st at 6:30 at the Moses Lake
State Park.Qtmv 40 families have signed up - it will be pot luck,and for the Council members to bring
a large salad.

Rick Gagnier briefly reviewed the written report submitted.He added also that all revenues except Street
are tfoveloping faster than expected in the 1975 Budget.Our original estimates appear somewhat conserva-
live.-Generally the financial status cf the City has developed as expected and the 1975 Budget estimates
still appear sound at this time.
