Invocation -Earl Hargis,First Baptist Church J Mayor Ebbert called the meeting to order and called for approval of the minutes of the previous meeting of August 26,1975.Motion by Moe to approve the minutes as written.Second by Skaug.Motion carried. Warrant No's.3697 through 3759 in the amojnt of $87,761.38 were approved for payment. ORDINANCE NO.728 -CIVIL SERVICE COMMISSION -POLICE CIVIL SERVICE (2nd reading) The ordinance was read by title onlyreenacting Chapter 1.20 of the Moses LakeCity Code entitled '^ "Police Civil Service"by recreating the civil service system and reestablishing the Civil Service Commission to substantially comply with Chapter 41.12 of the Revised Code of Washington as it re lates to full-time permanent employees of the Police Department. The ordinance clarifies the appointing authority as the City Manager in accordance with statutes of the State d Washington for Council-Manager cities,and clarifies residency requirements for members of the Civil Service Commission. Motion by Moe and second by Boyle to adopt the ordinance for the Police Civil Service.Motion carried. ORDINANCE NO.729 -CIVIL SERVICE COMMISSION -FIRE CIVIL SERVICE (2nd reading) The ordinance was read by title only reenacting Chapter 1.16 of the Moses Lake City Code entitled "Fire Civil Service"by recreating the Civil Service System and reestablishing the Civil Service Commission to substantially comply with Chapter 41.08 oftiie Revised Code of Washington as it re lates to all full-time permanent employees of the Fire Department. The ordinance in this instance also clarifies the appointing authority as the City Manager in accordance with statutes of the State of Washington for Council-Manager cities,and clarifies residency requirements for members of the Civil Service Commission. Motion by Boyle and second by Hill to adopt the ordinance for the Fire Civil Service.Motion carried. City Manager Chet Waggener added that although separate ordinances are required establishing Police and Fire Civil Service Commissions,he anticipates appointment of the same persons to each Commission. The present Commission members are,John Dietzen,Chairman,Rolf Bauge and Jack Eng. Bob Hill inquired whether this in any way changes the testing procedure for police or fire personnel? City Manager Chet Waggener stated that the particular ordin rces do not,although the Civil Service Commission is working on updating the tests and there will undoubtedly be some changes. Bob Hill asked then,will it change any regarding 2 members ofa family working for the city.Chet Waggener stated that is in our Personnel Resolution,and that has been revised.We had previously said no two members of a family could be employed at the same time,and we revised that to apply only to Council members,Department and Division Heads.Oher than that members of the same family can be employed. /o3 7 ORDINANCE - PARK CONCESSIONS (1st reading) The ordinance was read in its entirety amending Section 1.36.24 of Chapter 1.36 of the Moses Lake City Code entitled "Park Regulations"by changing*the procedure for issuing concession permits. All requests for permits from profit making groups or organizations shall be reviewed and approved or denied by the City Council.All requests for permits from non-profit groups or organizations shall be reviewed and recommendations made by the Park &Recreation Department staff for the City Manager's approval or denial.If an application for a permit Is denied,the applicant may appeal the decision to the City Council.Such appeal may be heard at the next regularly scheduled City Council meeting. //W 2264 City Council Meeting:2 September 9,1975 City Attorney John Calbom defined "profit-making organization"as the Civic Organizations such as the Lions,Eagles,etc.,where the members themselves individually do not profit from the Concession. Motion by Boyle to adopt the first reading of the ordinance.Second by Swanson.Motion carried. CONSIDERATION OF BIDS -SEAL COATING .1 pM0 T'Aletter was read from 1erry FaY>Public Works Director,clarifying the item.Calling for bids for seal j|Qi coating was based upon approval of his letter to Council on June 16,1975 giving authority to proceed with seal coating and other types of repair where necessary.After closer review of his letter and Council •I approval,it appears that the approval was for implementation of the crack sealing only. Therefore, heIsrequestingauthorization to go out to bid on seal coating of David Street,Turnagin Place and Sharon, plus resurfacing of Nelson Road from Division to Madison. All streets mentioned were programmed for seal coating in the 1975 Budget.Also, if the Councilagrees withthe needfor completion of this pro ject this year, to consider award of the one bid received from McAtee &Heathe,Inc.,to do the projectfor$24,792.60.Warm weather Is required to dothis work,anddelay until next Council meeting could postpone the project until next year and,as a result,increase costs. Mayor Ebbert inquired aboutthe routerthey planned to purchaseor rent?Ron Baker,Asst. City Engineer, statedthe router the Port District had would not do the job. In checking out acceptable routers found the router works well on a straight line crack, but with the alligatoring type cracks we could not get a straight enough run to make it work.We have been doing the job by hand labor with assistance from the Grant County Community Action Youth Program.Also this was'free labor to the City. Motion by Moe agreeing with Jerry Fay's clarification,and that time is an important factor.There is no question the seal coating program needs to go ahead,and to grant authorization by the Council forthework,and to accept the bid from McAtee and Heathe,Inc.,to do the project for $24,792.60 Second by Skaug. Otto Skaug inquired whether the seal coating willconsist ofa thin bituminous overlay?Chet Waggenerexplainedit to bebasically a shot ofa particulargrade ofasphalt with a chip cover.There may be gravel to contend with for a few days while the asphalt cures. Don Swansonasked if there is a completion date set for this work.Ron Baker stated that McAtee &HeatheplantomovetheirplanttoCouleeDamwithinthreeweeks,and they indicated if they areto dothe job this year, it will have to be done immediately.Jerry Fay added the'crack seallng'has already been done. The question was called.Motion carried.— RESOLUTION NO.722 -APPRECIATION TO ROTARY ANNS I AVy Aletter was read from M.G.McLanahan,Asst.Public Works Director,stating Mrs.Russella Hagerty,xQ *President ofthe Moses Lake Rotary Anns,foresaw the need for benches located inthe downtown area.\The benches will be availableto those who wishto use them, suchas mothers with smallchildren,husbands waitingforwives, etc.The club has purchased and deliveredtwo benches with the Stre'etDivisionhasplacedin the vicinity of Third Avenue and Division.He recommended passage of the Resolution bythe City Councilexpressing appreciation for this excellent community service and thecivicspiritdemonstratedby this gift from the Moses Lake Rotary Anns. The Resolution wasread in its entirety expressing appreciation to the Moses Lake Rotary Anns forthis contribution to the convenience of the community. RESOLUTION NO. 723 -ACCEPTING FRANCHISE -RESERVOIR #5 TRANSMISSION MAIN Aletter was read from W.Ron Baker,Asst.City Engineer,statingthe Board of County Commissioners hasapprovedour request for a franchise to construct and operate a transmission mainalong Nelson Road from the Reservoir#5 site to Highway 17, and are requesting the City Council accept this Franchise. Motionby Hill to adopt the Resolution.Second by Boyle. Motioncarried. Mayor Ebbert asked if others are interested In volunteering,he would liketo get them onthe list to be contacted for a meeting.He suggested possibly settinga date for a joint meeting with these people andtheCityCouncil.^ Don Swanson recommended to have the group select their own chairman.Mike Boyle concurred,saying •u u Council Meeting:3 September 9,1975 this Is a citizens committee,they should select their own chairman.Bob Hill also concurred that they should choose their own chairman. Bill Moe felt the Council would be working within the best interest cfthe city if the Council and the Mayor would appoint a chairman.Otto Skaug concurred. Motion by Swanson that the meeting be held September 24,1975 at 8:00 P.M. at City Hall and a chairman for the committee be selected by the committee volunteers present at that meeting.Second by Johnson.Motion carried.Opposed by Moe and Skaug. COMMUNITY SCHOOLS - Dick Heath,Superintendent of Moses Lake School District No. 161 Aletter was read from Cecil Lee stating that for many years schools throughout the country have beenlockedupat the end cf the school day andnotopened before the following schoolday.The communityschoolconceptis based upon the principle that the schools belong to the public and should be used to help meet the total community needs.Big Bend Community College,School District No.161 and CityStaff have been exploring the possibility of establishing a community school program in Moses Lake. Dick Heath,Superintendent of Schools,was introduced totalk about this new approach to the use of Moses Lake School buildings. He thanked the Councilfor Inviting him to share the conceptof community schools for the Council's consideration,and rot necessarily their acceptance.Naturally the desired outcome would be for the Council to publicly support the concept of community education.I believe the concept of community schools and/or education is a very viable idea,whose time has arrived.He directed the Council's attention to a roughdraft proposal submitted to each member cfthe Council.The proposal is entitled "Moses Lake Community School Program"listing as follows: 1. 2. 3. 4. 5. The program willbea joint cooperative venture between the City of Moses Lake and the Moses Lake School District.e The Community Schools Advisory Board willbeactiveintheirassistance in program developmentandpolicyguideswhichare necessary to the successful operations of the program. However,such policies may notbe in conflict withexisting city or schooldistrict ordinances or policies or local,state,and federal laws. Facilities usedwillbe both those ofthe city and schooldistrict.Each of the partiesto thecooperativeventurewillmaintainitsownfacilitiesandInsuranceprogramsintheusalmanner. The hired personnel for the Moses Lake Community Schools Program will be under the schooldistrictpersonnelpracticespolicies, business procedures,and organizational structure. Acooperative venture approach to funding shall be on an agreed basis for a period of°ne yearQ_csubjecttoannualextensions.The year shall begin October I,1975,and end September 30,1976. 2265 //c& He continued,stating,-we have had some preliminary discussion with some ofthe members of city staffrelatingtobudget,however,there is nothing final-there.We have a young man who is majoring in communityeducationwhoisHrthecitynowandwhoisgraduatingfromEasternWashingtonCollegeofEducationthisweekwhoiswillingto serve his internship free and work as a resource person to coordinate the program and help it get off its feet. We have scheduled the next sessionas an open forum meeting at the Frontier Junior High at 8:00 P.M.on September 11th,and would like to invite a representative from the Council or as many peo?}e ™™the city that wished to come.We will also have a representative there from Olympia .the StateCommunityDirectorJerryThornton,and will show probably one oftwo films,either "To Touch a Child"or ASense of Community." Dick Heath also made reference to the presentschool board policy, stating that at the Present time*wehavethesupportoftheCommunityCollegeandtheSchoolBoard,and the School District Policy reads as follows:"The Moses Lake Board of Directors recognizes and supports the concept of CommunitySchoolsand/or Community Education.To this end the Board of Directors encourages the utilization of all district facilities for this:purpose within budgetary limitations."Basically what we propose to dois to unlock some ofthefacilities.The keys are turned inat 3:30 P.M.and have been for years,andwantto turn them backto the citizens orthe people of Moses Lake who really have the deedor owner ship to these facilities. To sum the idea up would say, that it is basically a match-up of present resources,thatexist inthecitynow,with present needs.I think it is an accountable way to bring about accountability becauseitdelegatestheauthoritydowntothesourceas closeas possible to where the decision relating to thishugeinvestmentcanbemadeintelligently.We would have various citizen groups located in each schooldistrictto act in an advisory capacity and make policy decisions relating to whatevercame up.The nextsfintoeprogramfsofco^e very basic and very simple.We will appoint a steering committee Thursdayniahtandtheirjobwillbetodevelopandimplementacommunity-wide door to door survey to discover thewantsandneedsandresourcesthatexistheretoday.If that feed-back is positive,we will make.some on-course corrections.We anticipate receiving some very positive feed-back from the People,.^"f^*_think you will agree,the concept of self-development is probably the only one to unlock the door to limita tions that we all have on us,like freedom,etc. Dick Heath concluded by.asking if anyone had questions orwished clarifications ofany particular area of the concept. 2266 City Council Meeting: 4 September9,1975 Mike Boyle asked as to what degree do you feel that the facilities could or would be opened up to the general public.Dick Heath said,we will probably tabulate the results of the survey and whatever is indicated there,we will adapt and adjust to that.If there Is only an indication for needs for maybe .a Junior High School,such as Frontier,which Is centrally located,we could use that as a model and go from there. Mayor Ebbert asked if the primary source of the needs of this would come through the recreation departmentofthe city?Or would it bea cooperative venture between the parents of children notdirectly connected | to the school and the city recreation?You speak of a Joint venture here.I presume that is a venture with the city Itself.If the city helps support this either financially or physically - what I am concerned with is - who determines what group gets to do what and when. Will the school do that entirely or will there be a ]j committee picked of citizens? Dick Heathanswered -that is a rather open end question.We view it as a triad or a joint venture between the Community College and the City and the Moses Lake School District.I anticipate there will be a lot of recreational needs identified in the survey.However,there will be a lot of academic needs that will also be identified.Of course,those relate to the Moses Lake School district and the Community College.So I think it will be a combination of needs.I have a copy of the School Community issue here from Seattle. Just received it in the mail today and I can briefly review some of the classes they are offering there. Classes like Economics,this relates to career education,kindergarten,65 to 85;Travelers Spanish, Conversational Japanese,Shop Classes that relate to wood; Auto Maintenance;Real Estate Classes,\ Retirement Planning Seminar;Transactional Analysis,Wine Making;Cake Decorating;Chinese Cooking; Judo;Sculpture;FlfcTying;Dance Classes;Voice,anything that relates to developing the potential that all human beings have that is latent and undeveloped.Recreation I think relates to both mental arid physical aspect of a person,and I am sure we will identify a lot of needs there in the survey,but there ' will be a lot of academic needs too,like classes in Leadership,and the Hearing Impaired.I know you have people in the Moses Lake School District who are sending their students to the Ephrata Hearing Impaired classes there,and adults that are driving over there for night classes in their community pro gram. Ephrata has about 500 people participating in the community program.Othello also has such a program.There are programs as such all over the United States. Bill Moe asked Dick Heath,-you are asking us to approve this concept?Dick Heath said, yes,uptonowwehaven't been ableto make any kind ofa statement that this Board orthe Community CollegeBoardand the School Board supportedthis concept, and we are now far enough down the line whereweneedtohavesomesupportfromsomeofthethreegroupsthat willbe members ofthe triad so to speak. We would like to have a positive answer from you people that we could probably publish and assist us in Implementing the programand monitoring it and helping it grow. MM??r ?bhfrt asked,wherein will come the support of these classes;will it be a tuition type thing,or'!**)will it be free and City and School District help pay for it;what is your long range plan?| | Heath said,at the present time we are talking about the free concept.We are talking about CPA's '*and Doctors and Veterinaries and Pharmacists coming into the school at night,along with Principals and SchoolTeachers and teaching classes free.The people in the class can determinewhether or notthey need a fee such as for registration or for supplies,but this would be upto the instructors and members of the class.The Community College charges a substantial fee forthis kindof educational service. Chet Waggener inquired - if you had an expression from a group ofcitizens inthat program for a new program that they were interested in, youwould have means of implementing that? Heath stated thatanytimethereis a need that is identified and there are enough people interested and concerned and theycan identifya resource to help them developin that area,why we could have a program. Otto Skaug concurred inthat full utilization ofthe facilities to the best extent and best feasible means and I would suggest the Council concur with that which falls within budgetary reasoning as your Board 'has set forth, that we do adopt and endorse this program. Norm Johnson responded saying,-you used the word budgeting,.what 'are you speaking of?This isthefirsttime we have discussed this at City Council.. Mike Boyle commented that we are rot discussing budget,-Mr.Heath is discussing concept,and Ithink the concept is unlimited. I think we should approve it. Bob Hill concurred stating we could approve the basic concept and leave the budgetary out,and the^Council aPP°int someone t0 attend the meeting of September 11,1975,and bring more details to Heath responded stating,that at the present time these facilities are being insured,maintained,heated and lighted,and all the other things that go with them.So really we are not talking about a _lot ofexpenditures.The only thing we are talking about basically is maybe rewriting a job description ! iofsomebodyonyourstaffandonourstaffandallowingthemtodevoteaportionoftheirtimetobeing1coordinatorandtomatchuptheneedswiththeresources.Also the facilities will be open the yeararound,the program will be on a 12 months basis. !!!!^°6 c°mmented that ^agrees with Mr.Skaug,that better utilization of the facilities is desirable ~~and the citizens can benefit from it if they useit.Concerned about the budget;we don't know what *L I 9°i?9 am°Unt t0 and l thlnk the clty staff would be the Pr°Per channels to explore the meansottnatsort. 2267 City Council Minutes:5 September 9,1975 City Manager commented that we have had two or three other meetings with Mr.Heath discussing this. We at the staff level have been Interested in a community school program for several years but with no means of Implementing it.We have had in the goals questionnaire that went out to the citizens a couple of years ago,there was quite a bit of Interest expressed in terms of additional recreational facilities. If we were to meet the needs just as expressed in that questionnaire we would be building additional facilities,and I think several of you have expressed that previously.It doesn't really make much sense to start building additional facilities until we first explore full utilization of facilities that are existing. It seems to me that this is an opportunity then that is available to you then through the community school concept.To look at maximum .utilization of existing facilities before we start talking about an expenditure of funds to develop new facilities for other programs.I think it is a real opportunity for the city,and in our preliminary discussion on it,I don't see a major expenditure of funds from the city to participate in it. I concur,that I think you do need to know more information about how much money you are looking at before you make a firm commitment.I think the concept is good,and I think it is something that certainly can be worked out that could be beneficial to the community as a whole. Motion by Skaug that the Council endorse the concept of this community school program,and the Council appoint one or more members to attend this meeting on September 11th to hear more about it.Second by Boyle.Motion carried.Otto Skaug and Gordon Ebbert agreed to represent the Council at the Meeting 9-11-75. WELL #31 TRANSMISSION MAIN -ACCEPTANCE OF WORK -Contract No.75-05 (DeBlasio Construction Co.) A letter was read from Ron Baker,Asst.City Engineer,stating DeBlasio Construction Company has satisfactorily completed all work under the above contract,and recommend the City Council accept the work and enter into the thirty-day lien period. Motion by Skaug to accept the recommendation of Ron Baker and enter into the lien period.Second by Swanson.Motion carried. CITIZEN INPUT Pat Lightel stated she is no longer receiving a complete agenda for the Council meetings,and she wondered why.City Manager Waggener we send the agenda to all Councilmen and in this instance all Council candidates,and to the press.At this point we have cut it off at that point.There is considerable expense in mailing them out,but if Council wishes them mailed to any citizen that re quests it,that is your prerogative. Skaug moved-those expressing a desire to wish to have it mailed to them,should receive it in the mail.Second by Hill.Motion carried. Charles Waldo asked Dick Heath what conflict would this community program have with the College.J/O , Would it be double teaching.BBCC have these clasees that are available and it costs money,but regardless it costs money no matter who teaches them. Dick Heath responded stating,he spent some time with the Community College Board and that question came up,and I presented them with 7 to 8 pages of documented evidence to show that the services' are not duplicated,and that as a matter of fact a need for their program will improve.When you start opening up the lives of these people that have had their education frozen at age 25 or 35 or more they develop an appetite to improve themselves,so the services they are rendering out there will actually be more in demand. STATUS/INFORMATIONAL a.AWC Regional Fall Meeting -October 2,1975 at the Hallmark Inn. City Manager Chet Waggener reminded the Council of the AWC Regional meeting to be here in Moses Lake on October 2,1975.There is a program in the afternoon on State Environmental Policy Act.The dinner and the following program will commence at 7:00 P.M.This automatically invites all of the Councilmen and also the Press.This will be an informative meeting for the Press also,and hoped Dave could be there. Also in this instance,— if candidates for Council are interested,if they would call in to Bobbie Quick at City Hall to make dinner reservations so they can also attend.Reservations should be made at least a week in advance. ********* b./Broadway Left-Turn Signing -Jerry Fay,Public Works Director At the Council Meeting of August 26,1975 there were a number of Inquiries of what the Broadway /// Left--Turn signing would look like.Jerry Fay presented diagrams of the spacing as well of actual size standardized signs.The guide sign as presented would be used at an intersection for control at that intersection,which is white on green.The actual sign would be black on white.The arm is 40 feet which takes it to the center of the two-way left turn lane.The recommended spacing is every three block intervals,which would be from Ash Street to Locust.. ********** c.Mayor Ebbert called the Council's attention about the article by Administrative Assistant Bob West in the August issue of the Western Cities magazine.It is a very good article on the Moses Lake Ambulance System.The magazine has a very wide distribution,and Bob West should be commended for the good job he did in writing the article.Bill Moe said it is unique that Moses Lake is able to get that in a magazine such as this,because it does take quite a bit of effort.They are looking for articles that are unique and are well written and tell a story that people are interested in all over the country.I think Mr. West deserves credit,also the city and fire department deserve a lot of credit too in making this a ^' .success,also the Police Department plays a particular role in it as well.I hope the citizens realize that, d.
