1976 06 152378 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION June 15, 1976 CITY HALL -COUNCIL ROOM 8:00 p.m. Members Present: Bob Hill, Kent Jones, Bill Moe,Jim Barney, Eric Skaug, Don Swanson, and Norm Johnson. t—.Mayor Don Swanson called the meeting to order and called for approval of the minutes of the last regular session held on June 8, 1976. Mr. Hill moved that the minutes be approved as submitted,seconded by Mr.Jones,and passed unanimously. APPROVAL OF BILLS: None I.CITIZENS INPUT Mac McCollough of Star Mobile Homes stated that he wished to speak on the Factory Built Housing Ordinance. II.CONSIDERATION OF BIDS None III,PETITIONS,COMMUNICATIONS OR PUBLIC HEARINGS PROCLAMATION -NATIONAL TENNIS WEEK A proclamation designating June 19 through June 27,1976,as National Tennis Week //3^ was read. No action was necessary. SUPERIOR REFUSE REMOVAL RATE INCREASE A letter from William J.Plonske concerning a proposed rate increase for Superior Refuse Removal, Inc. was read. Mr.Plonske stated that Superior Refuse Removal,Inc.would like authorization to work with city staff to prepare an ordinance for a proposed rate increase. Mr.Acres stated that they had asked for the amount of the proposed rate increase, and the city staff could take it from there in preparing an ordinance. It was decided that Superior Refuse Removal,Inc.would present the proposed rate increase and the body of the ordinance would be taken care of by city staff. IV.ORDINANCES AND RESOLUTIONS ORDINANCE -FACTORY BUILT HOUSING UNITS -SECOND READING A letter from Stan Bech,City Planner,recommending that the Ordinance for placing^°^/ factory built homes on single family lots be approved,was read. Mr.Mac McCollough stated that HUD requirements went into effect on June 15,1976 and asked that any action on this Ordinance be tabled until it could be determined how close HUD requirements come to meeting the requirements of a gold label factory built home. Mr.Hill moved that action on the Factory Built Housing Ordinance be tabled for 30 days,seconded by Mr.Barney and passed unanimously. 2379 CITY COUNCIL MINUTES:2 V.REQUESTS TO CALL FOR BIDS None VI.REFERRALS FROM COMMISSIONS None VII.OTHER ITEMS FOR COUNCIL CONSIDERATION June 15, 1976 n None VIII.COUNCIL QUESTIONS AND COMMENTS Mr. Hill asked if the K-Mart bond had been satisfied.Mr.Acres replied that they had sent in a Letter of Credit,which is even better than a bond. IX.CITY MANAGER REPORTS AND COMMENTS •j The City Manager was not present at the meeting but R. R.Gagnier,Finance Director, had two reports to present. Mr. Gagnier presented the May Financial Report for the City of Moses Lake and went over it for the Council. \\*&j Mr.Gagnier presented the preliminary Audit Report for 1975 and went over it for ''the Council.
