CITY COUNCIL MEETING - REGULAR SESSION December 28,1976

Members Present:Eric Skaug,Jim Barney,Kent Jones,Don Swanson,Norm Johnson,and
Bob Hill.Absent:Bill Moe
The meeting was called to order at 8 p.m.by Mayor Swanson.
Mr.Jones moved that the minutes of the meeting of December 21,1976 be approved as
submitted,seconded by Mr.Barney,and passed unanimously.

Mr. Hill moved that the bills be paid as submitted,seconced by Mr.Johnson,and
passed unanimously.Warrants 1145 - 1249 were approved for payment.

ORDINANCE -FULL-WIDTH STREETS -SECOND READING

A letter from Stan Bech,City Planner,was read which stated that the ordinance would
require full-width streets in all new subdivisons.
Mr.Bech stated that Grant County allows only full-width streets but they do not require
full paving,curbs,and gutters.He stated that in a survey of selected cities in
Washington,eight cities require full-width streets and six cities allow half-width
streets only on conditions.
There was considerable discussion by the Council,with the consensus being that the
present ordinance deals with the problem of half-width streets satisfactorily.
The ordinance amending Section 3.20.40.08 Paragraph A.5.entitled Street and Block
Layout of the Moses Lake City Code was read by title only.
Mr.Jones moved that the second reading of the ordinance be adopted.The motion
died for lack of a second.
V.REQUESTS TO CALL FOR BIDS
ABANDONED VECHICLE REMOVAL
A letter from Stan Bech,City Planner,was read which stated that the current contract
for the removal of abandoned vehicles expires on December 31,1976.He is requesting
authorization to call for bids for a contract for next year.
Mr.Hill moved that the staff be authorized to call for bids,seconded by Mr.Johnson,
and passed unanimously.

December 28,1976
Mr.Swanson stated that the Committee to screen the architects for the Police and
Justice Court Building had met and had chosen six names for full Council consideration,
After some discussion a meeting was set for Wednesday,January 5,1977,at 9 a.m.
to give the Council a half hour to go over the proposals,with the first appointment
starting at 9:30 a.m.

The meeting was adjourned at 8:30 p.m.
