1977 10 252627 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION October 25,1977 CITY HALL -COUNCIL ROOM 8 p.m. Members present: Don Swanson, Bill Moe, Norm Johnson, Jim Barney, Bob Hill, Eric Skaug,and Kent Jones The meeting was called to order at 8 p.m.by Mayor Don Swanson. Mr. Hill moved that the minutes of the special meeting of October 12 be approved as submitted,seconded by Mr. Jones, and passed unanimously. Mr.Hill stated that he wished the minutes of the meeting of October 18 dealing //30 with the Police/Justice Court Facility to show that it was stated that there would be no energy saving if the brick veneer was used over the cut block.Mr.Johnson moved that the minutes be approved as corrected,seconded by Mr.Barney,and passed unanimously. I.CITIZEN INPUT None II.CONSENT AGENDA None III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,AND PUBLIC HEARINGS PUBLIC HEARING -ORDINANCE -ZONE CHANGE REQUEST -BEN BARIGAR -SECOND READING //O A The public hearing was opened. A letter from Stan Bech, City Planner, was read which stated that the City Council had passed the first reading of the ordinance for the zone change request by Ben Barigar on October 11. Mr. Barigar is requesting that lots 1, 2, and 3 of Curtiss Addition be changed from the existing C-4,Tourist Commercial to R-3,Multi-family Residential.He wishes to construct apartments on this property. There were no comments from the audience,so the public response was closed. 2628 / o15 CITY COUNCIL MINUTES:2 October 25,1977 Mr.Hill moved that the public hearing be closed,seconded by Mr.Johnson,and passed unanimously. The ordinance amending Chapter 3.24 of the Moses Lake City Code by changing the official zoning map on the following described parcel of land was read by title only. Mr.Barney moved that the second reading of the ordinance be adopted,seconded by Mr.Jones,and passed unanimously. V.ORDINANCES AND RESOLUTIONS ORDINANCE -AMENDING WATER/SEWER RATES -BASE HOUSING -SECOND READING \{)I A letter from Jerry Fay, Public Works Director, was read which stated that this ordinance will amend the "Water and Sewer Rates for the Larson Air Force Base System" by adjusting duplex rates and modifying procedures. The ordinance amending Chapter 9.10 of the Moses Lake City Code entitled "Water and Sewer Rates" (Base System) by adjusting duplex rates and modifying procedures was read by title only. Mr.Jones moved that the second reading of the ordinance be adopted,seconded by Mr.Johnson,and passed unanimously. /ORDINANCE -FINAL ASSESSMENT -MARINA DRIVE LID -SECOND READING \w A letter from Ron Bierma,Finance Director,was read which presented the ordinance confirming the final assessment for LID 30,Marina Drive. The ordinance approving and confirming the assessments and assessment roll of Local Improvement District No. 30,which has been created and established for the purpose of paying a part of the cost of improving Marina Drive and Orchard Avenue by install ing sewer mains,water mains,and fire hydrants in the City of Moses Lake as ..' provided by Ordinance No. 772, and levying and assessing the amount thereof against the several lots,tracts,parcels of land and other property shown on said roll was read by title only. Mr.Skaug moved that the second reading of the ordinance be adopted,seconded by Mr.Hill. Mr.Jones1 wanted to know if the city would be paying some of the cost of the LID because the ordinance states the LID "has been created and established for the purpose of paying a part of the cost". Mr.Fay stated that this wording was approved by the bond attorney and it is there in the event there are minor miscellaneous costs incurred after the ordinance is passed. In effect,however,the property owners pay for the entire LID. The motion passed unanimously. ORDINANCE -FINAL ASSESSMENT -BENNETT STREET LID -SECOND READING )v A letter from Ron Bierma,Finance Director,was read which presented the ordinance confirming the final assessment for LID 33,Bennett Addition. The ordinance approving and confirming the assessments and assessment roll of Local Improvement District No.33 which has been created and established for the purpose of paying a part of the cost of improving Fern Drive,Crouse Street,Sybel Lane, and Bemis Street in Bennett Addition by installing a sanitary sewer main and manholes in the City of Moses Lake as provided by Ordinance No.788,and levying and assessing the amount thereof against the several lots,tracts,parcels of land,and other property shown on said roll was read by title only. Mr.Hill moved that the second reading of the ordinance be adopted,seconded by Mr. Jones, and passed unanimously. •2629 CITY COUNCIL MINUTES:3 October 25,1977 VI.REQUESTS TO CALL FOR BIDS ABANDONED VEHICLES A letter from Stan Bech, City Planner, was read which stated that the contract with Moses Lake Auto Wrecking,Inc.expires on December 31,1977 and requested Council authorization to call for bids for a new contract. Mr. Bech stated that to date 21 abandoned vehicles have been removed this year. Mr. Johnson moved that staff be authorized to call for bids, seconded by Mr. Skaug, and passed unanimously. VII.REFERRALS FROM COMMISSIONS FINAL PLAT -SAGE BAY DIVISION #2 A letter from Stan Bech,City Planner,was read which stated that the Planning //<??u^ Commission recommended that the Sage Bay Division #2 Final Plat be approved providing a subdivision bond in the amount of $124,000 is submitted.All required platting fees and documents,including the $124,000 bond have been received. Mr.Johnson moved that the Sage Bay Division #2 Final Plat be approved,seconded by Mr. Hill, and passed unanimously. SHORT PLAT -MELVA ADDITION #$* A letter from Stan Bech,City Planner,was read which stated that the Planning //cxtp Commission recommended that the requested variance of the subdivision ordinance for the Melva Addition #2 Plat be granted. The only utility requirement on this plat is an 8" water line to be extended along Wapato Drive. A bond has been submitted and approved by the City Engineer and City Attorney to cover this. Mr.Jones moved that the variance be approved,seconded by Mr.Barney,and passed unanimously. VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION UNION AGREEMENT -FIREFIGHTERS A letter from Chester L.Waggener,City Manager,was read which requested /&%? authorization from the Council to sign the agreement between Local #2052,Interna tional Association of FireFighters and the City of Moses Lake. Mr.Waggener stated that this is a two year agreement with a wage opener at the end of one year,the wage increase is 8.2%with a 2%increase in fringe benefits which includes extra holiday,change in uniform allowance,change in the cost of medical insurance,etc. Mr.Skaug moved that Mr.Waggener be authorized to sign the agreement,seconded by Mr. Barney, and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS AWC Mr.Moe wanted to know what happened at the AWC meeting in Ellensburg./OO^ Chester Waggener,City Manager,stated that the possible loss of revenue was discussed if the proposed iniatives passed.He stated that the meeting was •i i not very well atteneded.
