1977 01 10u J 2478 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION January 10, 1977 CITY HALL -COUNCIL ROOM 8 P.M. Members Present:Eric Skaug,Jim Barney,Kent Jones,Don Swanson,Norm Johnson,Bob Hill, and Bill Moe. The meeting was called to order at 8 p.m.by Mayor Swanson. Mr.Hill moved that the minutes of the meeting of December 28,1976 be approved as submitted,seconded by Mr.Jones,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL 20,863.18 STREET 7,851.95 ARTERIAL STREET 8,098.53 FEDERAL REVENUE SHARING 2,023.78 WATER/SEWER 12,449.78 WATER/SEWER CONSTRUCTION FUND 1972 16,509.90 SANITATION 18,217.46 EQUIPMENT RENTAL 682.39 Mr.Johnson moved that the bills be approved as submitted,seconded by Mr.Jones and passed with Mr.Hill abstaining from voting on that portion of the bills to Pacific Northwest Bell.Warrants 1250 to 1329 were approved for payment. I.CITIZEN INPUT None II.CONSIDERATION OF BIDS None III.PETITIONS,COMMUNICATIONS OR PUBLIC HEARINGS PROCLAMATION -FOOD PRODUCTS MONTH A letter from Nalley's Fine Foods was read which requested Moses Lake's endorsement//^5'^ of February 1977 as Washington Food Products Month. The proclamation designating February 1977 as Washington Food Products Month was read. Mr. Johnson moved that the Council endorse the proclamation,seconded by Mr. Jones, and passed unanimously. IV.ORDINANCES AND RESOLUTIONS RESOLUTION -SETTING DATE FOR PUBLIC HEARING -KNOLLS VISTA LID (SIDEWALKS).- Jerry Fay, Public Works Director, stated that there were two areas, both on Dale Road, where it would be difficult to locate sidewalks because of the steepness of the slopes. A letter from Jerry Fay,Public Works Director,was read which presented a resolution establishing a Public Hearing on February 8, 1977 for Knolls Vista LID (sidewalks). The resolution of the City Council of the City of Moses Lake declaring its intention to improve the area in the Knolls Vista areas adjacent to Lot 1 of Knolls Vista #10 addition,Lots 1 through 29 of Knolls Vista #12 addition,Lots 1 through 82 of Knolls Vista #13 addition,Lot 5 of Knolls Vista #11 addition and Lot #1 of Knolls Vista #15 addition by constructing concrete sidewalks and to create a Local Improvement District 2479 CITY COUNCIL MINUTES:2 January 10,1977 to assess the cost and expense of said improvements against properties in such district specially benefited thereby,and notifying all persons who may object to said improvement to appear and present their objections at a regular meeting of the City Council to be held on February 8, 1977 was read by title only. Mr.Hill moved that the resolution be adopted,seconded by Mr,Barney,and passed with Mr. Jones abstaining. RESOLUTION -SETTING DATE FOR PUBLIC HEARING -KNOLLS VISTA LID (NO SIDEWALKS) Qi»A letter from Jerry Fay,Public Works Director,was read which presented a resolution \V)establishing a Public Hearing on February 8,1977 for Knolls Vista LID (pavement, curbing,and storm drains). V.REQUESTS TO CALL FOR BIDS None VI.REFERRALS FROM COMMISSIONS ioO[ 0\\* \v EXPANSION OF NON-CONFORMING USE -HOCHSTATTER'S ELECTRIC A letter from Stan Bech,City Planner,was read which stated that the Planning Commission recommended that Hochstatter's Electric be granted permission to expand their business at 547 South Interlake Road. Mr. Hochstatter presented a drawing of the proposed expansion. Mr.Hill moved that Hochstatter's Electric be allowed to expand the non-conforming use seconded by Mr. Johnson, and passed unanimously. VII.OTHER ITEMS FOR COUNCIL CONSIDERATION ARCHITECT SELECTION The City Council had interviewed six architectural firms in regard to building of the Police/Court Room/Council Room facilities. Mr.Barney moved that the firm of Walker,McGough,Foltz,Lyerla of Spokane be hired for the architectural work, seconded by Mr. Johnson, and passed unanimously. ACCEPTANCE OF WORK -WELL #11,BUILDING AND ELECTRICAL A letter from Jerry Fay,Public Works Director,was read which stated Columbia Central Construction has completed all work prescribed under Contract 76-02,Well #11 Pump- house and Electrical System and recommending the City Council accept the work and enter into the 30-day lien period. Mr.Johnson moved that the work be accepted and the 30-day lien period be entered, seconded by Mr.Barney,and passed unanimously. 1 ? 2480 CITY COUNCIL MINUTES:3 January 10,1977 REQUEST FOR WATER AND SEWER SERVICES -LLOYD PETERSON A letter from Ron Baker,engineer,was read which stated the Lloyd Peterson is /7 requesting connections to City water and sewer mains on Nelson Road. The connections would provide service to a proposed mobile home park development east of Big Bend College and south of Nelson Road in Farm Unit 116, Block 41. The area of development is located outside the present city limits. Mr. Baker stated that water and sewer mains were available near the proposed development.Mr. Peterson is proposing a mobile home park of 100 units initially and possibly 300 units in the future. j J Mr.Swanson wanted to know if he had been before the County Planning Board.Mr. Baker stated that he had not, but that the area is zoned for mobile homes at this time. Jerry Fay,Public Works Director,stated that the water and sewer system is adequate to handle his proposed development but would like to have the following stipulations attached to the approval of the extension: 1. That the City review the plans and specifications 2.That the plans and specifications be drawn up by a Professional Engineer 3.That the City inspect and approve the installation of the utilities Mr. Swanson wanted to know if the City could refuse permission for a later development, after the initial development has sewer and water, if the needs in the City proper would make it undesireable to serve the later development.Pat Acres stated that the City could refuse permission for the future expansion but that it should be stated that the facilities are adequate for the initial 100 units but that any future develop ments would have to come before the Council for review. Mr.Waggener,City Manager,stated that he felt it would be to the City's advantage |to have the areas surrounding the City be on sewer instead of septic tank as they might be annexed into the City at some later date. •) Mr. Johnson moved that Mr. Peterson be permitted to hook up to City water and sewer with the following stipulations: 1.That the City review the plans and specifications 2. That the plans and specifications be drawn up by a Professional Engineer 3. That the City inspect and approve the installation of the utilities seconded by Mr.Barney,and passed unanimously.
