1977 01 182481 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION January 18, 1977 CITY HALL -COUNCIL ROOM 8 P.M. Members Present: Eric Skaug, Jim Barney, Kent Jones, Don Swanson, Norm Johnson, Bob Hill, and Bill Moe. The meeting was called to order at 8 p.m. by Mayor Swanson. Mr.Barney moved that the minutes of the meeting of January 10 be approved as submitted,seconded by Mr. Jones, and passed unanimously. I.CITIZEN INPUT None II.CONSIDERATION OF BIDS ABANDONED VEHICLE REMOVAL A letter from Stan Bech,City Planner,was read which stated that Moses Lake Auto JI9? Wrecking,Incorporated was the only bidder for the Abandoned Vehicle Removal Contract. He recommended that their bid of $10 plus tax per vehicle hulk be^accepted. Mr. Bech stated that this contract had been renewed yearly and he recommended that next year the contract be set up for two or three years. Mr.Johnson moved that the bid from Moses Lake Auto Wrecking be accepted,seconded by Mr. Hill, and passed unanimously. III.PETITIONS,COMMUNICATIONS OR PUBLIC HEARINGS COMMUNICATION -GRANT COUNTY COMMUNITY ACTION COUNCIL ~ Mr.Swanson stated that he had received a letter from the Grant County Community Action Council requesting that a member of the City Council be appointed to the Board of Trustees. Mr'.Johnson moved that Mr. Jones be appointed to the Board of Trustees for the Grant County Community Action Council,seconded by Mr.Skaug,and passed unanimously. IV.ORDINANCES AND RESOLUTIONS ORDINANCE -COUNCIL SALARIES -FIRST READING A letter from Don Swanson,Mayor,was read which stated that two ordinances had been /^Oc> drafted dealing with compensation for the Council. The first ordinance does not provide for mandatory attendance.The second ordinance is based upon attendance at three meetings per month but includes special, executive, and study sessions. Mr. Swanson recommended the Council adopt the ordinance providing for compensation of $100 per month without mandatory attendance. It was pointed out that this ordinance would not take effect until a new Council is elected in January 1978 and would only affect those newly elected. The ordinance amending Chapter 1.26 of the Moses Lake City Code entitled "Salaries" by changing the method of compensation for Councilmen was read in its entirety.This ordinance does not require attendance. Mr.Moe moved that the ordinance not requiring attendance be adopted,seconded by Mr.Jones.The motion failed with Mr.Barney,Mr.Skaug,Mr.Jones,Mr.Hill,and Mr.Johnson voting against and Mr.Moe and Mr.Swanson voting for. Mr.Hill moved that the first reading of the ordinance requiring attendance at meetings be adopted,seconded by Mr.Barney,and passed unanimously. 2482 CITY COUNCIL MINUTES:2 January 18,1977 ORDINANCE -AMENDING 1976 BUDGET -FIRST READING A letter from Ron Bierma,Finance Director,was read which requested that the 1976 Budget be amended by increasing both the Estimated Revenues and Appropriations for the Sanitation Fund in the amount necessary to cover unanticipated year end expendi tures by utilizing a portion of excess revenues. The ordinance amending the 1976 Budget for the Sanitation Fund was read by title only. Mr.Johnson moved that the first reading of the ordinance be adopted,seconded by Mr. Jones, and passed unanimously. V.REQUESTS TO CALL FOR BIDS None VI.REFERRALS FROM COMMISSIONS None VII.OTHER ITEMS FOR COUNCIL CONSIDERATION SELECTION OF POLICE FACILITY BUILDING COMMITTEE 0 "~ Mr.Swanson stated that he felt a Committee should be appointed to work with the architect and the City staff on the Police/Justice Court/Council Room Facility. Mr.Johnson moved that the architect committee,which is composed of Mr.Barney,Mr. Hill,and Mr.Swanson,remain as the building committee,seconded by Mr.Jones. Mr. Skaug stated that he felt the entire Council should have a chance to meet with the architect on the initial stages of the facility. Mr.Swanson stated that the Committee would get together with the City staff and the architect and go over the proposals.Any major decisions to be made would be brought before the Council. There was considerable discussion by the Council. The motion passed unanimously. VIII.COUNCIL QUESTIONS AND COMMENTS None IX.CITY MANAGER REPORTS AND COMMENTS //o^R.q9 Bierma,Finance Director,reported on the City finances. Mr.Waggener reminded the Council of the meeting with the County Commissioners on Wednesday,January 19 at 12 noon at the Porterhouse. p Mr.Waggener stated that he had contacted Brenda Teats about using Title I funds to |0 employ Don Swartz again to help the staff with meetings on teamwork,goal setting, and some management by objective programs. Also a meeting with Mr. Swartz and the Council as a follow up to the meetings held last year. He stated that tentative dates of May 12, 13, and 14 had been set. There was considerable discussion by the Council. Mr. Johnson moved that May 12, 13,and 14 be confirmed with the Council choosing the day they will meet with Mr.Swartz later,seconded by Mr.Skaug,and passed unanimously.- p/fr 2483 CITY COUNCIL MINUTES: 3 January 18, 1977 Mr.Skaug wanted to know if any information was available on the on the second lake crossing.y>03"~ Jerry Fay,Public Works Director,stated that he had put an ad in the paper concerning the second lake crossing and had received word from about a dozen firms interested in > submitting a proposal.The cut off date for submitting a proposal is January 31.jjQ ( Mr. Hill asked what type of proposal would be looked at on the lake crossing.Mr. Fay stated that a detailed analysis of the Alder Street and Broadway intersection would have to be made plus a comprehensive study of the overall traffic pattern of Moses Lake. \I Mr.Skaug wanted to know if any information was available on the grant applications.jq/G Mr.Fay stated that five applications had been submitted under the Public Works LawJ_* and four of them have been refused and the status of the fifth one is unknown at f/(?£- this time./J3$r The meeting was adjourned at 9:50 p.m. f7_-. aid E.Swanson,Mayor ATTEST: R.
