CITY COUNCIL MEETING -REGULAR SESSION March 15,1977
CITY HALL -COUNCIL ROOM 8 P.M.
Members Present: Eric Skaug, Jim Barney, Kent Jones, Bill Moe, Don Swanson,Bob Hill,
and Norm Johnson
The meeting was called to order at 8 p.m. by Mayor Don Swanson.
Mr.Hill pointed out that on the minutes of the meeting of March 8,1977,under
the Montlake East Addition #6 Preliminary Plat it says that the plat will be considered
on May 15. Mr. Hill stated that it should read March 15.
Mr. Hill moved that the minutes be approved with the change in the date the Montlake
East Addition #6 Preliminary Plat would be considered,seconded by Mr.Jones,and
passed unanimously.

II.CONSIDERATION OF BIDS
LAWNMOWER
A letter from M. G. McLanahan, Assistant Public Works Director, recommended that the '
low bid of $2,409.40 be awarded to Basin Lock and Key for a Toro Mower Model #0319.
Mr.Barney moved that the bid be awarded to Basin Lock and Key,seconded by Mr. Skaug,
and passed unanimously.

IV.ORDINANCES AND RESOLUTIONS
ORDINANCE -MOBILE HOME SUBDIVISIONS -SECOND READING
A letter from Stan Bech,City Planner,was read which stated that the Planning '
Commission recommended that the Mobile Home Subdivision be approved.
The ordinance establishing regulations for the zone entitled MH,Mobile Home Subdivision
by adding Section 3.24.136 to Chapter 3.24 of the Moses Lake City Code was read by
title only.
Mr.Jones moved that the second reading of the ordinance be adopted,seconded by Mr.
Johnson,and passed unanimously.

VI.REFERRALS FROM COMMISSIONS
ZONE CHANGE REQUEST -KEN GARMANN -FIRST READING
A letter from Stan Bech,City Planner,was read which stated that the Planning //P/)
Commission recommended the City Council grant the zone change request of Ken Garmann
on Battery Orchard Tract #51 from an agricultural zone to an R-2,Single Family Duplex
Zone.
Mr.Jones wanted to know if lot 1828 could be included in the zone change.Mr.Bech
stated that the second reading of the ordinance could be amended.
The ordinance amending Chapter 3.24 of the Moses Lake City Code by changing the official
zoning map on the following described parcel of land was read by title only.
Mr. Jones moved that the first reading of the ordinance be adopted and amended by
adding tax number 1828 to the zone change,seconded by Mr.Hill,and passed unanimously.

PRELIMINARY PLAT -MONTLAKE EAST ADDITION #6
A letter from Stan Bech,City Planner,was read which stated that the Planning
Commission recommended that the City Council approve the Montlake East Addition #6
Preliminary Plat with the following stipulations:
1.A 60 foot dedication and full improvements of Wallace and Monroe Streets including
curbing, sidewalks, paving, and installation of water and sewer mains.
2. A 40 foot dedication on the south boundary of the plat to accommodate McDonald
Boulevard,which is the proposed location for Ring Road. This dedication will
require curbing,sidewalks,and paving.
Mr. Bech stated that Ron Baker, consulting engineer, had requested a variance of five
feet on the set back requirements on lots 1 and 20 on the side fronting on McDonald
Boulevard.He stated that it had been discussed at the Planning Commission and it
was their recommendation that the variance be granted.
Mr.Johnson moved that the variance be granted and the Montlake East Addition #6
Preliminary Plat be approved with the conditions as set forth by the Planning
Commission,seconded by Mr. Hill.
Mr.Skaug stated that he felt the granting of this variance could set a precedent
and he was against it.
The motion passed with Mr.Skaug opposed.
PRELIMINARY PLAT -JONES TERRACE ADDITION
A letter from Stan Bech, City Planner, was read which stated that the Planning
Commission recommended that the City Council approve the Jones Terrace Preliminary
Plat with the following recommendations:
1. A 30 foot right-of-way dedication for Keifer Drive along the easterly boundary of
the plat. This will require the installation of curbs and sidewalks,and grading
and graveling of the street.
2. A 30 foot right-of-way dedication for the extension of Plum Street along the southerly
boundary of the plat.This will require curbs,sidewalks,and paving.
3. A 10 foot utility easement for the sanitary sewer main on the south boundary of
the plat.
4. Water and sewer mains are existing and adequate to serve this subdivision.
5. The sewer main running parallel to Keifer Drive shall become the owners sewer lateral.
The letter also recommended that an L.I.D.be instigated for street improvements on
Keifer Drive.
Mr. Bech stated that the Planning Commission was very strongly in favor of an L.I.D.
being instigated in this area to include Keifer Drive and Plum Street to Ironwood.The
consulting engineer has indicated that the developer is very much in favor of an L.I.D.
at this time.
There was some discussion by the Council on the feasibility of the L.I.D.
Mr.Jones moved that the Jones Terrace Addition Preliminary Plat be approved with the
recommendations from the Planning Commission,seconded by Mr.Moe,and passed unanimousJf«—v
Mr. Hill moved that staff prepare a resolution to form an L.I.D. on Keifer Drive and
Plum Street if the city can acquire the right-of-way,seconded by Mr.Johnson.
Mr. Skaug moved that the motion be amended to include that portion of Ironwood adjacent
to the church property,seconded by Mr. Johnson, and passed unanimously.
The motion to prepare a resolution passed unanimously.

VII.OTHER ITEMS FOR COUNCIL CONSIDERATION
FACILITIES PLAN -STEVENS,THOMPSON,AND RUNYAN REPORT
George Nordby of the firm of Stevens, Thompson, and Runyan, gave a report on the progress
of the facilities plan for the city.
CONCESSION AGREEMENT -YOUTH BASEBALL,INC.////
A letter from Cecil D. Lee,Park and Recreation Director,was read which stated that
the annual concession agreement with Youth Baseball has been reviewed and approved
by Pat Acres,City Attorney.
Mr. Hill moved that the agreement be entered into,seconded by Mr. Jones, and passed
unanimously.
LOOP DRIVE L.I.D.-SIDEWALKS /0?7
A letter from Jerry Fay, Public Works Director was read which stated that a petition
has been received for sidewalks on a portion of Loop Drive. The petition was signed
by 63%of the property owners.
Mr. Fay stated that an error had been made in marking the map and that only 18 property
owners had signed the petition which was 60% of the property owners.
Mr. Skaug moved that a resolution be drafted setting April 19 as the date for a Public
Hearing to consider this L.I.D.request,seconded by Mr.Barney,and passed with Mr.
Jones abstaining.
CRESTMONT DRIVE L.I.D.-STREET AND SIDEWALKS

A letter from Jerry Fay, Public Works Director, was read which stated that a petition
had been received to improve a portion of Crestmont Drive by grading,graveling,
constructing and installing storm drainage,side lateral sewer connections,curbs,
sidewalks,and asphalt concrete pavement.The petition was signed by 85% of the
property owners.
Mr.Hill moved that a resolution be drafted setting April 19 as the date for a Public
Hearing to consider this L.I.D.request,seconded by Mr.Jones,and passed unanimously.
VIII.COUNCIL QUESTIONS AND COMMENTS

IX.CITY MANAGER REPORTS AND COMMENTS
Mr. Waggener, City Manager,reminded the Council of the Policy Development Workshop
Saturday,March 19,at 8:30 in the Hallmark Inn.
Mr.Waggener,City Manager,stated that the P.U.D.had sent a letter requesting the JhlO
city consider water conservation by turning out some of the street lights.He stated '
that the staff would get together with the P.U.D. and come back to the Council with
a recommendation.This was agreeable to the Council.
Mr.Waggener,City Manager, stated that the architect for the Police/Justice Court/
Council Facility will be in Moses Lake on Friday, March 18 at 10 a.m.to meet with the
Building Committee.
Pat Acres,City Attorney,stated that a suit had been filed in Superior Court regarding
the zone change on Marina Drive,and a hearing will be held on March 24,1977.
Mr.Moe gave a report on the Council of Government meeting held in Ritzville on March/<2^?
