CITY COUNCIL MEETING - REGULAR SESSION July 19, 1977
CITY HALL - COUNCIL ROOM 8 p.m.
Members present:Don Swanson,Jim Barney,Norm Johnson,Bill Moe,and Eric Skaug
Absent:Bob Hill and Kent Jones
The meeting was called to order at 8 p.m. by Mayor Don Swanson.
Mr. Moe moved that the minutes of the meeting of July 12 be approved as submitted,
seconded by Mr. Johnson, and passed unanimously.

II.CONSENT AGENDA
Mr.Skaug moved that the following items on the Consent Agenda be approved:
1.Consideration of Bids -Dump Truck /0/7
2.Request for Public Hearing -Reservoir #4 //<?^T~
seconded by Mr. Barney, and passed unanimously.
III.CONSIDERATION OF BIDS
None
IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS
A letter from Mayor Swanson to the Council was read which requested confirmation on
the following appointments to the Park and Recreation Advisory Commission:Connie
Vandervelden,Thomas Oxwang,George Whitney,and Barbara Wiley.
Mr.Moe moved that the appointments be confirmed,seconded by Mr.Johnson,and
passed unanimously.
V.ORDINANCES AND RESOLUTIONS
ORDINANCE -CONFIRMING FINAL ASSESSMENT -LID #29 -SECOND READING
A letter from Jerry Fay,Public Works Director,was read which presented an ordinance
confirming the assessments and assessment roll of LID #29.
The ordinance approving and confirming the assessments and assessment roll of Local
Improvement District No.29,which has been created and established for the purpose
of paying a part of the cost of improving Beaumont Drive by grading,graveling,
constructing and installing storm drains,side lateral sewer connections,curbs,
sidewalks and asphalt concrete pavement,in the City of Moses Lake as provided by
Ordinance No.771,and levying and assessing the amount thereof against the several
lots,tracts,parcels of land and other property show on said roll was read by title
only.
Mr. Johnson moved that the second reading of the ordinance be adopted,seconded
by Mr. Barney, and passed unanimously.
ORDINANCE -AMENDING WATER AND SEWER CONNECTIONS -SECOND READING
A letter from Jerry Fay, Public Works Director, was read which presented an ordinance
amending Chapter 9.2,"Water and Sewer Connections".
The ordinance amending Chapter 9.2 of the City of Moses Lake City Code entitled
"Water and Sewer Connections"was read by title only.
Mr.Barney moved that the second reading of the ordinance be adopted,seconded by
Mr.Skaug,and passed unanimously.

VI.REQUESTS TO CALL FOR BIDS
GATEWAY ESTATES WATERLINE
A letter from Jerry Fay, Public Works Director,was read which requested Council
authorization to advertise for bids for the Gateway Estates Waterline.
Mr.Fay pointed out that this request is consistent with the Comprehensive Plan
but suggested that any future requests such as this have cost estimates drawn up
before any action is taken.He pointed out the placement of this water line to
the Council.
Mr.Moe moved that the staff be authorized to call for bids on this project,
seconded by Mr. Skaug, and passed unanimously.

VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
MUNICIPAL INSURANCE
A letter from Mr.Waggener,City Manager, was read which stated that he had contacted
Jim Wickman,Associate Professor of Risks and Insurance at the University of Washing
ton,who is a specialist in the insurance field.Also,he presented a pre-qualifica-
tion questionnaire for the Council's consideration.
Mr.Waggener stated that a pre-qualification questionnaire was recommended by the
Risk Management people at the AWC seminar he had attended. He also stated that this
is a fairly common practice in selecting consultants in fields besides insurance.
Mr.Barney stated that he was opposed to the questionnaire as he felt it would be
asking too much of the local agents,and he felt some of the questions were not
necessary.j

Mr.Waggener stated that the questions were for the purpose of finding out if the '
agent could handle the city's insurance.
Mr. Johnson stated that he was in favor of having the local agents indicate whether
or not they are interested in providing the city with insurance before this question
naire is sent out.
Mr.Skaug felt this questionnaire would give the Council a chance to find out who
is genuinely interested in handling the city's insurance.
Mr.Swanson moved that item 7 on the questionnaire,which deals with the financial
data of the insurance agent, be eliminated, and the questionnaire be sent out as
presented,seconded by Mr.Barney.
There was considerable discussion by the Council on whether or not this item should
be left on the questionnaire as well as whether or not the questionnaire is necessary.
Mr. Moe moved that any further action on the insurance question be tabled,seconded
by Mr. Johnson, and passed with Mr. Skaug, Mr. Moe, and Mr. Johnson voting for and
Mr.Barney,and Mr.Swanson opposed.
IX.COUNCIL QUESTIONS AND COMMENTS
None
X.CITY MANAGER REPORTS AND COMMENTS
BUDGET FORMAT CHANGES
Mr.Waggener,City Manager,stated that the present budget does not give any detailed
information about where the money is going and what the city is getting for its
money. He presented a new budget format which would present greater detail in both
these areas.The Fire Department was used as an example to explain the new format.
After some discussion,it was the consensus of the Council that this new format had
merit.

REPORT ON ANNEXATION COMMITTEE MEETING
A letter from Kent Jones was read which requested that the Council authorize Mr./&^°
Waggener to proceed with getting cost benefit figures for the possible annexation
of the former Larson Air Force Base.
Mr. Moe moved that authorization be given to Mr.Waggener to proceed with getting
the cost benefit figures,seconded by Mr.Skaug,and passed unanimously.
WATER PROBLEM
Mr.Johnson stated that he had been approached about a water pressure problem and
air in the lines in Montlake,south of Pioneer Way. M. G.McLanahan,Assistant
Public Works Director,stated that this area is served by Well #8 which has always
caused air problems,and he stated he would check into the water pressure problem.
DROUGHT RELIEF GRANT
Jerry Fay,Public Works Director,stated that funds in the amount of $245,000 were
received from the Drought Relief Act.
The meeting was adjourned at 9 p.m.
