1977 09 062592 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -SPECIAL SESSION September 6,1977 CITY HALL -COUNCIL ROOM 8 p.m. Members present:Don Swanson,Kent Jones, Bill Moe, Bob Hill,Jim Barney, Eric Skaug,and Norm Johnson The meeting was called to order at 8 p.m.by Mayor Don Swanson. Mr.Swanson stated that this special meeting was called in order to consider the i/3Q presentation of the architect's final plans for the Police/Justice Court/Council " Facility. Mr. Waggener introduced Art Nordling who introduced Walt Foltz and Marsha Layman, all of Walker,McGough,Foltz,and Lyerla. Mr. Nordling presented the drawings, which he stated were 99.9% complete and a rough draft of the specifications.He also showed samples of the split face rib block and the add alternate of brick veneer.He stated that a review by the Building Committee and by each department is necessary to be sure the project is in conformance with what was requested.\ Acting Chief Palmer stated that he had applied for a grant for a 7 bay radio console for the Police Department and had been informed that no grants were avail able until 1980 or 1981. He stated that the present system has 30 or 40 wires running out of it over the floor and it is very hazardous and also inadequate for the job. He stated that with a radio console the wires would be enclosed by the console.He stated that it would cost about $15,000 which would be using all new equipment; by using the existing equipment and obtaining equipment from different companies, the cost would be considerably less. He presented a sketch to the Council showing the set up of the radio console unit. Mr. Nordling stated that an access floor has been designed to take care of this set up and it could be installed at any time without the necessity of running wires across the floor. Mr.Hill moved that this radio console be included as an add alternate,seconded by Mr. Jones,and passed unanimously. Mr.Nordling stated that the access floor was not part of the final estimate and it will amount to approximately $2,500.He stated that they were also requested*- to add a courtroom intercom system including 10 mikes,an amplifier,and a recorder which would come to approximately $5,500 and should be put on an add alternate basis. He further stated that they felt the lighting in the parking lot should be a part of the paving, curbing, sidewalks, and curb cut add alternate. After some discussion on the layout and plans of the Police/Justice Court/Council Facility the Council wanted to know how long it would take to get specifications for the requested radio console.Mr.Nordling stated that he would have to talk with his electrical consultant before he would know for sure. Mr.Nordling stated that they would recommend that the mechanical and electrical bids be opened 4 or 5 days before the general building bids as this seems to be the trend in order to secure good bidding. Mr.Hill moved to rescind the motion adding the radio console as an add alternate, seconded by Mr.Jones,and passed unanimously. Mr. Jones moved that bids be prepared with the following five add alternates: 1. Paving, curbing, sidewalks,curb cuts, and lighting 2.Brick veneer 3.Lanscaping and sprinkler system 4.Courtroom intercom and recording system 5.Fire alarm seconded by Mr. Johnson, and passed unanimously. Mr. Nordling suggested that bids be scheduled for opening during the middle of October. 10* 2593 CITY COUNCIL MINUTES:2 Saptember 6, 1977 MUNICIPAL INSURANCE-• A letter from William J. Korach,Korach &Canfield Insurance, Inc.,which requested that the Council give consideration to the pre-proposal questionnaire that he submitted was distributed to the Council. Mr.Waggener stated that he had checked with Mr.Wickman,and his fee is $35 an hour,with an estimated 35-50 hours, so it would be approximately $2,000. He requested Council authorization for he and Mr.Bierma to hold a meeting with Mr. Wickman. Mr.Hill stated that he would like to check with the State Insurance Commissioner first. Mr. Swanson stated that he would be calling him in the morning. Mr.Moe asked when this was decided.Mr.Swanson stated that Mr.Hill had asked him to check on it. Mr.Moe stated that the Mayor had indicated that the Insurance Commissioner was going to work on this and he felt this was something the entire Council should decide on.Mr.Swanson stated that the Council could not act on this now. Mr.Skaug stated that he thought that $1,725 would be an excellent investment and he felt Mr.Waggener should pursue it. Mr.Hill stated that he did not want Mr.Waggener to contact Mr.Wickman until the Insurance Commissioner could do a lot of work on this.
