Members present:Don Swanson,Kent Jones,Bill Moe,Bob Hill,Jim Barney,Eric
Skaug,and Norm Johnson
The meeting was called to order at 8 p.m. by Mayor Don Swanson.
Mr. Jones moved that the minutes of the meeting of September 13, 1977 be approved
as submitted,seconded by Mr. Barney, and passed unanimously.

II.CONSENT AGENDA
Mr. Jones moved that the following items on the consent agenda be approved:

seconded by Mr. Hill,and passed unanimously.

PROCLAMATION -HUNTING AND FISHING DAY
A proclamation was read designating Saturday,September 24,1977 as National //^^
Hunting and Fishing Day.
V.ORDINANCES AND RESOLUTIONS
ORDINANCE -AMENDING 1977 BUDGET -JAL DONATION -SECOND READING
A letter from Cecil Lee,Park and Recreation Director,was read which requested
an ordinance be adopted permitting disbursement of funds donated to the city by
JAL for playground equipment at Montlake Park.
The ordinance amending the 1977 Budget (Ordinance 795)to permit disbursement of
funds donated by Japan Air Lines to the City of Moses Lake for playground equipment
at Montlake Park was read by title only.
Mr.Skaug moved the second reading of the ordinance be adopted,seconded by Mr.
Hill,and passed unanimously.

VII.REFERRALS FROM COMMISSIONS
ORDINANCE -ZONE CHANGE -LOWER PENINSULA -FIRST READING
A letter from Stan Bech,City Planner,was read which stated that the Planning
Commission recommended that the lower peninsula be changed from the existing
Ag zone to R-l,Single Family and P,Public.The boundary line for R-3 zoning on
Lakeshore Drive will extend only to the southern boundary of Chorney's Motel.
The R-2 zoning shown on Peninsula Drive and Wanapum Drive was recently approved
for the proposed construction of two mobile home courts.

Mr.Hill wanted to know what the area south of Chorney's Motel is zoned.Chet
Waggener,City Manager, stated that it was all R-l south of there.
Mr.Johnson stated that he thought this area was zoned agriculture as a holding
zone.Mr. Waggener stated that it was but that the Planning Commission is now
recommending that the entire lower Peninsula be zoned R-l or Public except for
those areas already zoned R-2 or R-3.
The ordinance amending Chapter 3.24 of the Moses Lake City Code by changing the
official zoning map on the following described parcel of land was read by title
only.
Mr. Jones moved that the first reading of the ordinance be adopted, and a public
hearing be set for October 11,seconded by Mr.Johnson,and passed unanimously.
VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
LEASE OF AIRPORT PROPERTY -MOSQUITO CONTROL DISTRICT #1
A letter from Chet Waggener, City Manager, was read which recommended that the
city enter into a contingent lease with the Moses Lake Mosquito Control District
to assure them a long term lease.
A letter from Jim Thompson, Manager of the Moses Lake Mosquito Control District #1,
was read which requested a lease on property at the Moses Lake Municipal Airport.
Mr.Thompson stated that the Moses Lake Mosquito Control Board would like a lease
of at least 30 years.
Pat Acres, City Attorney, stated that Mr. Hansen has a 15 year lease on the airport
with an option for another 15 years. He stated that a lease could be drawn up
stating that if Mr.Hansen does not exercise his option,it would automatically
go to the Mosquito Control District.
Mr.Swanson wanted to know what type of building was being proposed.Mr.Thompson
stated that it would be a metal building and combine the shop and office of the
Mosquito Control District.
Mr.Johnson moved that the staff be authorized to prepare a lease for the 15 years
that Hansen Air West has the property and an additional 15 year lease from the
City of Moses Lake for the Mosquito Control District #1,seconded by Mr. Barney,
and passed unanimously.
POLICE CHIEF PRESENTED TO COUNCIL
Mr.Swanson introduced the new Police Chief,David J.Perrault,to the Council.
IX.COUNCIL QUESTIONS AND COMMENTS
DROUGHT RELIEF FUNDS
Mr.Hill requested that an explanation be given to the article that appeared in
tonight's local newspaper regarding drought relief funds.
M. G.McLanahan,Assistant Public Works Director,stated that nine Moses Lake
citizens had sent a letter to President Jimmy Carter alleging misue of federal
drought relief funds in the Gateway Estates development.This letter was sent
in response to an article in the newspaper that appeared on July 27,1977.Mr.
McLanahan stated that the city's retained earnings were used for the oversizing
of utilities for the Gateway Estates Development and not the drought relief funds.
The article also stated that Reservoir #4,which will use the drought relief funds,
is outside the city limits.He stated that the reservoir will be within the city.
Mr.McLanahan stated that he had explained this to the Economic Development Adminis
tration and they were satisfied with the explaination.

ANGLE PARKING ON DOWNTOWN STREETS
Mr.Hill stated that he had spoken to several businessmen from the downtown area
and they felt the Council should act on the issue of angle parking on downtown
streets. He stated that they were also concerned with the question of parking
meters and he suggested that they be covered from Thanksgiving to Christmas. He
requested that the city determine what the loss of revenue to the city would be
and also suggested that the merchants take on the responsiblity of seeing that
the meters remain covered.

Mr. Hill moved that this be brought back to the Council on the meeting of October
11 and invite the retail merchants to the meeting,seconded by Mr.Barney,and
passed unanimously.
