CITY COUNCIL MEETING -REGULAR SESSION October 18,1977
CITY HALL -COUNCIL ROOM 8 p.m.
Members present:Don Swanson, Bill Moe,Norm Johnson, Jim Barney, Bob Hill, and
Eric Skaug.Absent:Mr.Jones
The meeting was called to order at 8 p.m. by Mayor Don Swanson.
Mr.Johnson moved that the minutes of the meeting of October 11 be approved as
submitted,seconded by Mr. Barney, and passed unanimously.

III.CONSIDERATION OF BIDS
POLICE/JUSTICE COURT FACILITY
Chester Waggener,City Manager,explained the project and alternates which were //<?&
included in the bidding.
There was some discussion by the Council on the possibility of brick veneer as
opposed to cut block and the difference in cost. Mr. Moe and Mr.Skaug stated
that they would be in favor of the brick veneer as it would blend in well and
have less maintenance than the cut block.
Mr.Skaug moved to accept the bid of Hazen and Clark of Spokane, less alternate
#6,seconded by Mr.Moe.
Mr. Hill asked if the present intercom system could be transferred to the new
building. Mr. Waggener stated that Evco Sound had recommended that it not be
put into the new building.
Mr.Moe wanted to know about maintenance of the cut block.Mr.Waggener stated
that it would not be painted enough times to warrant putting the brick on as a
cost saving device.
The motion failed with Mr. Skaug and Mr. Moe in favor and Mr. Swanson, Mr. Hill,
Mr.Johnson,and Mr.Barney opposed.
Mr. Hill moved to accept the bid of Gus J. Bouten of Spokane,less alternate #2
arid #6,seconded by Mr.Johnson,and passed with Mr.Swanson,Mr.Hill,Mr.Barney,
and Mr.Johnson in favor,and Mr.Skaug and Mr.Moe opposed.
IV.PETITIONS,COMMUNICATIONS,AND PUBLIC HEARINGS
PRESENTATION -CLAIRE ABEL -JUVENILE OFFICER
Mr.Claire Abel of the Juvenile Program in Grant County,explained the changes ////
that will be occuring in the juvenile program due to the recent changes in the
law.
V.ORDINANCES AND RESOLUTIONS
ORDINANCE -AMENDING WATER/SEWER RATES -BASE HOUSING -FIRST READING /0^
A letter from Jerry Fay,Public Works Director,which presented an ordinance
amending the water and sewer rates for the Larson Air Force Base System was read.
Mr.Fay stated that this ordinance is similar to the one passed by the Council
dealing with duplex rates for duplexes inside the city.This ordinance would
do the same for duplexes on the base.

The ordinance amending Chapter 9.10 of the Moses Lake City Code entitled "Water
and Sewer Rates"(base system) by adjusting duplex rates and modifying procedures
was read by title only.
Mr.Skaug moved that the first reading of the ordinance be adopted,seconded by
Mr. Hill,and passed unanimously.
ORDINANCE -FINAL ASSESSMENT -MARINA DRIVE LID -FIRST READING
A letter from R. C.Bierma,Finance Director,which presented the ordinance
confirming the final assessment roll for Marina Drive LID #30 was read.
The ordinance approving and confirming the assessments and assessment roll of
Local Improvement District No. 30,which has been created and established for
the purpose of paying a part of the cost of improving Marina Drive and Orchard
Avenue by installing sewer mains,water mains, and fire hydrants in the City of
Moses Lake as provided by Ordinance No. 772 and levying and assessing the amount
thereof against the several lots,tracts,parcels of land,and other property
shown on said roll was read by title only.
Mr.Johnson moved that the first reading of the ordinance be adopted,seconded
by Mr.Barney,and passed unanimously.
ORDINANCE -FINAL ASSESSMENT -BENNETT STREET LID -FIRST READING
|(y ' A letter from R.C.Bierma,Finance Director,was read which presented the ordinance
confirming the final assessment roll for Bennett Street LID 33.
The ordinance approving and confirming the assessments and assessment roll of
Local Improvement District No. 33 which has been created and established for the
purpose of paying a part of the cost of improving Fern Drive,Course Street,Sybel
Lane, and Bemis Street in Bennett Addition by installing a sanitary sewer main
and manholes in the City of Moses Lake as provided by Ordinance No. 788, and
levying and assessing the amount thereof against the several lots,tracts,parcels
of land and other property shown on said roll was read by title only.
Mr. Hill moved that the first reading of the ordinance be adopted,seconded by
Mr.Barney,and passed unanimously.
RESOLUTION -ACCEPTING GIFTS FROM GRANT COUNTY ALERT CLUB

\0 •A letter from Myron Palmer,Acting Police Chief,was read which requested the
Council acknowledge receipt of five mobile citizen band radios and one citizen
band base station;one calculator;one film;one antenna and 100 feet of antenna
cable,and 35 millimeter film.
Ralph Rogers,Police Officer,gave some background on the Crime Prevention Unit
and thanked the citizens for their support and help in obtaining this equipment.
The resolution accepting a gift from Grant County Alert C. B.Club in the form
of 3 mobile C. B.units,one base C. B.unit,one antenna,calculator,and a
film on "How to say No to a Rapist and Survive", plus film for making our own
crime prevention documentaries was read in its entirety.
Mr.Hill moved that the resolution be adopted,seconded by Mr.Johnson,and
passed unanimously.

RESOLUTION -ACCEPTING GIFT FROM REACT C.B.CLUB

\0 The resolution accepting a gift from the React C.B.Club in the form of 100
feet of antenna cable was read in its entirety.
Mr.Skaug moved that the resolution be adopted,seconded by Mr.Johnson,and
passed unanimously.

RESOLUTION -ACCEPTING GIFT FROM EAGLES,MOOSE,AND VFW
The resolution accepting a gift from the Eagles Lodge No. 2622 and auxiliary,
the Moose Lodge, and the auxiliary to the Veterans of Foreign Wars Post No.5926
was read in its entirety.
This is a gift of a 40 channel C. B. Radio.
Mr. Barney moved that the resolution be adopted, seconded by Mr. Skaug, and passed
unanimously.
RESOLUTION -ACCEPTING GIFT FROM THE LIONS CLUB
The resolution accepting a gift from the Moses Lake Lions Club in the form of /OV^u?
a 40 channel C. B.radio for the Moses Lake Police Department was read in its
entirety.
Mr. Hill moved that the resolution be adopted,seconded by Mr. Johnson, and
passed unanimously.
RESOLUTION -ACCEPTING UTILITY EASEMENT -BERG

A letter from Jerry Fay,Public Works Director,was read which presented a resolu
tion accepting a utility easement from Clinton &Lillian Berg.
The resolution accepting an easement to the City of Moses Lake,Washington for
storm drainage was read by title only.
Mr.Skaug moved that the resolution be adopted,seconded by Mr.Barney,and passed
unanimously.

VII.REFERRALS FROM COMMISSIONS
FINAL PLAT -PROFESSIONAL CENTER
A letter from Stan Bech,City Planner,was read which stated that the Professional /'
Center Final Plat is presented for final approval. All required fees and taxes
have been paid and a surety in the amount of $10,000 has been reviewed by the
city attorney which covers the cost of completing all minimum utility improvements.
Mr.Barney moved that the Professional Center Final Plat be approved,seconded by
Mr. Hill,and passed unanimously.
VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
APPOINTMENT TO PARK AND RECREATION COMMISSION -LARRY BUCKLEY
A letter from Donald E. Swanson, Mayor, was read which requested Council confirma
tion of the appointment of Larry Buckley to the Parks and Recreation Advisory
Commission to complete the term of Jerry Law who left to serve on the Planning
Commission.
Mr. Johnson moved that Larry Buckley be appointed to the Park and Recreation
Commission,seconded by Mr. Skaug, and passed unanimously.
IX.COUNCIL QUESTIONS AND COMMENTS

X.CITY MANAGER REPORTS AND COMMENTS
PRESENTATION OF PARK AND RECREATION WINTER SCHEDULE
Cecil Lee, Park and Recreation Director,presented a copy of the winter schedule ''/
for the Park and Recreation Department.
Mr.Lee stated that programs requested by citizens are set up in such a way that
they pay their own way and cost the city very little if anything at all.

BUDGET
Chester L. Waggener, City Manager, stated that if HB345,which removes the sales
tax on food, passes, it would cause the city to lose $96,000 annually in revenue.
He also stated that if the initiative to repeal the 2C gasoline tax was approved
the city would lose $30,000 annually in revenue.
He pointed out that this loss of revenue must be considered when the Council
considers the Budget.
The meeting was adjourned at 9:15 p.m.
