CITY HALL -COUNCIL ROOM Members Present:Don Swanson,Bob Hill, Bill Moe,Kent Jones,Jim Barney,and Eric Skaug. Absent:Norm Johnson The meeting was called to order at 8 p.m.by Mayor Don Swanson. Kent Jones moved that the minutes of the meeting of October 25,1977,be approved l as submitted,second by Jim Barney,and passed unanimously. I.CITIZEN INPUT -None II.CONSENT AGENDA Mr.Hill moved that the following items on the Consent Agenda be approved: 1.Award of Contract for Reservoir #4 Transmission Main,to E.J.Schneider Co.'//(#(, at $118,389.00. 2.Resolution -Accepting Utility Easement -Strand Diversified,for utility ./0/3 purposes. seconded by Jim Barney, and passed unanimously. III.CONSIDERATION OF BIDS -No others IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS ANALYSIS AND COMMENTS ON MOSES LAKE AMBULANCE SERVICE A letter from Mayor Donald E.Swanson was read which stated that the National //3^ Safety Council,acting for the Washington Traffic Safety Commission,and in co operation with the National Highway Traffic Safety Administration, completed an analysis of the Moses Lake emergency medical services program. Moses Lake received positive ratings in all 26 elements involved in the total evaluation. He said that the Moses Lake Fire Department and the staff at Samaritan Hospital should receive a much deserved, sincere and public commendation for their professionalism,the pride they take in their work, and the benefit the citizens receive. V.ORDINANCES AND RESOLUTIONS -None VI.REQUESTS TO CALL FOR BIDS -None VII.REFERRALS FROM COMMISSIONS -None 2631 CITY COUNCIL MINUTES - Page 2 November 8,1977 VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION -None IX.COUNCIL QUESTIONS AND COMMENTS -None X.CITY MANAGER REPORTS AND COMMENTS ,*P Mr«Waggener,City Manager,presented a copy of the new Moses Lake Municipal 0'Code to the Councilmen present.There were 75 copies published of the new code book.He asked that the old copies of the code be returned.He asked the Council what their thoughts were on charging for books that were distributed to other than Council members,Commission members,and staff. Mr.Hill asked if the Public Library would not have to pay and Mr.Waggener stated that they would not.Mr.Hill stated that attorneys should be charged,though it wouldn't cover the cost of publication of the code. Mr.Hill made a motion that the Council set a fee of $75.00,seconded by Mayor Swanson,and passed unanimously. 7 MUNICIPAL INSURANCE Mr.Waggener distributed a letter received from Hanks &Fields Insurance,Inc., Othello,which stated that they felt that there's inadequate time to put together , an account of this magnitude,and do a professional insurance job for the City.,//oP-f They also stated that they wished to thank the City for the information,which was provided,and it was more than anyone could expect.
