CITY COUNCIL MEETING -REGULAR SESSION November 15,1977

Members present: Don Swanson, Bill Moe,Jim Barney, Eric Skaug, and Kent Jones
Absent:Norm Johnson and Bob Hill
The meeting was called to order at 8 p.m.by Mayor Don Swanson.
Mr. Jones moved that the minutes of the meeting of November 8 be approved as submitted,
seconded by Mr. Barney, and passed unanimously.

Mr.Moe moved that the following items on the Consent Agenda be approved as submitted,

seconded by Mr. Barney, and passed unanimously.

ORDINANCE -DROUGHT RELIEF FUND -FIRE DEPARTMENT

A letter from R. C.Bierma,Finance Director,was read which stated that the Fire Depart
ment has received grant funds from the Community Emergency Drought Relief Act of 1977
to be used for a water pump and a radio monitor.
The ordinance amending thel977 Budget (Ordinance 795) to appropriate funds received
by the City of Moses Lake from Community Emergency Drought Relief Act of 1977 for
Fire Department equipment was read by title only.
Mr.Skaug moved that the first reading of the ordinance be adopted,seconded by Mr.
Barney,and passed unanimously.

PROPOSED BUDGET
/o/oChetWaggener,City Manager,explained the new budget format to the Council and
went over the first 13 pages of the budget with the Council.
The Council set November 28,29,and 30 at 8 p.m. as study sessions on the
budget.
Mr.Moe moved that a public hearing be set for Monday,December 5,1977 to
consider the 1978 Budget,seconded by Mr. Jones, and passed unanimously.

X.CITY MANAGER REPORTS AND COMMENTS
WATER RIGHTS RESERVATION
|^/Jerry Fay,Public Works Director,stated that the state has passed legislation
regarding water systems reservations and water systems coordination that will
directly affect Moses Lake.He explained the impact of this legislation on Moses
Lake.
The meeting was adjourned at 9:10 p.m.
