1977 12 202643 :CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING - REGULAR SESSION December 20, 1977 CITY HALL -COUNCIL ROOM 8 p.m. Members present:Don Swanson,Bill Moe,Eric Skaug,Bob Hill,Jim Barney,and Kent Jones Absent:Norm Johnson The meeting was called to order at 8 p.m. by Mayor Don Swanson. Mr.Hill moved that the minutes of the meeting of December 13 be approved as submitted, seconded by Mr. Jones, and passed unanimously. I.CITIZEN INPUT None II.CONSENT AGENDA Mr.Jones moved that the following items on the Consent Agenda be approved: 1.Resolution -Accepting Quit Claim Deed -Assembly of God Church - A deed for /QVQ that portion of Madison Avenue adjacent to the Assembly of God Church property. 2.Final Plat -Lloyd Plat -approved //J?^ 3.Consideration of Bids -Reservoir #4 -Bid awarded to Welk Brothers Metal //3*S~ Products for $485,742.77 seconded by Mr. Skaug, and passed unanimously. III.CONSIDERATION OF BIDS No others IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS ORDINANCE -ADOPTING 1978 BUDGET /OSO A letter from R. C.Bierma,Finance Director,was read which presented the 1978 Budget in the amount of $8,463,581 for final approval. The ordinance adopting the Budget for the City of Moses Lake, Washington, for the year of 1978 was read by title only. Mr. Moe moved that the ordinance be adopted on the first reading,seconded by Mr. Jones,and passed with Mr.Hill abstaining from voting for that portion of the budget concerning the telephone equipment. ORDINANCE -AMENDING 1977 BUDGET -EVERGREEN EXCAVATING -SECOND READING /OS/0 A letter from R.C.Bierma,Finance Director,was read which presented an ordinance amending the 1977 budget to appropriate funds to pay the out-of-court settlement of a law suit against the city by Evergreen Excavating Company. The ordinance amending the 1977 Budget to provide appropriations in the Sewer Fund for settlement of damage claim by Evergreen Excavating Company was read by title only. Mr.Hill moved that the second reading of the ordinance be adopted,seconded by Mr. Barney, and passed unanimously. CITY COUNCIL MINUTES:2 December 20,1977 ORDINANCE -UNEMPLOYMENT COMPENSATION -SECOND READING p A letter from R. C. Bierma, Finance Director, was read which presented an ordinance establishing a cumulative reserve fund to implement the intent of the 1978 Budget regarding federal and state mandated Unemployment Compensation Insurance Programs effective January 1,1978. The ordinance establishing a Cumulative Reserve Fund for the purpose of providing Unemployment Compensation Insurance Benefits was read by title only. Mr.Skaug moved that the second reading of the ordinance be adopted,seconded by Mr.Jones,and passed unanimously. l'D ^\o RESOLUTION -ESTABLISHING MADISON AVENUE LID A letter from Jerry Fay,Public Works Director,was read which presented a resolution establishing an LID for Madison Avenue. The resolution of the City Council of the City of Moses Lake declaring its intention to improve the area on Madison Avenue between Nelson Road and Brown Street by grading, graveling,constructing and installing curbs, sidewalks,sewer side laterals,asphalt concrete pavement and storm drainage and to create a Local Improvement District to assess the cost and expense of said improvements against properties in such district specially benefited thereby, and notifying all persons who may object to said improve ment to appear and present their objections at a regular meeting of the City Council to be held on January 24,1978 was read by title only. Mr. Jones moved that the resolution be adopted,seconded by Mr. Hill, and passed with Mr.Swanson abstaining because he owns property on Madison Avenue. VI.REQUESTS TO CALL FOR BIDS None VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION ARCHITECTURAL SERVICES -REMODEL CITY HALL '\^T Chester L.Waggener,City Manager,stated that the architects would evaluate the *mechanical,electrical,and structural needs for the remodeling of City Hall. He further stated that the architects propose to do this work on an hourly rate not to exceed a total figure of $1,500 without prior Council approval. Mr.Jones moved that Mr.Waggener be authorized to engage the firm of Walker,McGough, Foltz,Lyerla as the architectural firm to supply plans for the remodeling of City Hall,seconded by Mr. Barney, and passed unanimously. MUNICIPAL INSURANCE Dr.Jim Wickman,Associate Professor of Risk and Insurance,at the University of Washington,stated that he had reviewed the proposals from Korach &Canfield,Fred S.James,and Rogers &Norman and they are very close to each other in the types and amounts of insurance coverage recommended. After summarizing each proposal for the Council,he stated that he would recommend J the City of Moses Lake retain the firm of Rogers and Norman as its insurance carrier. There was some discussion by the Council on the different proposals and amounts presented. Mr.Barney moved that the firm of Rogers and Norman be awarded the insurance coverage for the city,seconded by Mr.Jones,and passed unanimously. CITY COUNCIL MINUTES: IX.COUNCIL QUESTIONS AND COMMENTS None X.CITY MANAGER REPORTS AND COMMENTS December 20,1977 ELECTED OFFICIALS STATEMENTS R. C. Bierma,City Clerk,delivered to the Council the forms for Elected and State Appointed Officials Statements of Financial Affairs (PDC Forms F-1 and F-IA)and stated they must be filled out and sent to the Public Disclosure Commission after January 1.
