1978 03 142670 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION March 14,1978 CITY HALL -COUNCIL ROOM 8 p.m. Members present:Barry Ziegler,Don Swanson,Jim Barney,Eric Skaug,and Bob Hill Absent:Stephen Shinn and Kent Jones Mr.Skaug moved that the minutes of the meeting of February 28 be approved as sub mitted,seconded by Mr.Barney,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL $52,551.97 STREET 11,733.66 ARTERIAL STREET 30.00 CIVIC CENTER 25,608.51 WATER/SEWER 24,156.60 SANITATION 21,948.63 WATER/SEWER CONSTRUCTION 91,321.92 EQUIPMENT RENTAL 11,548.36 LID #36 61'30 LID #38 77'29 LID #41 82.46 TOTAL $239,120.70 Mr.Ziegler moved that the bills be approved as submitted,seconded by Mr.Skaug, and passed with Mr.Hill abstaining from voting for that portion of the bills to Pacific Northwest Bell.Warrants 4445 to 4598 were approved for payment. I.CITIZEN INPUT None II.CONSENT AGENDA Mr.Barney moved that the following items on the Consent Agenda be approved: 1.Resolution - Utility Easement - Penhallurick 2.Resolution -Utility Easement -Moses Lake School District 3.Resolution -Utility Easement - Free Methodist Church seconded by Mr.Ziegler,and passed unanimously. III.CONSIDERATION OF BIDS VEHICLE BIDS A letter from M.G.McLanahan,Assistant Public Works Director,was read which /O/7 recommended that the bid from C & V Auto in the amount of 42,619.14 be accepted. This is a car with 18,000 miles on it and with two months warranty remaining on the power train. Mr.Ziegler moved that the bid be awarded to C & V Auto,seconded by Mr.Skaug, and passed unanimously. IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS PROCLAMATION -GIRL SCOUT WEEK A proclamation was read designating March 12 through 18,1978 as Girl Scout Week. Nancy Payne,Girl Scout leader,presented each Councilman with a friendship pin in appreciation for the support. 2671 CITY COUNCIL MINUTES:2 March 14,1978 ,PUBLIC HEARING -FINAL ASSESSMENT ROLL -LID #31j \\)The public hearing was opened. Jerry Fay, Acting City Manager, went over the LID procedure for the Council. There were no comments, so the public response was closed. Mr.Hill moved that the public hearing be closed,seconded by Mr.Ziegler,and passed unanimously. Mr. Hill moved that the final assessment roll be accepted and staff be authorized to draw up an ordinance confirming the roll,seconded by Mr.Ziegler,and passed unanimously. ^ f ^ PUBLIC HEARING -FINAL ASSESSMENT ROLL -LID #34 The public hearing was opened. Mr.Sebastian Etulaine, 1119 Skyline,questioned the amount of his assessment. Jerry Fay, Acting City Manager, stated that his assessment was among the lower assessments in this LID. Mr. Barney moved that the public hearing be closed, seconded by Mr. Hill, and passed unanimously. Mr. Barney moved that the final assessment roll be accepted and staff be authorized draw up an ordinance confirming the roll,seconded by Mr.Hill,and passed unanimously. PUBLIC HEARING -ORDINANCE -ZONE CHANGE REQUEST -BARON ESTATES -SECOND READING A letter from Stan Bech,City Planner,was read which stated that the Planning Commission recommended that the zone change request for property located on Division be approved. The public hearing was opened. There were no comments,so the public response was closed. Mr.Ziegler moved that the public hearing be closed,seconded by Mr.Barney,and passed unanimously. The ordinance amending Section 18.09.020 of Chapter 18 of the Moses Lake City Code entitled Zoning was read by title only. Mr.Ziegler moved that the second reading of the ordinance be adopted,seconded by Mr.Barney,and passed unanimously. V.ORDINANCES AND RESOLUTIONS ORDINANCE -FINAL ASSESSMENT ROLL -LID #36 -SECOND READING A letter from Jerry Fay,Public Works Director, was read which presented an ordin ance confirming and approving the assessments and assessment roll of LID 36. The ordinance approving and confirming the assessments and assessment roll of Local Improvement District No.36 which has been created and established for the purpose of street improvements in the Knolls Vista #7 Addition,Lots 1 through 29 of Knolls Vista #12 Addition,Lots 1 through 82 of Knolls Vista #13 Addition,Lot 5 of Knolls Vista #11 Addition and Lot 1, Lot 7 through 12,and Lots 14 through 17 of Knolls Vista #15 Addition by resurfacing with asphaltic concrete pavement in the City of Moses Lake as provided by Ordinance No.806 and levying and assessing the amount thereof against the several lots,tracts,parcels of land and other property shown on said roll was read by title only. Mr.Skaug moved that the second reading of the ordinance be adopted,seconded by Mr. Hill,and passed unanimously. n L v—I 2672 CITY COUNCIL MINUTES:3 March 14,1978 ORDINANCE - FINAL ASSESSMENT ROLL - LID #38 - SECOND READING *Q J A letter from Jerry Fay,Public Works Director,was read which presented an ordin ance confirming and approving the assessments and assessment roll of LID 38. The ordinance approving and confirming the assessments and assessment roll of Local Improvement District No.38 which has been created and established for the purpose of street improvements in the Knolls Vista area adjacent to Lot 1 of Knolls Vista #7 Addition,Lot 12 of Knolls Vista #13 Addition and Lots 1 through 29 of Knolls Vista #12 Addition by constructing concrete sidewalks in the City of Moses Lake as provided by Ordinance No.838 and levying and assessing the amount thereof against the several lots,tracts,parcels of land and other property shown on said roll was read by title only. Mr.Hill moved that the second reading of the ordinance be adopted,seconded by Mr.Skaug,and passed with Mr.Ziegler opposed. ORDINANCE -CONSOLIDATED LID 29,et al -SECOND READING A letter from Jean Burton,Acting Finance Director,was read which presented an /<*C/U ordinance which provides for the issuance and sale of bonds to Seattle Northwest Securities corporation. The ordinance establishing Consolidated Local Improvement District No.29 et al and "Consolidated Local Improvement Fund,District No.29 et al";and fixing the amount,form,date,interest rate,maturity and denominations of the Consolidated Local Improvement District No.29 et al bonds and directing the issuance and sale thereof to Seattle Northwest Securities Corporation of Seattle,Washington was read by title only. Mr.Barney moved that the second reading of the ordinance be adopted,seconded by Mr. Skaug, and passed unanimously. RESOLUTION -AUTHORIZATION TO APPLY FOR AND SIGN ON FAM GRANTS . /0t& A letter from M.G.McLanahan,Assistant Public Works Director,was read which "Jofq presented a resolution committing the City of Moses Lake to apply for grants and to enter into construction with the Federal Aid for Urban Systems in the Division Street Reconstruction Project. The resolution whereby the City of Moses Lake expresses their desire to participate in certain Federal Urban Improvement Programs for the streets of Moses Lake was read by title only. Mr. Hill moved that the resolution be adopted, seconded by Mr. Barney, and passed unanimously. VI.REQUESTS TO CALL FOR BIDS None VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION APPOINTMENT/RE-APPOINTMENT -INTER-RACIAL COMMISSION /&^~ A letter from Donald Swanson, Mayor, was read which requested Council confirmation of the appointment of Donald Kinney and the re-appointments of Robert Saenz, Hazel Dozier,and Margaret Brotherton to the Inter-Racial Commission for Human Rights. Mr. Hill moved that the appointments be approved,seconded by Mr.Ziegler,and passed unanimously. 2673 CITY COUNCIL MINUTES:4 March 14,1978 IX.COUNCIL QUESTIONS AND COMMENTS None X.CITY MANAGER REPORTS AND COMMENTS BUILDING MAINTENANCE -EVALUATION )v M.G.McLanahan,Assistant Public Works Director,reported on building maintenance and janitorial service provided by the city.He stated that an evaluation of costs involved was also done and bids were requested from three local janitorial services. These bids all came in higher than the cities cost. Mr.Hill asked if the city will still be in a favorable position with the addition of the Police/Justice Court Facility. Mr.McLanahan stated that the city would try to take care of this building with the present staff. ;.q WINONA LIFT STATION »A letter from M.G.McLanahan,Assistant Public Works Director,was read which stated that bids on the Winona Lift Station would be opened on March 22,1978.
