1978 04 182688 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION April 18,1978 CITY HALL -COUNCIL ROOM 8 p.m. Members present:Barry Ziegler,Don Swanson,Jim Barney,Eric Skaug,Kent Jones, Stephen Shinn, and Bob Hill The meeting was called to order at 8 p.m. by Mayor Don Swanson. Mr.Skaug stated that the minutes of the meeting of April 11 should read that Mr. Skaug and Mr.Shinn opposed the motion on the sign ordinance. Mr.Ziegler moved that the minutes of the meeting of April 11 be approved as corrected,seconded by Mr.Skaug,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL $4,444.46 STREET 101.00 CIVIC CENTER 338.00 WATER/SEWER 1,410.51 EQUIPMENT RENTAL 1,980.02 LID #29 140.74 LID #30 140.74 LID #33 140.75 TOTAL $8,696.22 Mr. Jones moved that the bills be approved as submitted,seconded by Mr. Hill, and passed with Mr.Hill abstaining from voting for that portion of the bills to Pacific Northwest Bell.Warrants 4828 to 4885 were approved for payment. I.CITIZEN INPUT Shirley Kvamme made a presentation in regard to solar heating for the swimming /OOO pool.She stated that she was not opposed to the swimming pool cover but that she felt solar heating should be investigated. There was some discussion by Council and it was suggested that it be looked into before next years budget. SUN BASIN WATER SKIERS -SLALOM COURSE Jill McDonald of the Sun Basin Water Skiers stated that they would like permission /^^ to put in a waterski slalom course on the lake on Lakeside Drive from 4414 to 4214.The closest point to land would be 135 feet. She stated that she had talked to the Sheriff's office and the Grant County Commissioners and they agreed that all requirements have been met. She presented a petition to the Council from the property owners saying they have no objections to this slalom course and the club would take care of the liability. She stated that she has contacted Clint Connelly of the Moses Lake Irrigation Dist rict and he stated that he would bring it before the board for consideration. She stated that only one boat and skier will be using the course at a time and no skier will be dropped near the shore. She stated that the County Commissioners stated that they would like a recommenda tion from the City Council on this proposal. Mr.Skaug moved that a letter be sent to the County Commissioners stating that the City Council has no objections to this proposal,seconded by Mr. Ziegler, and passed unanimously. 2689 CITY COUNCIL MINUTES:2 April 18,1978 II.CONSENT AGENDA None III.CONSIDERATION OF BIDS SWIMMING POOL COVER ,gu A letter from Cecil Lee,Park and Recreation Director,was read which recommended that the bid for the swimming pool blanket be awarded to Northwest Supply and Pool Quip. Mr.Ziegler moved that the bid on the swimming pool blanket be awarded to Northwest Supply and Pool Quip of Moses Lake,seconded by Mr.Barney,and passed unanimously. Mr.Skaug and Mr.Hill wished information on the solar heating to be brought back before the Council before next year's budget. VAN A q]A letter from M.G.McLanahan,Assistant Public Works Director,was read which I recommended that the bid from C & V Auto for a van type vehicle be accepted. Mr.Hill moved that the bid from C & V Auto be accepted,seconded by Mr.Jones, and passed unanimously. IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS |0 »0 q ORDINANCE -AMENDING 1978 BUDGET -SECOND READING A letter from M.G.McLanahan,Assistant Public Works Director,was read which I"""" presented an ordinance adding funds to the Arterial Street Fund and adding funds in the Water/Sewer Construction Fund due to a grant increase.I The ordinance amending the 1978 Budget,Ordinance No.865,to appropriate unantici pated revenues from the Urban Arterial Board and the Department of Ecology to pro vide for the expenditures of these same funds was read by title only. Mr.Barney moved that the second reading of the ordinance be adopted,seconded by Mr. Jones,and passed unanimously. 4 ORDINANCE -STREET VACATION -MONTLAKE ADDITION #5 -SECOND READING A letter from Stan Bech,City Planner,was read which stated that the Planning Commission recommended that the street vacation request by Coughran Enterprises be granted. The vacation of a portion of Ernst Place will enable them to create two additional residential lots on the resulting cul de sac and will be a benefit to the neighborhood. The ordinance vacating a portion of Ernst Place was read by title only. Mr.Skaug moved that the second reading of the ordinance be adopted,seconded by Mr. Barney, and passed with Mr. Jones abstaining. /ORDINANCE -WATER CONNECTION CHARGES -FIRST READING HI A letter from M. G.McLanahan,Assistant Public Works Director,was read which presented an ordinance establishing water connection charges on Valley Road between Stratford Road and Grape Drive and on the Peninsula. He stated that the water main installed along Valley Road shall cost $6.75 per front foot for each side for property to be subdivided or served by a water connection.The water mains installed on the Peninsula shall cost $5 per front foot for each side of the property to be subdivided or served by water mains. 2690 CITY COUNCIL MINUTES:3 April 18,1978 The ordinance amending Chapter 13.08 of the Moses Lake Municipal Code entitled "Water and Sewer Connections"be adding new sections was read by title only. Mr.Shinn moved that the first reading of the ordinance be adopted,seconded by Mr. Jones, and passed unanimously. RESOLUTION -EASEMENTS A letter from M.G.McLanahan,Assistant Public Works Director,was read which /O/-* presented a resolution accepting easements on six lots from Jessica Longston to be used for the construction of a drain system. Mr.McLanahan,stated that this storm drainage system is needed in order to drain water to the lake from Bailey, James, and Lakeway. The resolution accepting easements to the City of Moses Lake,Washington,for street improvement purposes was read by title only. Mr.Hill moved that the resolution be adopted,seconded by Mr.Ziegler,and passed unanimously. RESOLUTIONS -LID 37, 39, 40 -SET PUBLIC HEARINGS A letter from M.G.McLanahan,Assistant Public Works Director,was read which presented three resolutions establishing May 16 as the public hearing date for Lid's 37, 39,and 40. The resolution of the City Council of the City of Moses Lake,Washington,establishing a date for a public hearing to consider an assessment roll for the Local Improvement District No.37 fixing the time and place for hearing upon said roll and providing for the giving of notice in the manner provided by law was read by title only. Mr.Barney moved that the resolution be adopted,seconded by Mr.Jones,and passed unanimously./0 9? VI.REQUESTS TO CALL FOR BIDS MADISON STREET LID Mr.Swanson stated that since he has property in the area he will abstain from any action on this subject. Mr.Hill acted as Mayor Pro Tem. Mr.Jones moved that staff be authorized to call for bids,seconded by Mr.Shinn, and passed with Mr.Swanson abstaining. //O/ 2691 CITY COUNCIL MINUTES:4 April 18,1978 / # t ^ VII.REFERRALS FROM COMMISSIONS VARIANCE REQUEST -MONTLAKE ADDITION #5 A letter from Stan Bech,City Planner,was read which stated that the Planning Commission recommended that the variance request submitted by Coughran Enterprises to allow them to plat 5 lots under the short subdivision regulations instead of the 4 that is allowed be granted. Mr.Ziegler moved that the variance request be granted,seconded by Mr.Skaug, and passed with Mr. Jones abstaining. VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION None IX.COUNCIL QUESTIONS AND COMMENTS None X.CITY MANAGER REPORTS AND COMMENTS FINANCE REPORT -1977 A letter from Jean C.Burton,Acting Finance Director,was read which presented the 1977 Operating Budget. Mr.Fay went over the report for the Council. CRIME STATISTICS -POLICE DEPARTMENT Chief Perrault gave a report on the crime statistics for the City of Moses Lake. CLEAN-UP WEEK Jerry Fay, Acting City Manager,stated that arrangements have been made for free residential dumping from April 22 to 30. Mr.Hill moved that the motion passed last week be amended to read residential only and change the dates to April 22 - 30, seconded by Mr. Ziegler, and passed unanimously. CIVIC CENTER PLAT Pat Acres,City Attorney,stated that a building permit was issued for the Civic Center Plat prior to platting.Initially it was decided to follow the short plat procedures for the Police/Justice Court facility but it was later determined to plat the entire area.The Planning Commission brought it to the attention of the Acting City Manager.The Planning Commission deals with developers all the time and they felt that their confidence and integrity would be questioned when the City did not complete the plat.The staff proceeded to file the preliminary plat. The short plat will be filed and completed by Friday of this week.There was a definite violation but it was a technical violation.The short plat could have been filed.I believe it was a technical violation and a clerical mistake. Mr.Shinn asked if there was something in the minutes that a short plat is three acres or less. Bob Hill stated that Mr.Shumate moved that the preliminary plat for the Civic Center Plat be accepted. .->f CITY COUNCIL MINUTES:April 18,1978 Wayne Rimple,Planning Commission Chairman,stated that in reference to the Planning Commission meeting,he doubted that,and he would like a clarification of the motion that Mr.Shumate made. He believed that it was not accepted by the Planning Commission.As stated in the letter,a short plat can be three acres or under,the plat submitted was 10 acres.That motion will be clarified at the next meeting of the Planning Commission that will be held on May 11, 1978.
