1978 07 18lj 2731 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING - REGULAR SESSION July 18,1978 CITY HALL -COUNCIL ROOM 8 p.m. Members present:Barry Ziegler,Bob Hill,Steve Shinn,Kent Jones,Don Swanson, Jim Barney,and Eric Skaug The meeting was called to order at 8 p.m. by Mayor Don Swanson. Mr.Jones moved that the minutes of the meeting of July 11 be approved as submitted, seconded by Mr.Ziegler,and passed unanimously. I.CITIZEN INPUT None II.CONSENT AGENDA None III.CONSIDERATION OF BIDS TENNIS COURT BIDS A letter was read from Jerry Fay,Public Works Director,which stated that the /O^/ bids received for two tennis courts with lights at McCosh Park were considerably over the engineer's estimate.He recommended that the bids be rejected and the Public Works Department and the Park Department re-evaluate the construction of the tennis courts. Mr. Fay stated that there are three alternatives to rejecting the bids: 1.Accept the bids as they are and appropriate additional funds. 2. Accept the bids and delete the lighting portion 3. Re-evaluation of the project but not reject the bids There was some discussion by the Council on the three alternatives and it was suggested that the Park &Recreation Commission make a recommendation. 2732 CITY COUNCIL MINUTES:2 July 18, 1978 Mr.Shinn moved that the tennis court bids be tabled for one week and have the Park and Recreation Commission make a recommendation,seconded by Mr.Jones,and passed with Mr. Skaug opposed. IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS ,o?7 ORDINANCE -ALLEY VACATION REQUEST -ASSEMBLY OF GOD CHURCH A letter was read from Stan,Bech,Community Development Director,which stated that the Assembly of God Church is requesting that the alley which runs north and south to the east of Lot 1 and a portion of Lot 4 of the Assembly of God Subdivision be vacated. Mr.Bech stated that no reimbursement is being requested as the Assembly of God Church has deeded to the city right-of-way so that the alley will remain a through alley. The ordinance vacating a portion of alley in the Assembly of God Subdivision was read by title only. Mr.Ziegler moved that the second reading of the ordinance be adopted,seconded by Mr. Hill, and passed unanimously. ORDINANCE -AMENDING SUBDIVISION ORDINANCE -SECOND READING A letter was read from Stan Bech, Community Development Director, which stated that the Planning Commission recommended approval of the ordinance amending the Subdivision Ordinance to state that "All approved final plats shall be subject to the limitations,reservations,and stipulations placed on said plat by the City Council of Moses Lake". Mr.Bech stated that the City Attorney,Pat Acres,requested that an addition be made to this sentence to read "and which are a matter of record and on file with the City Clerk of the City of Moses Lake". The ordinance amending Section 17.24.050 of Title 17 of the Moses Lake City Code entitled subdivisions was read by title only. Mr.Skaug moved that the second reading of the ordinance be adopted,seconded by Mr.Jones,and passed unanimously. ORDINANCE -AMENDING ZONING ORDINANCE -FRONT YARD SETBACKS -SECOND READING ,0*' /H r A letter was read from Stan Bech,Community Development Director,which stated that the Planning Commission recommended that the ordinance be approved allowing homes to encroach within 20 feet of the front property line under certain conditions. Mr. Jones stated that he objected to limiting the encroachment to homes which are 20 years old or older as he felt it was discriminitory.He felt that the 20 foot setback requirement should be incorporated into the existing subdivision ordinance. The ordinance amending Section 18.15.050 of Title 18 of the Moses Lake City Code entitled Zoning was read by title only. Mr.Jones moved that the second reading of the ordinance be adopted with the dele tion of the requirement that the home be 20 years old or older,seconded by Mr. Ziegler,and passed with Mr.Barney and Mr.Skaug opposed. n CITY COUNCIL MINUTES: VI.REQUESTS TO CALL FOR BIDS LIBRARY CABINETS AND BOOK SHELVES 2733 July 18,1971 //s7 A letter was read from Jerry Fay,Public Works Director,which requested authoriza tion to advertise for bids for new book storage at the library. Mr.Hill moved that staff be authorized to call for bids,seconded by Mr.Shinn, and passed with Mr. Ziegler opposed. WELL 21 PUMP BIDS // A letter was read from Jerry Fay, Public Works Director,which requested permission to advertise for bids to replace the motor that burned out in Well 21 during the last lightening storm. Mr.Ziegler moved that staff be authorized to call for bids,seconded by Mr.Jones, and passed unanimously. VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION RESOLUTION -FRANCHISE FROM GRANT COUNTY -WHEELER ROAD WATER MAIN. A letter was read from Jerry Fay,Public Works Director,which presented a resolu tion accepting a franchise from Grant County to be used for the construction of the Wheeler Road Water Main. The resolution accepting a franchise from Grant County,Washington was read by title only. Mr.Skaug moved that the resolution be adopted,seconded by Mr.Ziegler,and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS LETTER OF APPRECIATION -JERRY FAY //<//» sa/£ A letter was read from the Mayor and Council which expressed appreciation for the job well done by Jerry Fay as Acting City Manager. X.CITY MANAGER REPORTS AND COMMENTS ANNEXATION -BASE /^ A letter was read from Larry Peterson,Grant County Commissioner,which stated that they would like to withdraw their letter of intent for annexation to give the city time to fully explore all of the effects of the proposed annexation of the Larson Housing. Mr.Swanson moved to accept the withdrawal of the letter of intent for annexation, seconded by Mr. Hill,and passed unanimously.
