1978 10 10 Revenue Sharing2763a CITY OF MOSES LAKE REVENUE SHARING MEETING October 10, 1978 A public hearing was conducted by City Manager,R.Douglas Zenor,to receive //> citizen input on how revenue sharing money should be spent.The Notice of Public Hearing was advertised in the Columbia Basin Daily Herald in the legal section and also on Page 3,on September 29,1978,October 2,1978,and October 9,1978.Mr. Zenor stated in his notice that the city expects to receive $151,676 from the office of federal revenue sharing in 1979 for use in its 1979 Budget.He invited citizens of the community to attend the hearing and submit their comments and suggestions either orally or in writing as to the possible uses of this money.He stated that no recommendations regarding the 1979 Budget will be made to City Council until such time as the hearing has been held. Mr.Zenor called the Revenue Sharing Meeting to order at 7:00 p.m. There were two citizens present at the hearing,both members of the Park and Recreation Commission.Larry Buckley,1840 So.Division,stated that he felt the money received from revenue sharing should be spent on capital expenditures rather then routine expenses as the city used it last year. Richard Phil en,2040 Bel air Drive,as chairman of the Park and Recreation Commission,stated that he would like to see the revenue sharing money for 1979 be used by the Park and Recreation Department for capital improvement projects in the parks and for new programs.He wanted the record to show that city parks need improvements,and that the Park and Recreation Commission,after review,considera tion,and pioritizing had unanimously endorsed the list of items that have been requested by the Park and Recreation Department for the 1979 Budget.The improve ments that would be made would be bought and paid for and there would be no further additional expenses. A letter was received from the Moses Lake Senior Citizens Center, 608 E.Third Avenue,signed by Beulah Brooks,President,and Sally McLanahan,Executive Director. They stated that they are a non-profit organization,and would like to be considered for $3,000 of revenue sharing funds to initially implement an information and referral center in the City of Moses Lake.The service would provide a telephone information service listing all the businesses in the community with a cross refer ence system and provide information on organizations and clubs by maintaining a current file.After the initial completion of files and advertising the referral center would be self supporting and provide an ongoing service for the city of Moses Lake.These records would be maintained at the Senior Citizen Center.This referral center would also help provide a job for a Moses Lake resident.They also wanted to be considered for funds for a Senior Hotel Housing Complex to be located on land immediately adjacent to the Senior Center at 608 East Third Avenue.If housing is permissable under revenue sharing funds,they would like to discuss this further with the Council.They anticipate a 20-unit subsidized complex for senior citizens and handicapped.Their thirdrequest was to obtain technical assistance from city staff to assist in locating available funds or builders interested in building for the elderly.They concluded that they could show a definite need for this type of housing in this area and provide other needed services for senior citizens.The letter was read in its entirety and entered into the record. Mr.Zenor declared the meeting closed and thanked the two people in attendance for their cooperation and attendance at the meeting.He appreciated their comments and thanked them for their input in the public hearing process.
