CITY COUNCIL MEETING -REGULAR SESSION November 28,1978
POLICE/COUNCIL FACILITY 8 P.M.
Members present:Barry Ziegler,Don Swanson,Jim Barney,Eric Skaug,Bob Hill,Kent
Jones,and Steve Shinn
The meeting was called to order at 8 p.m.by Mayor Don Swanson.
Mr.Shinn moved that the minutes of the meeting of November 21 be approved as submitted,
seconded by Mr.Jones,and passed unanimously.

Mr.Ziegler moved that the bills be paid as suhnitted,seconded by Mr.Skaug,and passed
with Mr.Hill abstaining from voting for that portion of the bills to Pacific Northwest
Bell.Warrants 6600 to 6657 were approved for payment.

Mr.Jones moved that the following items on the Consent Agenda be approved:

seconded by Mr.Barney,and passed unanimously.
III.CONSIDERATION OF BIDS

IV.PETITIONS,COMMUNICATIONS,AND PUBLIC HEARINGS
HEARING -TRANSFER OF TURF CAFE, INC.LIQUOR LICENSE
Mayor Don Swanson stated that this is a hearing to consider the transfer of the liquor
license at the Turf Cafe.
Mrs.Perier,real estate agent,representing buyer and seller in this transaction,stated
that one of the buyers is a past Chamber president in Soap Lake.Another buyer has a
management supervisor position with one of the largest construction firms in the state of
Washington and also has his own contracting firm.She stated that both clients are
financially solvent.
Mr.Swanson stated that he had contacted the law enforcement agencies in Yakima,where
Lawrence Cacchiotti and Ronnal Hill have similar establishments,and had been told that
there has been no trouble with their operations.

The Council asked Mr.Cacchiotti and Mr.Hill if they fully understood that there would
not be any type of "Go Go"dancing in their establishment.They answered that there
would not be any.
After some discussion by the Council,there was no objection by the Council to the
granting of a liquor license by the Washington State Liquor Control Board to Mr.Hill and
Mr.Cachiotti.
V.ORDINANCES AND RESOLUTIONS

VI.REQUESTS TO CALL FOR BIDS
POLICE VEHICLES,SEDANS, AND LAWN MOWER
A letter was read from M.G.McLanahan,Assistant Public Works Director,which requested
permission to call for bids for the replacement of police vehicles,sedans,and one lawn
mower.
Mr.Skaug moved that permission be granted for staff to go to bid,seconded by Mr.
Skaug,and passed unanimously.

X.CITY MANAGER REPORTS AND COMMENTS
ANNEXATION
R.Douglas Zenor,City Manager,stated that he had met with the Housing Authority in
regard to the annexation and it was decided to request a committee from the Council to
work with a committee from the Housing Authority,a County Commissioner,a Port rep
resentative,perhaps a representative from Big Bend College,and perhaps a citizen from
the area to begin reviewing the annexation.
Mr.Jones and Mr.Ziegler were appointed to the Committee.
PLANNING COMMISSION
Mr.Swanson stated that there is an opening on the Planning Commission and Dick Collier's
name has been submitted.
Mr.Hill suggested that the newspaper print something to the effect that there is an
opening on the Planning Commission and interested citizens should apply through the
mayor.
The meeting was adjourned at 9 p.m.
