1978 12 12LJ 2786 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION December 12,1978 POLICE/COUNCIL FACILITY 8 P.M. Members present:Barry Ziegler,Don Swanson,Jim Barney,Eric Skaug,Kent Jones, Steve Shinn,and Bob Hill The meeting was called to order at 8 p.m.by Mayor Don Swanson. Mr.Jones moved that the minutes of the meetings of November 28 and December 4 be approved as submitted,seconded by Mr.Barney,and passed unanimously. APPROVAL OF BIT.TS REGULAR BTT.Tfi AMOUNT GENERAL $ 17,229.71 STREET 2,402.49 ARTERIAL STREET 21,940.16 WATER/SEWER 18,277.66 SANITATION 18,856.89 WATER/SEWER CONSTRUCTION 58,113.71 EQUIPMENT RENTAL 1,323.08 LID #41 41.43 URBAN ARTERIAL 1,464.67 LID #42 1,737.04 TOTAL $141,386.84 Mr.Skaug moved that the bills be approved as submitted,seconded by Mr.Hill and passed with Mr.Hill abstaining from voting for that portion of the bills to Pacific Northwest Bell.Warrants 6658 to 6782 were approved for payment. I.CITIZEN INPUT None II.CONSENT AGENDA Mr.Skaug moved that the following items on the Consent Agenda be approved: 1.Resolution -Accepting Utility Easement -Mosier /D/S 2.Authorization to Negotiate Building Lease -Community Development -lease to be brought back to Council before signing /oj?0 seconded by Mr.Jones,and passed unanimously. III.CONSIDERATION OF BIDS JONES BOULEVARD SO/9AletterwasreadfromJerryFay,Public Works Director,which stated that only one bid was received for Jones Boulevard.McAtee &Heathe presented a bid of $21,762.50 for this project. Mr.Fay explained the project to the Council. Mr.Hill moved that the bid from McAtee &Heathe be accepted,seconded by Mr.Jones, and passed unanimously. IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None 2787 CITY COUNCIL MINUTES:2 December 12,1978 V.ORDINANCES AND RESOLUTIONS ORDINANCE -INSTALLATION AND MAINTENANCE OF AUTOMATIC FIRE EXTINGUISHING SYSTEMS -*£?1ST READING A letter was read from Russ Beeman,Fire Chief,which presented an ordinance dealing with the installation and maintenance of automatic fire extinguishing systems. Mr.Beeman explained the ordinance to the Council. There was considerable discussion by the Council on the requirements of this ordinance. The ordinance creating Chapter 16.52 of the Moses Lake City Code entitled "Installation and Maintenance of automatic fire extinguishing systems was read by title only. Mr.Skaug moved that the first reading of the ordinance be adopted,seconded by Mr. Jones. Mr.Jones moved that the motion be amended to strike out all reference in the ordinance to mandatory monitoring,seconded by Mr.Ziegler and passed with Mr.Skaug opposed. The motion to adopt the first reading of the ordinance passed unanimously. U ORDINANCE -AMENDING CHAPTER 16.04 (UNIFORM BUILDING CODE)-1ST READING A letter was read from Russ Beeman,Fire Chief,which stated that the ordinance would amend the Uniform Building Code by changing the height of buildings used for human occupancy from 75 feet to 50 feet. The ordinance amending Chapter 16.04 of the Moses Lake City Code entitled Uniform Building Code was read by title only. Mr.Jones moved that the first reading of the ordinance be adopted,seconded by Mr. Shinn,and passed unanimously. VI.REQUESTS TO CALL FOR BIDS None VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION None IX.COUNCIL QUESTIONS AND COMMENTS o PLANNING COMMISSION VACANCY Mr.Swanson stated that he had received the following names of people interested in the Planning Commission vacancy:Dick Collier,Lee Eslick,Layne Stark,George Knauss,Fred Haynes,Dr.Fallon,and Mike Remkey. Mr.Ziegler also submitted Dr.Avery Harrison's name for consideration. It was the consensus of the Council that an appointment to the Planning Commission be made at the next meeting. tf PARK AND RECREATION ADVISORY COMMISSION Mr.Swanson stated that George Whitney and Barbara Wiley have resigned from the Park and Recreation Advisory Commission.He stated that he had received the following names of people interested in serving on this commission:Mark Fuhriman,Elvin Morris, John Anderson, JoAn Brown, and Dr. Harper. It was the consensus of the Council that an appointment to the Park and Recreation Advisory Commission be made at the next meeting. CITY COUNCIL MINUTES:3 GAMBLING TAX 2788 December 12,1978 Mr.Ziegler moved that the gambling tax issue be brought back to the Council at the //&w/l next meeting,seconded by Mr.Hill,and passed unanimously.
