CITY COUNCIL MEETING/REGULAR SESSION December 26,1978
POLICE/COUNCIL FACILITY 8 P.M.
Members present:Don Swanson,Eric Skaug,Jim Barney,Barry Ziegler,Stephen
Shinn,and Bob Hill.Absent:Kent Jones
The meeting was called to order at 8 p.m.by Mayor Don Swanson.
Mr. Hill moved that the minutes of the meeting of December 19 be approved as
submitted,seconded by Mr.Shinn,and passed unanimously.

Mr.Hill moved that the bills,with the exception of the two to Bouten
Construction and Walker,McGough,Foltz &Lyerla be approved as submitted,
seconded by Mr.Skaug,and passed with Mr.Hill abstaining from voting for
that portion of the bills to Pacific Northwest Bell.Warrants 6868 through
6938 were approved for payment.

III.CONSIDERATION OF BIDS
LAWN MOWER:Assistant Public Works Director,M. G.McLanahan,submitted a
letter stating that the bids were open on lawn mowers on December 13,1978.
and after review of the machines for durability,maneuverability and safety
to operate with the Parks and Recreation Director,recommended purchase of
the Grasshopper as being the best and most economical mower for the City of
Moses Lake Parks Department to purchase.
Eric Skaug moved that the bid to Pacific Avenue Lawn Mower Service for
$3,888.70,including tax,be accepted,second by Jim Barney,and unanimously
approved.
WAGONS &SEDANS:A letter from Assistant Public Works Director,M.G./O/~7
McLanahan,was read that stated that bids were received on the three proposals
for furnishing five police sedans,two sedans for staff use,and an eight-
passenger wagon for use by administration.Mr.McLanahan recommended the City
Council authorize staff to purchase the equipment from the lowest bidders on
each of the three proposals.Bob Shaffo Chevrolet submitteg^he^o^sj^base
bid of $28,942.90 for the five police sedans and $7,440.63/for the wagon.
Moses Lake Ford submitted the lowest base bid of $11,300.00 for the two sedans.
Mr.Hill moved that the bids be approved as submitted,seconded by Mr.Ziegler,
and unanimously carried.

IX.COUNCIL QUESTIONS AND COMMENTS
The Council requested that the City Manager present a complete breakdown of
the payments to Bouten Construction,the contractors for the Police/Council
Facility,and to Walker/McGough/Foltz/Lyerla,architects for the Police/Council
Facility and requested that the warrants be held until they review the break
down.
The Mayor reminded the Council of a study session set for Tuesday,January 2,
1979,at 8:00 p.m.on Westshore Estates.
Jim Barney asked about the annexation of the Larson Base area,and Mr.Zenor
stated that meetings will be scheduled after the first of the year.
Jim Barney asked if someone from the Gambling Commission had been in Moses
Lake.Mayor Swanson stated that Al Bjork,Director of the Gambling Commission,
had been in and talked to him about 2 hours about gambling.Mr.Zenor stated
that Mr.Bjork had also spoken to him and that he had received alot of inform
ation from him and would like to present it to the Council at the next meeting.
