1979 01 092794 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR SESSION JANUARY 9,1979 POLICE/COUNCIL FACILITY 8 P.M. Members present:Barry Ziegler,Don Swanson,Jim Barney,Eric Skaug,Kent Jones, Steve Shinn,and Bob Hill The meeting was called to order at 8 p.m.by Mayor Don Swanson. Mr.Ziegler moved that the minutes of the meeting of December 26,1978 be approved as submitted,seconded by Mr.Jones,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL $12,097.74 STREET 3,536.08 ARTERIAL STREET 1,575.00 WATER/SEWER 3,451.61 SANITATION 18,812.51 WATER/SEWER CONSTRUCTION 45,609.11 EQUIPMENT RENTAL 4,791.38 TOTAL $89,873.43 Mr.Hill moved that the bills be approved as submitted,seconded by Mr.Jones,and passed with Mr.Hill abstaining from voting for that portion of the bills to Pacific Northwest Bell.Warrants 6939 to 7063 were approved for payment. I.CITIZEN INPUT None II.CONSENT AGENDA Mr.Jones moved that the following items on the Consent Agenda be approved: 1.Resolution -accept utility easement -Port of Moses Lake /0/3 2.Resolution -accept easement -Hospital District /o/s 3.Request to Call for Bids -Gear Box -Sewer Treatment Plant /o<2/ seconded by Mr.Shinn,and passed unanimously. III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS ORDINANCE -AUTOMATIC FIRE EXTINGUISHING SYSTEMS - 2ND READING JO3fr A letter was read from Russ Beeman,Fire Chief,which presented an ordinance dealing with automatic fire extinguishing systems. Mr.Beeman reported on the cost of the automatic fire extinguishing systems and the monitoring systems. Mr.Beeman pointed out that the word "supervision"should be deleted from section 16.52.030 A. 2795 CITY COUNCIL MINUTES:2 January 9,1979 The ordinance creating Chapter 16.52 of the Moses Lake City Code entitled "Installation and Maintenance of Automatic Fire Extinguishing Systems"was read by title only. Mr.Ziegler moved that the second reading of the ordinance be adopted,seconded by Mr. Hill,and passed with Mr.Skaug opposed as he felt the ordinance should have included mandatory monitoring. ORDINANCE -GAMBLING TAX - 1ST READING A letter was read from Robert W.Gazewood,Finance Director,which presented an ordinance ^ which would reduce the tax on punchboards and pull tabs from 5%to 2^%. R.Douglas Zenor,City Manager,stated that Al Bjork of the Gambling Commission related that he would be present at the Council meeting on Janaury 16 if the Council so wishes. It was the consensus of the Council that discussion on the ordinance wait until after Mr. Bjork has made a presentation to the Council. Mr.Shinn moved that the ordinance be tabled until Al Bjork,Gambling Commission Direc tor,is present,seconded by Mr.Hill,and passed unanimously. Mr.Hill requested that the letter from the Attorney General's office on the meaning of primarily be condensed so that it could be read into the minutes at the next meeting. VI.REQUESTS TO CALL FOR BIDS None VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION ,APPOINTMENTS TO PARK AND RECREATION ADVISORY COMMISSION — y A letter was read from Donald E.Swanson,Mayor,which submitted the names of people who have expressed an interest in serving on the Park and Recreation Advisory Commission.He also requested any additional names that the Council may have. Following discussion by the Council of the names submitted,Mr.Ziegler moved that Jon Anderson,Collins Griffith,and Dr.Avery Harrison be appointed to the Park and Rec reation Commission,seconded by Mr.Jones,and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS None X.CITY MANAGER REPORTS AND COMMENTS 1978 YEAR-END CRIME STATISTICS REPORT Police Chief Dave Perrault distributed the crime statistics for the city and went over the report for the Council. iV3° BOUTEN CONSTRUCTION -WALKER/MCGOUGH REPORT R.Douglas Zenor,City Manager,gave a report on the cost of the Police/Council Facility and the change orders. There was considerable discussion by the Council,after which they requested that the architect be invited to a meeting to review items of concern with the Council.
