1968 09 101296 COUNCIL MEETING -REGULAR SESSION September 10,1968 8 o'clock PM -City Hall The City Council met in regular session with the following councilmen present: Monte Holm,Gordon Ebbert,Jack Eng,Ernest Lindell,John Jones,Michael Boyle and Otto Skaug. Minutes of the meeting of August 27 were approved as written on the motion of Otto Skaug,second by Jack Eng.Passed unanimously. BILLS TOTAL AMOUNT PAID GENERAL $2,317.18 LIBRARY 1,388.23 PARK AND RECREATION 2,488.26 STREET 3,633.71 EQUIPMENT RENTAL 866.85 WATER AND SEWER 5,319.29 Motion by Jack Eng to pay the regular bills.Second by Monte Holm.Passed unanimously. SPECIAL BILLS Meter Repair Service $968.91 1620 Second Ave.West Seattle,Washington Motion to pay this special bill by Monte Holm.Second by Dr.Lindell.Passed unanimously. Warrants No.12 03 through 1271 were approved for payment in the amount of $16,982.43. PUBLIC HEARING -VACATION OF ALLEY -BLOCK 16 OF NEPPEL PLAT /o Mayor Jones opened the public hearing on vacation of alley in Block 16 of Neppel Plat.Pat Nevins,Public Works Director,said that he had con tacted Mr.Kenison,the attorney representing the owner of the property in question and it was indicated that they were not interested in pursuing the matter further and wished to drop their request to vacate the alley. Don Swanson was contacted and indicated that he had the same response. Mr.Nevins expressed the opinion that the driveways create a hazard and should be replaced back to curb,gutter,and sidewalk. Motion by Monte Holm to table this matter indefinitely.Second by Michael Boyle.Passed unanimously. PUBLIC HEARING -SIX YEAR STREET PLAN y/77 The Public Hearing on the Six Year Street Construction Plan was opened by Mayor Jones.Pat Nevins,Public Works Director,presented the street plan.Mr.Nevins said that the Urban Arterial Board requested that Division Street from Nelson Road to Inglewood ;Drive be placed on the arterial system but that Wheeler Road not be designated as a major arterial until the traffic flow there is increased.Mr.Nevins anticipates that it will be easier to get funds to improve Wheeler Road with the County. It is an advantage to us to have it a secondary. 1297 September 10,1968 There will be an opportunity to review and revise this program each year. The Public Hearing was opened to visitors and there were no comments forth coming.The discussion was closed to visitors and there were no written protest's-. There were no comments from Councilmen.Motion to close the Public Hearing was made by Michael Boyle,second by Dr.Lindell.Passed unanimously. RESOLUTION ADOPTING THE SIX YEAR STREET CONSTRUCTION PROGRAM 1969-1974 \\j J Resolution No. 466 adopting the six year street construction program '1969-1974 was read in its entirety.Motion by Gordon Ebbert to adopt the Resolution.Second by Jack Eng.Passed unanimously. APPOINTMENT -POLICE JUDGE \j[p Aletter was read from Chester L.Waggener,City Manager,requesting confirmation of his appointment of Ray Greenwood as Police Judge for the City of Moses Lake,filling the unexpired term of James Strong who has resigned effective September 15,1968.Mr.Greenwood's term will expire on August 1,19 71. Motion to confirm the appointment of Mr.Greenwood made by Monte Holm. Second by Jack Eng.Passed unanimously. INSURANCE CLAIM -BERTHA H.TONES An insurance claim filed against the City of Moses Lake by Bertha H.Jones was noted by the Council. PRELIMINARY BUDGET FOR 1969 /Dit>The preliminary budget for 1969 for the City of Moses Lake was presented to the Council for their information.Copies are available to the public at any time they wish to look over it.
