1968 09 24u i i 1298 COUNCIL MEETING -REGULAR SESSION September 24,1968 8 o'clock PM -City Hall The City Council met in regular session with the following councilmen present: Monte Holm,Gordon Ebbert,Jack Eng,Ernest Lindell,John Jones,Michael Boyle and Otto Skaug. Minutes of the previous meeting were approved as written on the motion of John Jones,second by Jack Eng.Passed unanimously. BILLS TOTAL AMOUNT PAID GENERAL $1,915.85 LIBRARY 255.03 PARK AND RECREATION 287.81 STREET 578045 EQUIPMENT RENTAL 574.72 WATER AND SEWER 3,184.64 SANITATION 3,445.58 It was moved by Jack Eng to pay the regular bills.Second by Michael Boyle. Passed unanimously. There were no special bills. Warrants No.1271 through 1344 were approved for payment in the amount of ,2-7>$10,242.08. OPEN HOUSING ORDINANCE -FIRST READING The Open Housing Ordinance titled "An Ordinance Defining and Prohibiting Unfair Housing Practices in the Sale,Offering for Sale,Rental,Offering for Rental,and Financing of Housing Accomodations;Defining Offenses and Prescribing Penalties Therefor"was read by title only. The Mayor asked for discussion on this ordinance.There were no comments from the visitors present at the meeting. Motion by Jack Eng to accept the first reading of this ordinance.Second by Dr.Lindell.Passed unanimously.The next regular meeting of the . Council,which will be held on October 7,was set for the second reading of this ordinance. INLAND AUTOMOBILE ASSOCIATION -SPECIAL CITATION Mr.Gary Matters,Manager of Traffic Safety for the Inland Automobile Association was in attendance to present a special citation for pedestrian program improvement for 1967 to the City of Moses Lake.He stated that this award is one of 241 given to United States Cities from reports submitted from 1887 cities.He commended Chief Bjork in this achievement.He also cited the City Manager,the School Administrators,Ralph Rohwedder and Pat Nevins for their public awareness and help in this program.He singled *>^out Roy Wellman of the Columbia Basin Herald and Gene Lawrence of KWIQ and Rich Berry of KSEM for special mention.He presented the award to Mayor Jones who thanked the Police Department and all others who made the award possible. 1299 September 24,1968 SCHOOL ATTENDANCE -REIMBURSEMENT PROCEDURE Q\j A letter was read from the City Manager in which he stated that he \\s believed it important to make the reimbursement procedure a matter ' of official record and requested approval of the procedure from the City Council.It has been an informal practice to reimburse employees for attendance at college or other school courses by reimbursing tuition 100%for "A",75%for "B"and 50%for "C"with no reimbursement for less than "C".Courses without a grade schedule will be reimbursed at 75%for satisfactory grade. ,—l The City Manager said that this matter had been discussed with ! Department heads and supervisory people and,while there were diff-| | erences of opinion,the majority agreed to stay with this proposed schedule.Generally,it is for tuition only.Unusual expenses will be looked into.If the books purchased for a course would be valuable as part of the library,the would be purchased directly by the City. Motion by Monte Holm to grant the request to reimburse city employees for tuition 100%for "A",75%for "B"and 50%for "C"with no reimbursement for less than "C".Second by Otto Skaug.Passed unanimously. CHANGE IN COUNCIL MEETING DATE -OCTOBER 8th to OCTOBER 7th Of,g 7 A letter was read from the City Manager stating that statutory pro- ^visions require that the City Council hold a hearing on the 1969 Budget on Monday,October 7,1968 and suggesting that the next Council meet ing be set for October 7 rather than October 8,to coincide with statutory requirements for budget hearings . Motion by Otto Skaug to set the next regular meeting of the City Council for October 7,1968.Second by Dr.Lindell.Passed unanimously._ Meeting adjourned.I ATTEST: i-,-
