1968 11 26J — 1318 COUNCIL MEETING -REGULAR SESSION November 26,1968 8 o'clock PM -City Hall The City Council met in regular session with the following councilmen present: Monte Holm,Gordon Ebbert,Otto Skaug,Jack Eng,John Jones,Dr.Lindell and Michael Boyle. The meeting was called to order by Mayor Jones. Minutes of the previous meeting were approved on the motion of Otto Skaug,second by Jack Eng.Passed unanimously. BILLS TOTAL AMOUNT PAID GENERAL $1,128.61 LIBRARY 3,694.43 PARK AND RECREATION 3 66.02 STREET 58.62 EQUIPMENT RENTAL 485.72 WATER AND SEWER 1,897.86 SANITATION 110.08 There were no special bills.Motion by Jack Eng to pay the regular bills.Second by Otto Skaug.Passed unanimously. Warrants No.1586 through 1642 were approved for payment in the amount of $7,741.34 RESOLUTION No.470 RELATING TO CONTRIBUTIONS TO STATEWIDE CITY EMPLOYEES RETIREMENT /yffj Resolution No.470 was read in its entirety.This Resolution provides that any city having in its employ ten or more employees who are members of the system may elect to contribute,in lieu of contributions equal to those deposited by employees,an amount estimated actuarially necessary to match at retirement the accumulated normal contributions of its members who will ultimately s retire for service or disability.This must be done annually. Motion to adopt the Resolution by Otto Skaug.Second by Monty Holm.Passed unanimously. RESOLUTION No.471 TRANSFERRING FUNDS WITHIN THE GENERAL FUND /o/o Resolution No.471 was read in its entirety.This Resolution provides that a transfer be made within the General Fund Fire Department Section from Budget Item 122.006 Fire Inspector to Budget Item 122.130 Office and Janitor Supplies,Budget Item No.12 2.131 Inventory Materials and Supplies,Budget Item 122.150 Central Stores Reimbursement and 122.142 Travel,Training and Subsistence for a total amount of $650.00. The City Manager explained that the Fire Department lost a man and that it was essential for the new man to receive training in his responsibilities which accounts for part of the transfer expense. Motion by Monte Holm to adopt the Resolution.Second by Dr.Lindell.Passed unanimously. 1319 November 26,1968 RESOLUTION No.472 TRANSFERRING FUNDS WITHIN THE EQUIPMENT RENTAL FUND This Resolution was also read in its entirety.It provides for a transfer of $15 00.00 from the Reserve for Capital Outlay,where there is an excess appropriation,to Inventory-Materials and Supplies within the Equipment Rental Department,Maintenance and Operation Classification of the Equipment Rental Fund Budget for 1968. T he City Manager explained that this was caused by price increases not anticipated.That there are two employees in the equipment rental department instead of one.That more repair work is being done.He said he was con cerned that we are underbudgeted for 1969.That it is uncommon for us to be this far off at the end of the year. Motion by Gordon Ebbert to adopt the Resolution.Second by Jack Eng.Passed unanimously. INTER-RACIAL COMMISSION-PROPOSED RULES OF PROCEDURE Mayor Jones said that this item was submitted for notation by the Inter- Racial Commission.Information was also submitted regarding employment and job training by the Commission.He noted that the material had been received and that the Council members are studying it.He asked the City Manager to extend an invitation to Larry Peterson,Chairman of the Inter-Racial Commission, to attend the next council meeting so that the Council could go over this infor mation with him at that time. CHRISTMAS PARTY -DECEMBER 17 The Mayor noted that the annual employees Christmas party would be held on December 17 and that this item,also,would be taken up again at the next — council meeting. CERTIFICATE OF COMPLETION -BASIC LAW ENFORCEMENT -DELMER L.KRAMER A letter from Police Chief Bjork was read stating that Officer Delmer Lee Kramer attended the 57th session of the Basic Law Enforcement Training School from September 23 to November 1,1968 at Olympic College in Bremerton,Washington. This school is operated by the Washington Law Enforcement C fficers Training Commission of the State of Washington.He completed 15 credit hours,graduating from the training session with a B grade. The certificates were presented to Officer Kramer by Mayor Jones who stated that this kind of training makes for a very outstanding Police Department. Officer Kramer thanked the Council for making it possible for him to go. Meeting adjourned ATTEST:
