1968 12 101320 COUNCIL MEETING -REGULAR SESSION December 10,1968 8 o'clock PM -City Hall The City Council met in regular session with the following councilmen present: Monte Holm,Gordon Ebbert,Otto Skaug,Jack Eng,John Jones,Dr.Lindell and Michael Boyle. The meeting was called to order by Mayor Jones. Minutes of the meeting of November 26 were approved on the motion of Jack Eng second by Otto Skaug.Passed unanimously. Vyarrants No.1644 through 1766 in the amount of $103,333.21 were approved for payment.' 1321 December 10,1968 BID AWARD -KNOLLS VISTA LIFT MODIFICATION It?*-A letter was read from Pat Nevins stating that three bids were received on the Knolls Vista Lift Station Modification,Contract 68-05.Leonard Plumbing and Heating Company was the low bidder with a bid of $12,549 .82 . This was $2,350.31 below the estimated amount.He recommended that the bid of Leonard Plumbing and Heating Company be accepted.After this letter of recommendation was written,Mr.Leonard contacted Mr.Nevins -« and Mr.Waggener and said that in talking to the representative of the package lift station firm he noted that there was an error in their quo tation to him of $4,995 and this was the figure that Mr.Leonard used in his bid.Upon contacting the Pacific Pumping Company in Portland they stated they had sent out an addendum after this quotatio n was made and noted there had been a mistake and it should have been $5,995. Mr.Leonard did not receive this addendum.Paul Hughes of Pasco was also contacted and he verified that the bid he used was $5,995 and he did receive an addendum.It was decided the $1,000 was justified,plus the extra sales tax.Monte holm said he felt it was an honest mistake and moved to award the bid to Mr.Leonard with the addition of $1,045 to cover the error and sales tax.Second by Michael Boyle.Passed unanimously. He recommended acceptance of the bid from C & V Auto Sales and Service. Motion by Otto Skaug,second by Jack Eng to accept the bid of C & V Auto Sales and Service in the amount of $7,9 86.50. Bids received are tabulated as follows: City Moses Lake Boyle-Chevrolet C &V Auto Sales Estimate Ford Sales Cadillac,Inc.and Service $7,510.15 $8,980.76 $8,830.97 $7,986.50 BID AWARD -DEEP WELL TURBINE PUMP AND MOTOR A letter was read from Pat Nevins,Public Works Director,stating that two bids were received for furnishing and installing a deep well turbine pump . and motor.Shinn Irrigation Equipment,Inc.,was low bidder with a bid of $8,092.37 which was $2 08.13 below the estimate.Mr.Nevins recommended acceptance of the bid of Shinn Irrigation Company. Motion by Monte Holm,second by Dr.Lindell to accept the bid of Shinn Irrigation Company in the amount of $8,092.37.Passed unanimously. Bids received are tabulated as follows: Engineer's Irrigation Rental Shinn Irrigation Estimate Company Equipment Company, $8,200.50 $8,116.75 $8,092.37 December 10,1968 1322 PUBLIC HEARING -VACATION OF PLAT -LAKEVIEW TERRACE Mayor Jones opened the Public Hearing on the Petition for partial '' vacation of Lakeview Terrace Unit 1,Addition to Moses Lake,Grant County,Washington. Ed Hull was present,being one of the petitioners to vacate the property, and said he could see no value to constructing streets,sidewalks and sewer lines and that it would have practically no value when completed. The lots are small and if the street were vacated the bond that has been carried for approximately 12 years could be discontinued. A written protest from Lawrence Vance was read in which he stated his home fronts on this street and he felt the vacation of the street would be a step backwards and he wants the street to remain residential.He stated at one time these were desirable lots and could have been developed at very little cost.But the owner was permitted to excavate these lots and haul the fill two blocks away to develop another project,leaving an un sightly mess.He stated he has an expensive home and to close off the front door would be a low blow.That he would only be able to use it in the summer. Mr.Hull said he doubted that he could sell the lots if they were improved as it is not residential property as the water table is bad in that area. Mr.Waggener said an Ordinance would be required to vacate the street and the matter should be referred to the staff and City Attorney if the Council wished to vacate the street. Motion by Monte Holm to close the Public Hearing.Second by Michael Boyle.Passed unanimously. )Otto Skaug suggested that final action be postponed until the ordinance is drawn for the next meeting. RULES OF PROCEDURE -INTER-RACIAL COMMISSION Larry Peterson,Chairman of the Inter-Racial Commission,was present to elaborate on the rules.He commented in drafting these rules guidelines .>were defined for the Commission to use in receiving and handling complaints of discrimination.The handling of housing complaints is in accordance with the ordinance;other complaints are handled pretty much the same.No authority is assumed for complaints other than housing except to report the findings to the Council and the Mayor. Dr.Lindell asked,after a complaint is filed whether both parties involved were given a copy of the rules so they knew what was going on.Larry said it is intended that these be available to each party.Procedure for processing complaints was discussed.Mr.Peterson said it is the desire of the Commission to try to resolve problems without getting into a hard and formal position on them.Either or both parties have the right of appeal. *.Limitations of authority of the Commission were also discussed. COUNCIL MEETING DATE \A A letter was read from the City Manager suggesting that consideration be given to changing the regularly scheduled meeting date of the next council meeting from December 24th to December 30. Motion by Monte Holm to establish the next regular meeting of the City Council on December 30 rather than December 24th.Second by Dr.Lindell. Passed unanimously. 1323 December 10,1968 RESOLUTION No.473 DESIGNATING INDIVIDUALS TO SIGN CHECKS &>'*The City Manager explained that this Resolution is made necessary by the resignation of Mrs.Vehrs as City Treasurer.Mrs.Burton will be the Deputy Clerk-Treasurer,working under Mr.Davenport and will be doing the banking.He explained that he and Mr.Davenport have had the authority to sign checks and this just adds Mrs.Burton. She will also be bonded. Motion by Gordon Ebbert to accept the Resolution.Second by Michael Boyle.Passed unanimously. Mr.Don High,representing the Warehousemen and Truck Drivers Union, asked to be heard by the Council.He said he appeared as a concerned citizen. He asked where the formula for an increase of 3.7%of city employees salaries came from.He cited increases in other cities as being larger and asked if there was any way the City could come up with something else. Mayor Jones said he appreciated the fact that the 3.7%increase was low and this had been discussed with city employees.It is not expected to be a permanent situation.He said the City is embarking on quite a big road building project which will amount to more than a million dollars and we are required to use 10% of this out of our own money.Rather than go into both it was thought more practical to go through our regular budget.We are extremely short of money in order to come up with our 10%of the building program for the roads.He said we are just as pleased with the Police and Fire Department employees as anybody else and nothing would displease him more than to have to replace them. Mr.High cited the cost of living increase of .06 last month.He said it sounded like the people are being deprived to build roads.He did not think this was fair. The Police were given a 5%over-all increase with a promise to look at it again in July. The City Manager said that always before,the salary schedule had been set first and the paring was done somewhere else.This year was unique with the Urban Arterial Streets and perhaps we used poor judgment in not asking for bonds. We knew that 3 .7%was low and hoped that we could live with it for a year,or part of a year.Top grade salaries are comparable to Spokane.He said that the Association of Washington Cities is making a rather concerted drive for additional funding at the next legislative session.It was interesting to note in the paper this evening that the Governor's Advisory Committee is recommending more revenue for cities and counties,recognizing the need for meeting salary committments. If they do achieve this goal in the next legislative session and monies start accruing to us in July then we will look toward a salary review in mid-year. Mayor Jones said that the auhority to raise money is being usurped by the State and Federal Governments and if a group of citizens are really interested in solving the problems,one of the finest things they could do would be to put pressure on the legislators.
