1969 01 281334 COUNCIL MEETING -REGULAR SESSION January 28,1969 8 o'clock PM -City Hall The City Council met in regular session with the meeting called to order by Mayor John E.Jones.Present were:Monte Holm,Gordon Ebbert,Otto Skaug, Jack Eng,John Jones,Ernest Lindell and Michael Boyle. Minutes of the meeting of January 14 were approved as written on the motion of Otto Skaug,second by Jack Eng.Passed unanimously. Warrants No.1910 through 1994 in the amount of $34,576.02 approved for payment, 1335 January 28,1969 AWARD OF BIDS -WEST BROADWAY SIDEWALKS )°J-/0 A letter was read from Pat Nevins,Public Works Director,recommending that the bid of Marchand Construction Company in the amount of $28,998.75 be accepted.One other bid in the amount of $37,314.34 was received from Dale Fauver Concrete Construction.The bid is for installation of side walks along Broadway Avenue,Contract 69-01. Motion by Monte Holm to award the bid to Marchand Construction Company.Second by Dr.Lindell.Passed unanimously. RESOLUTION AMENDING COMPENSATION PLAN \0^Resolution No.475 amending Resolution No.469 to include the position I of Fire Lieutenantwas read in its entirety.Fire Chief Jensen explained that because of the Minimum Wage Act passed in 1958 three Captain positions were created but now that the department has gone back to the two shift basis they are left with three shift officers.With the moving of the Fire Inspector the department has been unable to fill the position of fire in spector with an experienced man.He proposed to reassign Captain Garrison and put him in the position of Fire Inspector and reschedule the one two shift captain and ask that the Fire Lieutenant position be created so there will be an officer in command during the absence of the shift captain. Duties can be reassigned without becoming involved with Civil Service. Motion by Gordon Ebbert to adopt the Resolution.Second by Jack Eng. Passed unanimously. ORDINANCE -ADOPTING 1967 EDITIONS OF BUILDING -MECHANICAL,Etc..CODE p[b This Ordinance was read by its title only.John Taylor,Building Inspector, p told the council they are trying to update the present building code into the present edition.This Ordinance would adopt the entire package of seven volumes and the Building Standards Book relating to the codes.In this way all aspects of building,construction,safety and sanitary require ments are provided for. In response to a question from the Mayor,Mr.Taylor said that informal sessions were held with contractors and that they seemed to be desirous of upgrading with the code. Motion by Gordon Ebbert to adopt the first reading of this ordinance.Second by Monte Holm.Passed unanimously. Mayor Jones greeted Ray Norman,a visitor at the meeting. TRAFFIC ANALYSIS FOR PIONEER WAY -URBAN ARTERIAL BOARD PROTECT i]l*7 Mayor Jones opened this subject by stating that in the near future we are going to have to take a definite stand as to whether or not we approve the general route.The State is going to want to know whether or not we are going to go on it.At this point he opened the meeting to discussion as to the general routing of Pioneer Way. Tack Lewis asked which part? Mayor Tones said whether or not we four lane Pioneer Way around the corner without regard to various intersections. City Manager Waggener said we are in a position,engineering-wise,that a sizeable portion of this project lies on State highway property.They would have to approve their section.Before they will contribute any monies for engineering they need a motion from the Council to give approval. Then we will have to enter into an agreement with them to go ahead.Approval on specific details can be withheld. U January 28,1969 1336 The Mayor commented that we should decide whether or not four laning Pioneer Way is a good idea from Hill Street down around Broadway. Tack Lewis said it has to be four lane someday so let's get to it. The big problem is five corners. Motion by Monte Holm that we basically four lane Pioneer Way and work the details out later.Second by Michael Boyle. \ |Gordon Ebbert whether we were on a time allotment.The City Manager said that the State will not participate until this action is taken. Tack Lewis wanted to know if a public hearing would be held on details such as five corners,the curbing,where it is placed,etc. Mayor Tones said probably appointments will be made with each of the concerned individuals with the Engineering Department and the details would be worked out so it can be lived with.Approval must be given to the basic,route because it takes a great deal of book work to get the job started. Dr.Lindell said he would not be in favor of giving approval unless it is for the Engineer's plan.Said he thinks the route down Alder would be just as satisfactory.He did not want to leave the details hang. Tack Eng said approval should be given to the basic route that Mr.Waggener requested because problems are complex and stated he approves the basic route on .Pioneer Way. Otto Skaug did not think the engineering firm retained by the City is so adamant in its reflections that we must take the whole package.The alternative is commendable but it would still leave us in the dilemma of an ugly spot approaching the first business operation that people are witnessing as they come into our town.To go elsewhere and leave this would be regrettable.Reason can prevail and the Mayor will arrange meetings with concerned people.He concurred with Mr.Holm that the basic route be followed. The motion passed with the following councilmen voting "AYE:Gordon Ebbert,Monte Holm,Tack Eng,Otto Skaug and Michael Boyle.Ernest Lindell votes "NAY". Mayor Tones asked for comments on Chestnut Street.Motion by Mayor Tones to open the meeting to the public.Second by Michael Boyle.Passed unanimously. Tack Lewis commented on his recent travels in other parts of the country and the number of five cornered intersections he had noted in these areas that were causing no problem.He asked that study sessions be held with concerned people to work out the engineering details on the intersections. That way.something livable could be worked out. Mayor Tones said he had given some thought to the committee business. Looking back at the experience of several years ago with committees -we have seven good men on our Planning Commission and seven on the Council. We have been all summer trying to get 14 in agreement and if we add more we would have trouble getting them together.He saw no reason for appointing another committee. 1337 January 28,1969 The City Manager offered to get the slides that Don Munro used in pointing up the routes if it would help the discussion. K.O.Moos said too few people are aware of this situation.There has been no publicity from two weeks ago.No one saw it until it was shown on the screen.He cited the investments of people in the town and asked how many people have been furnished with a copy of the plan.He said it has been too quiet.That it should be brought out in the open. Mayor Tones said he was disappointed in the report in the paper.He thought the people in the Moses Lake area would like to see a picture of the overall plan as suggested by Lewis and Redford.Said the plan is available at City Hall to anyone who wants to look at it. City Manager Waggener said that limited copies of the report as furnished by Lewis and Redford can be reproduced easily. Tack Newton asked if it is really right that he should have to come down to City Hall and look at the plans.Said that up to this point everything he knew about what is taking place has been by scuttlebut.That without a plan or document in front of him it is not a fact.Asked what would be wrong with the City letting the concerned people know.Said he would like to have a set of the plans. The City Manager noted that every property owner had been called and apprised of the meeting with Lewis and Redford.: There was much discussion on whether the heavy traffic would be on Pioneer Way or Broadway. Michael Boyle said that one point is the fact that we are four laning Pioneer Way and not East.Broadway.If a stop light is there it would be much easier for Broadway to come into Pioneer Way instead of the other way.If we are going to have four lanes on Pioneer Way and two lanes on Broadway it does not seem reasonable to take a four lane into a two lane street. Dr.Lindell said this has been discussed by the Planning Commission and Council since last summer and that is why we hired an expert. Tack Lewis said the people do not agree with him. Mayor Tones asked if there was any new information on Third Avenue.Asked the City Manager if Third Avenue would develop into an arterial. Mr.Waggener said the only suggestion for Third Avenue was the closure of Date Street to eliminate another five way intersection.Traffic on Date Street at peak periods indicate only 16 cars.It is not a heavily used street. Otto Skaug quoted Fred Faber welcoming the closure of Date Street Tack Lewis said there is really no objection to closure of Date Street. Mayor Tones said perhaps we should get together with Mr.Nevins and the property owners and discuss proposed suggestions.We have adopted the general route.It is time to start talking about details as far as those people in that particular area are concerned. After more discussion on proper-:lighting of intersections,turns (right u January 28,1969 and left)and how property owners would be affected,Mr.Lewis agreed that the left turn on to Elder from Pioneer Way should be eliminated.
