COUNCIL MINUTES _-April 28,1969 Special Session

The meeting was called to order by Mayor Jones.Present were:Dr.Lindell,
Michael Boyle,Gordon Ebbert,John Jones and Jack Eng.Absent were Monte
Holm and Otto Skaug.
The meeting was turned over to Don Munro of Lewis-Redford-Engineers.
\)l I The Mayor noted that no decision will be made onthe presentation that Mr.Munro i
would give regarding the four laning and traffic channelization on Pioneer Way i—
due to the fact that Councilman Holm requested that the decision be delayed until
the next regular Council meeting.Mr.Holm was ill and unable to be present
at this meeting.
Mr.Munro presented aerial photographs on which he had overlaid a preliminary
design of the Pioneer Way route from Alder Street to Wheeler Road.The design
proposes that Broadway turn into Pioneer Way inasmuch as the major flow of
through traffic is on Pioneer Way.This leaves an area along Broadway in front
of Midway Lumber Company and Odessa Trading Company available for off-street
parking and beautification.
A three phase fully actuated traffic signal is proposed for the intersection of
Broadway and Alder Street with provision for a left turn phase from the West leg
of Broadway turning North on to Alder Street.Preliminary discussion with the
State Highway Department indicates that they will probably be installing a traffic
signal at Broadway and Division Street.
No signal is proposed at the intersection of Pioneer Way and Broadway because the
traffic volume from Broadway on to Pioneer Way is not sufficient to warrant in
stallation of signals.It is proposed that a fully actuated signal will be installed
at Pioneer Way and Third Avenue,with left turn channels on Pioneer Way on either
side of Third.A double left turn lane will be provided for full length of blocks
between intersections to allow access to positions from either direction.
At that section of Pioneer Way between Third Avenue and Wheeler Road it is
proposed that on-street parking will be eliminated on the Northeast side of Pioneer
Way then off-street parking provided back of the curbing.Dricveway entrances
will be allowed in the curb to allow access to the off-street parking.
Date Street will be completely closed at Third Avenue,with shrubs planted
across it.The street could be available for the development of off-street parking.
Chestnut Street will be closed to access on Pioneer Way with similar landscaping
treatment.
Mr.Munro presented a plan for the five corner intersection as an alternate to his
original proposal to cjose the entrance from Elder Street,thereby reducing the inter
section to four legs.The alternate proposes that Wheeler Road be curvedto the left
to intersect with Pioneer Way at right angles and as a "T"intersection.The West
leg of Fifth Avenue would be straightened as a continuation of Fifth Avenue across
Pioneer Way,creating a four-way intersection at this point.Elder Street would
then T into Fifth Avenue East of Pioneer Way.A fully traffic actuated signal would
be installed at the T intersection of Wheeler Road and Pioneer Way,with the
traffic signal at the four-way intersection of Fifth and Pioneer Way synchronized -
with the Wheeler Road signal.Both signals would be activated from the same
controller.
Jack Lewis said it is a workable plan and better than the alternate that had
previously been considered for the five corner area.He said it is livable and he
thinks everybody should buy it.
Mayor Jones said this matter would be taken up at the next council meeting
in two weeks from Tuesday,with a decision by the council at that time,should
they so choose.

Jack Newton inquired regarding ingress and egress to Jack's Bargain Barn.
Mr.Munro stated that the entrance to the parking lot directly across Pioneer
Way from Wheeler Road would need to be closed.There would be no objection,
however,to another entrance further South along Wheeler Road.Mr.Newton wanted
to know who would pay for the change of ingress and egress.He was told this would
be a part of the Urban Arterial Board project paid for by the City and State matching
monies.In response to another inquiry,it was noted that sidewalks would be
installed along the entire route,also to be paid out of Urban Arterial Board funds.
Chet Paine inquired when the project would be started after it is approved by
the City Council.The City Manager stated we are hoping bids can be awarded
this fall.If so,the utilities and storm sewer work will probably be done in the
fall with the project then closed down until the Spring of 1970 for completion.
Mr.Tommy Mulliken inquired regarding the necessity of tearing up entrances to
both ends of the City at the same time on this year's project.It was explained
that the projects this year were a series of small projects involving phase one of
Pioneer Way and Stratford Road as projects and West Broadway and Secondary State
Highway 11G continuing South from the city's Pioneer Way project as State High
way Department projects.The projects are delayed at this time because the paving
contractor has a job in another area.The State Highway project East of the City
could be ready to pave next week if the paving contractor were ready towork on
it.Our latest understanding is that the paving plant will be moved into the area in
mid-June.The projects on both ends of the City should be ready to pave at that
time.The East entrance has a gravelled top course on it now and is in relatively
good condition for travel.The West entrance will have gravel placed very shortly.
