The meeting was called to order by Mayor Jones .Minutes of the previous meeting of August 12,1969 were approved as written by a motion made by Otto Skaug,second by Michael Boyle.Carried. Warrants No.3030 through 3094 in the amount of $72,370.59 were approved for payment. 1395 ^\0 o£ $* August 25,1969 REQUEST BY TAPANESE AMERICAN CITIZEN LEAGUE FOR RESOLUTION REPEALING TITLE II OF INTERNAL SECURITY ACT OF 1950. Mayor Jones stated that the City Manager and the City Attorney have not received information sufficient whereby they can go ahead and prepare such a resolution as of now.They hoped that before the next meeting they would have a copy of the law itself.He thought possibly that this is something that councilmen as individuals would prefer or not prefer to endorse as the case may be,and question ed whether this comes within the scope of Council jurisdiction.r— i ACCEPTANCE OF WORK -WEST BROADWAY SIDEWALKS.I A letter was read from Pat Nevins,Public Works Director,stating that Marchand Construction Company has comapleted installation of cement sidewalks on West Broadway Avenue and recommends acceptance of the work and payment in the sum of $27,687.77,and to begin the 30 day lien period.Motion by Monte Holm that the sidewalk project on West Broadway be accepted and to begin the 30 day lien period.Second by Gordon Ebbert.Carried. ORDINANCE AUTHORIZING ELECTION FOR SPECIAL LEVY,MATCHING FUNDS FOR 0|C|ARTERIAL STREET PROTECTS. r The ordinance was read in its entirety.City Manager,Chester L.Waggener, stated that we have never used special levies before,but because we are ask ing for a relatively small amount for one year only,the cost would be considerably less for the citizens of Moses Lake than if the money was obtained through a bond issue.The 90%State money is available and the project approved;we have no assurance that if we wait we will get approval of the funds for the projects at a later date.The work will consist of the following;Alder Street from Pioneer Way to Valley Road will be a resurfacing job.Wheeler Road from SR 17 to East of the City limits is a complete project and involves four-laning and curbing.j This will be a joint project with the County.Third Avenue is basically a re-| surfacing job and contemplating bringing the traffic signals up to date.Locust Lane from Peninsula Drive to Broadway Avenue is a complete improvement pro ject.Fifth Avenue from Pioneer Way to Division Street is completion of widening and resurfacing,also installation of signals at Fifth and Division Streets.The $52,690 is the Engineering Department's estimate of the 10% Urban Arterial Street matching funds .This would allow us to use any money left to perhaps submit a prospectus for an additional arterial project.Motion by Otto Skaug,second by Dr.Lindell to adopt the first reading of the ordinance. Carried. WATER SAFETY INSTRUCTOR TRAINER CREDENTIALS FROM AMERICAN RED CROSS REGARDING TODY MILLWARD. A letter was read from W.R.Skeels,Park.&Recreation Director,stating that Jody Millward has recently received his Water Safety Instructor Trainer creden tials from the American Red Cross.This is an important achievement not only for Jody but for the entire swimming program in our area,and to his knowledge, Jody is the first one in the County.Peoole can now receive Water Safety Instructor Certification locally,whereas in the past they had to receive their credentials in college.Mayor Jones congratulated Jody Millward and commend- ed him for achieving this award. REPORT OF STATE AUDITOR ON OPERATION OF GENERAL GOVERNMENT FOR 1968 Mayor Jones noted that from the report,the examiner mentioned a few minor items for correction and commended the City Staff for doing a fine job.
