1969 11 25COUNCIL MEE TING -Regular Session Council Chambers November 25,1969 8 o'clock PM Present were:Michael Boyle,Dr.Ernest Lindell,Otto Skaug,Gordon Ebbert, Norman Johnson,Bill Moe and Bob Hill. Mayor Otto Skaug called the meeting to order.He welcomed the three new Councilmen to their first regular City Council Meeting.Minutes of the previous meetings of October 28 and November 11,1969 were approved as written upon a motion by Michael Boyle.Second by Dr.Lindell.Carried. Warrant No's.3476 through 3529 in the amount of $9,888.68 were approved for payment, RESOLUTION NO.498 -CONTRIBUTIONS TO THE STATEWIDE CITY EMPLOYEES RETIREMENT SYSTEM. The resolution was read in it's entirety relating to contributions to the Statewide City Employees Retirement System and making an election as to the basis of the City's contributions.RCW 41.44.090 provides that any city having in its employ ten or more employees who are members of the system may elect to contribute,in lieu of contributions equal to those deposited by employees,an amount estimated actuarially necessary to match at retirement the accumulated normal contributions of its members who will ultimately retire for service or disability.Moved by Gordon Ebbert to adopt the Resolution.Second by Dr.Lindell.Passed unanimously. RESOLUTION NO.499 -AMENDING THE 1969 BUDGET FOR THE SANITATION DIVISION. Charles Davenport,City Clerk,explained the increase in garbage pick-up rates were effective in September of 1968,therefore,the new rate created an excess in the 1969 Revenue.It was impossible to forecast the revenue since the State statutes require an annual budget be compiled and adopted within the previous year of which it would be effective.The amount budgeted for payment to the garbage contractor is insufficient to meet the requirement and Resolution No.499 is necessary to amend the 1969 Budget for the Sanitation Department as follows: REVENUE 8670 Sanitation Fill and Special Charges $14,000 EXPENDITURES 817 122 Garbage Services $14,000 RESOLUTION NO.500 -ACCEPTING EASEMENT FOR PUBLIC UTILITY PURPOSES The Resolution was read in its entirety.The easement is being granted to the City of Moses Lake by Luther J.and Wilma Brizendine.It is located in a portion of Chestnut Street designated on the attached map accompanying the resolution,and is granted for storm drainage in connection with Phase II of Pioneer Way.Moved by Dr.Lindell that the City accept the easement and adopt Resolution No.500.Second by Michael Boyle.Passed. /09b /cSAS 1416 November 25,1969 RESOLUTION NO.501 -ESTABLISHING PUBLIC HEARING -IMPROVEMENT OF NORTHSHORE DRIVE -PROPOSED L.I.D.#25. \f The City Council received a petition by the property owners several months ago desiring improvement of the 300 and 400 block on Northshore Drive by constructing and installing storm drainage,side lateral sewer connections, asphalt concrete pavement,and curbs and to create a local improvement dis trict to assess the cost and expense tf said improvements against iproperties in such district.The Resolution was read by title only stating such and setting December 23,1969 as the date for a public hearing whereby objections to the proposed L.I.D.could be heard.Ron Baker,Assistant City Engineer,stated that 82%of the property owners are in favor of this project,and the preliminary assessment rates will be made available for mailing before December 5,1969 allowing the fifteen days required before a public hearing.He also stated the project would be a reconditioning rather than new construction,therefore, sidewalks have been omitted from this request.Motion by Bob Hill to adopt the resolution.Second by Dr.Lindell.Passed unanimously. ORDINANCE NO.603 -ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO.24. The ordinance was read by title only and Section 17 of Ordinance No.474 was waived in order to pass it at the firstreading.It establishes Local Improvement No.24 for improvement of the alley parallel and northwest of Broadway Avenue from Alder Street to Ash Street by grading,graveling,constructing and installing storm drainage,curbs,sidewalks and asphaltic concrete pavement.Michael Boyle moved for adoption of the ordinance.Second by Norman Johnson.Passed unanimously. WASHINGTON STATE BOARD AGAINST DISCRIMINATION -PROPOSED AGREEMENT J/A letter was read from Larry Peterson,Chairman,of the Inter-Racial Commission \^recommending Conncil approval of an agreement between the Washington State Board Against Discrimination and the City of Moses Lake.The objective of the agreement is to aid in resolving housing complaints as rapidly and fairly as possible and to avoid duplication.The State Legislature adopted a Fair Housing Law during the 1969 Session which closely parallels the Moses Lake Fair Housing Ordinance.It further provides the complainant the right to specify which of the agencies shall hear the case and the right to appeal his case to the State Board if unhappy with the decision of the local board.It also provides for a uniform complaint form so both the local and state boards will have advance knowledge of the case.Gordon Ebbert moved to approve the agreement.Second by Dr.Lindell.Passed unanimously. PRESENTATION TO WILLARD D.SELF -CERTIFICATE OF GRADUATION,BASIC LAW ENFORCEMENT -OLYMPIC COLLEGE. P 7 A letter was read from John D.Clark,Executive Secretary of the Washington Law Enforcement Officers Training Commission,that Officer Self graduated from the 67th Basic Law Enforcement School at Olympic College at Bremerton, Washington with a Grade of "A".This is a cumulative grade based on written examination,firearms,notebook,class participation,punctuality,cooperation and attitude.Officer Self of the Moses Lake Police Department was present and Mayor Skaug presented the Certificate to him personally.Chief of Police, William Bjork,took the opportunity to say that he is very proud of Officer Self and very pleased that he received the Certificate of Graduation with an outstand ing grade. n November 25,1969 l419 SAFETY AWARD TO MOSES LAKE POLICE DEPARTMENT BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE AND THE NATIONAL SAFETY COUNCIL./<D/^ Harold Stadshaug,former Mayor of Moses Lake and a member of the State Safety Commission,represented the International Association of Chiefs of Police and the National Safety Council,presented the First Place Winner Plaque to Chief of Police William Bjork.The award was based on six vehicles and sixteen drivers for the period of July 1968 through June,1969.Chief Bjork accepted the plaque on behalf of the Police Department as a team. PACIFIC NORTHWEST POLLUTION CONTROL ASSOCIATION-SAFETY AWARD A letter was read stating that at the Pacific Northwest Pollution Control Association's annual meeting on November 7,1969,in Seattle,the City of Moses Lake Sewer Division received the 1969 Safety Award for Treatment Plants.The Sewer Division has worked in excess of 23 years without loss of time due to accidents.The City of Moses Lake was in competition with cities from Idaho,Oregon,Washington and British Columbia.Moses Lake's record excelled those of all other cities.Mayor Skaug presented the Plaque to M.G.McLanahan,Public Works Superintendent,and commented that the Sewer Division is to be congratulated on this fine record and should be encouraged to continue their excellent record. DECEMBER 1,1969 -PUBLIC HEARING REGARDING 1970 BUDGET. Mayor Skaug reminded the Council of the Special Meetling on December 1,1969 at 8:00 PM regarding the 1970 Budget for the City of Moses Lake.
