LOR COST HOUSING:was moved up on the agenda to hth place,for the benefit of thepublicinattendance.Mr.Verne Heimbigner 902 Grand Dr,spokeman for the groupreadhisreportastohisobjectionstoalowcosthousingbeingbuiltonCloverDrive.Mr.Jack Kinsey of Shh Grand Er,also opposed to low cost housing.MayorBoyleexplainedthatduetotheremovalof172Unitsinthehousingarea,studieshavebeenmadebythecouncilmanymonthsago,by visiting other cities etc,as totheneedofalowcosthousing.Has been advertised,and public hearing was held.As a result of the hearing,council voted for the action,and it was turned over toGrantCountyHousingAuthority.Mr.John Lewis represents Housing Authority andhasarrangedforameetingbetweenSpecialAreaandtheGrantCountyHousing,Tue-sday Jan 19th,at 8:P.M.at the City Hall,and everyone is invited to attend.
GASOLINE BIDS:Letter from the Bids and Award Committee stating that the tabula-tion of the twelve bids had been carefully considered and there recommendation thatthebidofUnionOilCompanybeacceptedforthecurrentyearwasread.The motionbyDietzensecondedbyHolmestoacceptthecommitteesrecommendationthatthebidofUnionOilCompanytosupplythecitywithgasolineforthecalendaryear1960atthebidpriceof22.6 cents per gallon for regular and 29.9 cents for premium beaccepted.Motion carried.

ZONE CHANGEREFERRAL FROMTHE PIANNING COMMISSION:Minutes of the Planning CommissionofJanuary7th,1960 stating that the zone change on the area between $th &7thavenues,and Balsam and Division streets,which was approved by the City Council andPlanningCommission,but no Ordinance was ever drafted,and recommend that the CityCouncilsetadateofpúblichearingtoreconsidertherequestwasread.The motionbyDietsensecondedbyHilderbrandthatapublichearingbesetbeforethePlanningCommissiononJanuary21,1960 relative to zone change from R-1 to R-2 between 5thand7thandBalsamandDivisionstreets.Motion carried.
PROPOSED LOAN TO LIBRARY FUND:Letter from Ray McGraw stating that the LibraryFundisdependentdponpropertytaxforthebulkoftheirrevenue,and have nocashcarryoverinto1960tocarryontheiroperations,and the L.I.D.GuaranteeFundhasavailablesurplusmoniestommakealoanandrequestthatauthorisationbegiventhetreasurertomaketemporaryloansnottoexceed$6,000.00 from theL.I.D.Guarantee Fund to the Library at an interest rate equal to 3f per annumwasread.The motion by West seconded by Law that authorization be granted toloanfromtheL.I.D.Guarantee fund as requested to the Library fund at 3%perannum.Motion carried.

CIVIC IMPROVEMENTPROGRAM:Report on long term financial and civia improvementprogramfortheCityofMosesLake,by City Administrator ChesterWaggener wasread.The motion by Dietzen seconded by Hilderbrand,City Administrator continuetopursuewiththebestpossiblerateplanandstudyforlongrangeplanningcivicprogram.Motion carried.
ITELL SITE:Recommendation for Well #8:Letter from City Administrator ChesterWaggenerandActingEngineerJ.Garth Anderson,on the findings of a site for theproposedwellintheMontlakeareaandrecommendingthattheCityCouncilauthorizetheapprovalofthepropertyonthesouthwestcorneroftheintersectionofMac-Donald Boulevard and Eastlake Drive was read.The motion by Hilderbrand secondedbyWestauthorizationbegrantedtoexecuteanoptiononpropertyattheintersectionofMacDonaldBoulevardandEastlakeDrivewithMidstateLandCompanyforthetotalprice.of $1,h00.00.Motion carried.

REPORT ON L.I.D.PROJECTS:was given by Acting Engineer J.Barth Anderson,statedtheyhadpetitionsinthereofficesufficientsignaturestocoveroverthreemilesofstreetworkatatotalcostof$300.000.in the Garden Heights,Peninsula,WestViewTracts,Nelson Road and Baker Heights area.
