The Council met in regular session,the meeting was called to order by Mayor Boyle,councilmen present were:,Merle West,Fred Krueger,John Dietsen,Russell Stark,Alex Law,Frank Holmes and Wm.Bilderbrand.
The minutes of the previous meeting of February 9th were approved by the council,alsotheminutesoftheSpecialmeetingofFebruary17th,1960.
BILLS:were audited by the council.The motion by Holmes seconded by Dietsen bills bepaidandwarrantedrawn.Motion carried.

PROFOSAL BY SUBURBANGAS:Mr.Jack Reagle appeared before the council in regards tocitycovertingtopropaneGasforequipmentandcars.The motion by HilderbrandsecondedbyStarkthatcommitteetobeappointedbytheMayortostudythepossibleconversionofCityEquipmenttousePropaneGasandreportbacktothecouncilatearliestpossibledate.Motion carried.
MR.RAI SHEWOOD GOKART CLUB:appeared before the connoil in regards to purchasingaaeotionoftheCascadeParkproperty£fom the City for the newly formed Go-KartClub.Wishes to buy property on the N.E.Corner of Cascade Valley Park,approximately400Squarefeet.The motion by Holmes seconded by West matter presented by Mr.Sher-wood regarding Basin Go-Kart C1db relative to tract property in Cascade Park be re-ferred to regular park board meeting March 7,1960.Motion carried,
i FIRE DEPARTMENTREQUEST '10 TRADELADDERS:Letter from Fire Chief Chester Rolly,re-questing permission to trade ladders with the L.N.Curtie Equipment,Company was read.The motion by Law seconded by Stark,Fire Department be authorized to effect trade ofladderswithL.E.Ourt,is Company whereby city will trade 50 ft,three fly extension,Bangor type,for two 22 ft,trussed beam wall type ladders.Motion carried.

C.A.P.TIE DOWNFEES AND PARKING:Letter from City Administrator Chester Waggener,stating it was the recommendation of the Airport Committee that the Civil Air Patrolbegrantedfourpermanenthangarspacestobelocatedattheextremesoutheastcorn-er of the permanent building area for the normal rate of one space $2.00 per month,three additional spaces free was read.Letter from the Civil Air Patrol acceptingtheCitiesofferwasread.The motion by Stark seconded by Holmes that the recomm-endation of the Airport Committee be referred to the City Attorney so a lease maybedrawnwherebyCivilAirPatrolbegrantedfourpermanenthangarspacestobelocatedinthesoutheastcornerofthepermanentbuildingarea,nonnal rate for one

REPORTON PROPOSED ENGINEER:Survey of Gas Department was given by City Administra-tor ChesterWaggener,stated that A.0 Allen Company had contacted the City andfeltitwasnecessarytoemployanengineerforasurvey.
ORDINANCENO.397 ZONE CHANGE:was read for the second time by title only.ThemotionbyhietzensecondedbyHilderbrandOrdinanceNo.397 be adopted and pub-lished.Motion carried.
ORDINANCEESTABLISHING GAS RATE:Ordinance on establishing gas rates was read forthefirsttime.The motion by Law seconded ty¾est to accept the first reading.Motion carried.
AMENDMENTSTO ELECTRICAL ORDINANCE:Letter from the building inspector James Wright
requesting authorisation to draft an ordinance with amendments to the electrical
ordinance No.29h and refund fees collected from six contractors for there 1960
license as they pay a yearly license fee to the State was read.Ordinance amend-
ingordinance No.29h was read for the first time.The motion by Hilderbrand
seconded by Holmes to accept the first reading.Motion carried.
PIANNING STUDIES,PROPOSED PRESENTATION:Explained by building inspector James
Wright and requesting authorisation to hold informal meetings to explain.proposed
planning studies to public.The motion by Dietsen seconded by Hilderbrand council
concurs very in desire of Planning Commission and Building Inspector to hold meet-
ings on new proposed zoning Ordinance prior to formal action by Planning Commission.
Motion carried.
ORDINANCECHANGESFOR COUNCILMANAGERPLAN:Letter from City Administrator Chester
Waggener requesting permission to secure the assistance of the Association af Wash-
ington Cities staff and of the Bureau of Govermental Research and Services at the
University ofWash to revise city code to conform to statutory requirements for
council manager form of government was read.The motion by Stark seconded by West
City Administrator be authorized to secure assistance of Asso of Wash Cities staff
in studying statutory requirements for change of Government to Counkil mgr.plan.Mot car.

The recessed meeting was to receive report from bids and award committee forCityInsurance.
Bids were tabulated byMr.Ohland and Mr.Blessing,stated all bids had metspecifications.Recommendation of the Bids and kward committee that the lowbidofGeneralInsuranceCompanybeaccepted.I The motion by West seconded by Dietzen,that the recommendation of the BideandAwardsCommitteebeacceptedwherebythebidofGeneralInsuranceCompany,of America providing coverage for the City of Moses Lake in the amount of$7,0h9.93 as submitted by Horan Insurance Agency,Moses Lake Wash,be acceptedfortheensuingyeareffective12:00 A.M.March let,1960 and that a writtenbinderbesecuredfromsaidavencytoprovidecoveragependingreceiptofthepolicy,Motion carried.
