1960.04.04_00001597 April h,1960 SPECIALCOUNCIL MEETING. Special Council meeting for the purpose of affecting the transition to Council Manager form of government was called to order by Mayor Boyle,councilmen present were:Frank Holmes,Alex Law,Russell Stark,John Dietzen,Harold Stadshang,Fred Krueger andWilliam Hilderbrand. i OATH OF OFFICE:was administered to the councilmen by the City lerk. NOMINATIONOF TEMPORARYCHAIRMAN:The motion by Krueger seconded by Holmes, William Hilderbrand be temporary chairman.Motion carried.Mayor Boyle,turnedmeetingovertoMr.Hilderbrand. Meeting was again called to order by temporary chairman,Mr.William Hilderbrand. DETERMINE PROCEDUREAND ELECTION OF MAYOR:The motion by Stark seconded by Dietzen nominations be made and ballot be done by secret ballot.Motion carried.Openfornominations,Frank Holmes,nominated Alex Law,Russell Stark nominated Fred Krueger,Mr.Krueger declined nomination,stated that he felt he could not devoteenoughtime,as he was on the Grand Jury and between his Church and Business kept pretty busy.Mr.Krueger nominated Mr.Dietsen,who also declined,on accountofbusiness,here and also in Yakima,would not be able to devote enough time tothedutiesofMayor.Mr.Stark withdrew the name of Mr.Krueger,nomination, and Mre.Krueger withdrew name of Mr.Dietzen.The motion by Holmes seconded byKruegernominationsbeclosed.Motion carried.The motion by Stark seconded byDietsentodispensewiththepreliminariesandunanimousballotbegivencouncil- man Law as Mayor.Motion carried.Clerk administered Oath of Office to Mayor Law. Five minute recess. Meeting was called to order by Mayor Law. i ORDINANCENO.400:Providing for the Transfer of Duties and Authority from the ' Office of Mayor to the Position of City Manager was read.The motion by Hilde brand seconded by Holmes that Ordinance No.h00 be adopted &published.Motion carried MANAGERAPPOINTMENT:Councilman Dietzen stated that we have a man that has beenCityEngineerforthreeyearsandCityAdministratorforthepastthirteenmonths,has the education and qualifications for City Manager.The motion by DietsensecondedbyStarktoappointMr.Chester L.Waggener as City Manager and sworn inofficeuponpostingofasatisfactoñ¶bond and that such salary for the calendar yeme be established at the pay grade set in the 1960 budget under the classifica-tion of City Administrator.Motion carried.Mr.Chester Waggener appointed CityganagerandadministeredOathofOfficebytheCityClerk. APPOINTMENTS:Mayor Law appointed all menibers to the Planning Commission and ParkBoardandCivilServiceCommission:as follows:Planning Commission,Gordon Ebbert,George Gust,David Kehl,Gerald Proctor,Dr.Seargeant,0,0.Shadduelk,L.E.Thompson,and Harold Stadshang.Divil Service'Commission,George Allison,Leo Beck,RayGreenwood,and Jerry Starr,Park Commission,PercyDriggs and Ted Swedberg,also 7AirportAdvisoryBoard,John Henry,Delbert Lamb,and John Thornburg.The motion byDietsensecondedbyStarkthattheseappointmentsbeapproved.Motion carried.
