The Council met in regular session,the meeting was called to order by Mayor Law,councilmen present were:Frank Holmes,Harold Stadshang,William Hilderbrand,John Dietsen and Fred Krueger.
The minutes of the last meeting of March 22nd were approved by the Council,alsotheminutesoftheSpecialMeetingofApril1bth,1960.

Preliminary Hearing L.I.D.#12:How L.I.D.Is are formulated,ete was explainedtbyCity"anagerGhester Waggener and by Acting City Engineer J.Garth Anderson,Mayor Law explained that the protests would be heard by Units,such as Unit No.1Broadripple,Unit No.2 Baker Keights,etc.Following protests were heard:
Mr.Fred Brown,220 Ash,lack of understanding on overlapping assessments.JLa Hamstreet,representing Midstate Land 00,request to delete sidewaÏka,if agreeable to rest of Broadripple group/
Lloyd Shilling,of Shilling Construction,twelve lots,protest as being toohigh.
Fred Brown:feels assessments are too high (based on front footage.)James Walker,never consulted in formation of L.I.D.misunderstanding,hethinksL.I.D.is already formed.Unit No.2:

LETTER FROMEVANGELICALUNITED BRETERENCHURCH:Stating that Rev.General Jackson
Pastor of the Church of God in Christ,is in need of a building and would like
one of the housing units was read.Discussion.Councilman Dietzen explained thathehadtalkedtoRev.Jackson and told him to put in writing as to how he would
move it,put foundation down,plumb &wire it etc.The motion by Stadshaug secon-ded by Krueger matter be tabled until we have in writing from Rev.Jackson,on
procedure of moving building etc.Motion carried.
L.I.D.PENALTYLEVIED AGAINST SCHOOLS:Letter from City Manager Cheger Waggener
stating that Attorney Generalis opinion is that a school district is not liable
-for interest or penalties on an L.I.D.assessment,and request the council toirefundtotheschoolthesumof$88.07]The motion by Dietzen seconded by Krueger
to refund to the Moses Lake School the sum of $88.07 and letter be written ex-plaining reason.Motion carried,with Hilderbrand voting No,
WASTB REGEPTACLES:Letter from Western Display Company,wanting to know council'sdecisionandrequestingpicturesberetunned,was read.The motion by Krueger
seconded by Hilderbrand,letter be written to Western Display Company advisingthemconnoildidnotfavorablyconsidertheirproposalonthismatter.Motion carried.
REFERRALFROM PLANNINGCOMMISSION:Minutes of the Planning Commissionof April 7th,1960 in regards to request to move Vista Cup from present location to Amick ,dAddition,near the Chief Moses Jr.High School and recommending to the council toauthorisemover's permit was read.The motion by Hilderbrand seconded by Stadshaug
permission be granted to move Vista Cup to Amick Addition.Motion carried.

I NATURALGAS MANAGEMENTAGREEMENT:Letter,from City Manager Chester Waggener,79/abating that the management contract with Porter-Barry&Associates continues toSeptemberofthisyearandthereafterfromyeartoyear,and it is his recommenda-tion that the Council request Porter-Barry &Associates to waive all priveleges öfthemanagementcontraot,including 90 day termination and agree to îmmediate cancel-lation of contract was read.The motion by Hilderbrand seconded by Dietsen requestPorterBarry&Associates they waive all priveleges of the management contractandacceptimmediatecancellation.Motion cabried.
APPOINTMENTTO PLANNING COMMISSION:Letter from Mayor Law,submitting the name ofJinËllingertofilltheremainderofMr.Russell Starlkis term on the Planning '
Commission was read.The motion by Dietsen seconded by Hilder'brand to accept theMayor's recommendation and appoint Mr.James Ellinger to fulfill Mr.Russell StakkistermonthePlanningCommission,term to expire June 6,1960.Motipp carried.

REPAIR OF FIRE TRUCK:Explained by City Manager Chester Waggener and also Fire
Chief Chester Rolly,stated that the Ladder Truck,transmission went out,but
was replaced in twenty-four hours at the cost of approximately $100.00.The
Maxim engine broke a engine bloelk during annual service test,new engine has
been delivered and being installed and will require an mmergency ordinance which
will be presented at the next council meeting when all costs are available.
REPORT ONACCOUNTINGMACHINE:City Manager Chester Waggener,reported that the
Accounting Machinehas been delivered and we are now waiting for forma to come.
Mr.Jaggener also reported that our Fire Chief,Chester Rolly has been chosen
to teach fire fighting as a part of State Vocational Training and will be making
trips to other cities in that capacity.

RECESSED COUNCILMEETING APRIL 19,1960
The recessed meeting of April 12th,1960 was called to order by Mayor Law,
Councilmen present were:Frank Holmes,Russell Stark,Harold Stadshang,William
Hilderbrand,John Dietsen and Fred Krueger.
LETTER:from Ken Earl,Attorney,requesting the copacil re-consider the construction
of Low Rent Housing units was read,also presented petition for re-hearing,dated
7th day of Aprii 1960 signed by Lloyd Cunningham and Ken Earl,together with signed
petitions,stated by Attorney Ken Earl to contain 1000 signatures.
LETTER:Trom John W.Baird addressed to Mr.Harvey Fitts,Executive Director of
the Housing Authority of Grant County,stating that approximately $8,000.00 has
been.expended for various services such as engineer's fees,architect's fees,
surveying,appraisals,site investigations and other miscellaneous items was read.
Mr.Earl stated he didnit expect the council to make up their minds this evening
but would like the council to move for re-consideration And appoint:à committee to
check into the matter and come back with re-consideration to the council.
Councilman Hilderbrand said be felt the problem had been well analyzed previously.
and does not warrant re-consideration.
Councilman Dietzen stated that $6,000.00 had been expended by Grant County Housing
Authority,who will pay it?
Councilman Holmes feels need for low rent housing may change considerably in the
next several months and an analysis now may not be valid then,just be putting it
off for a couple of months.
Mr.Woodfin of 935 Xennedy Pl,said advertisements in the paper showed there were
plenty of low rent housing in Westlake.
Mr.Jack Zorich of $1h Grand Dr.felt there were a lot of vacant houses,feels
they should be rented first.
The motion by Hilderbrand seconded by Dietzen,council does nobre-consider Low
