Waggener,stating that a specific request for the use of Lakeview Terrace Park for
Little League Baseball and previous requests received fromKnolla Vista and Peninsula
Parks for League play have been received and feels some general policy,should be
i determined where the development plan includes a ballfield facility was read.Minutes
of the Park and Recreation of June 6th,were also read.Discussion.The motionbyDietsensecondedbyHilderbrand,-use of City Parks for Little League on a temporarybasisandwithnopermanentdugouts.Discussion.Mr.Dietsen and Mr.Hilderbrand
withdrew their motion.Turned over to a committee,of Mr.Clint Connelly,Mr.LeeBandall,Percy Driggs,Park,Board,JimWright,Building Sup't,Frank Holmes andChesterWaggener,to meet at 10:00 A.M.onWednesday morning to inspect the Parksandseewhatcanbeworkedout.
BROAIWAY&ALDER STREET INTERSECTION:Mr.Manson of the State Hi-Way appeared before /the council in regards to a proposed channelization at Broadway and Alder Street.Mr.Munson stated that traffic count justifies channelization.Estimated cost is $70,000.00,in which City would have to participate.If City wishes to consider this channelizationitmustbeincludedintheStateBudget,which is now being completed for the nextbiennium.If the City o£Moses Lake's .population reaches là,000 this will becamefullcityresponsibility.
RETAIL TRADEASSOCIATION:Mr.Don Roberts appeared before the council in regards toblockingoff3rdavefromAldertoBeechonSaturdayJune25th,at 12:00 P.M.for
a parade at 1:00 P.M.until $:00 P.M.Antique Car Association.The motion byHilderbrandsecondedbyStadshaugwegrantpermission,as majority of business statedtherewillingnesstogoalpngandblockoffbetweenAlderandBeechfrom1:30 to$:30 P.M.Motion carried with Mayor Law voting No.
MATER LINE EXTENSION:Mr.Rand Graham,appeared before the council in regards to aiwaterlineextensiontotheLoopAddition,on the far end of the Peninsula.ThemotionbyStarksecondedbyDeitzen,request be granted for extension of water line,smallerthansixinch,provided satisfactory bond is posted for future installation,Motioncarried.
SANITATION BILLING &COLLECTION PROPOSEDCHAEGES:A summary of garbage disposal ýffoperationsinCentra1Washingtonwassubmittedtothecouncilasrequestedatthelastmeeting,in which the Acting Ci¶r Engineer,requested by letter that the garbageaccountswouldheverydesirableifthefollowingchangesweremade:1.Convert the existing schedule of residential service charge to a flatfeepermonthforwhichthecontractorwouldpickupallrefuseregardlessofamount.$1.50 month.2.Permit the collector to make his own arrangements with individual property
owners desiring the deluxe (carry-Out)service or special pickup services(eg.limbs,car bodies,etc.)
3.Payment to the Contractor based on 70%of the total amount of each month'sbillingforresidentialandcommercialaccounts.The motion by Stark seconded by Hilderbrand,to instruct the City Attorney,that theSanitationOrdinancebeamendedtoincludetherecommendationoftheActingCityEngineer.Motion carried.
REVISED ZONING ORDINANCEREQUESTFOR PUBLIC HEARING:Letter from the chairman of thePlanningComnission,Úeorge Gust,stating that copies of the proposed soning ordinancearenowavailableindraftform,and requesting that the council set a date for apublichearingwasread.The motion by Stadshaug seconded byDietzen,a Publie HearingionrevisedzoningordinancebeheldbeforethePlanningCommission,on June 23rd at8:00 P.M.Motion carried.
CASUALTYINSURANCEAND CANCELIATION:City Manager,Chester Waggener,informed thecouncilthathehadcontactedGeneralInsuranceCo,regards to cities policy,andtheystatedthattheyhadmetthespecificationsthattheirAgenthadsentthem,andtherewasnothingtheycoulddo.Policy has been cancelled,do to non-payment ofpremium.Letter from City Manager read.Casualty Insurance for 1959 and 1960discussed.No action taken.
1961 BUDGET TIME ßCHEDULE:was explained by City Manger,Chester Waggener,in£ormedthecouncilthathehasinstructedthedepartmentheadstohavepreliminarybudgets inbyJuly11th,so that the preliminary budget can be presented to the connoil on Sept6th,1960.

FINANCIAL AND CIVIC IMPROVEMENTPROGRAM:Letter from City Manager read.Discussion.
Councilmen asked to consider persons who might be qualified and interested to serve
on citizen's committee.
ALDER STREET FILL SPRINKLER SYSTEM:was explained by City Manager,Chester Waggener,,
stated budget included an estimate of $¼,000.00for a sprinkler gystem,to water lawn,trees etc,a bubble head has been installed to water the trees at a cost of approxi-=
mately $693.92 together with the cost of labor it comes to $1,000.00.Vines have been
planted between trees and on the banks,and feel this will cover bank and give a nice
appearance.
BEAUMONTSTREET MONTLAKEADDITION:Letter from Acting City .Engineer,J.Garth Anderson
stating that the pavement and curbs and gutters have been constructed on Beaumont
Street from Inglewood to the South boundary of Montlake Addition and recommend theseimprovementsbeacceptedbytheCityformaintenancewasread.The motion by Stark
seconded by Holmes,to accept the recommendation of the Engineer,on Beaumont Street
paving,curb and gutters.Motion carried.
REQUEST FOR BID CALLWATER&SI!WERON STATE STREET:Letter from Acting City Engineer,
J.barth Anderson;requesting authorization to call for bids for water &sewer lines
on State Street from Skyline Dr.to Madison Street was read.The motion by Holmes
seconded by Dietsen to accept the recommendation of the engineer and call for b,ids
on June 28th on State Street from Skyline Dr.to Madison Street.Motion carried.
REQUEST FOR BID CALL SENER LINE BROADRIPPLE ADDITION:Letter from Acting City Engineer
J.Garth Anderson,requesting authorisation to call for bids to install a sewer~line
1,275 feet through the unplatted property lying west of Broadripple Addition #1 to
serve 23 lots of BroadripplE Addition #2 was read.The motion by Stadshaug secondedbyDietsen,to accept the recommendation of the engineer and call for bids for a sewerlineintheBroadrippleAdditiontobeopenedandreadataregularcouncilmeeting=

REQUEST FOR BID CALL FOR PAVING ON VALLEYROADG.0,B.#6:Letter from Acting City
Engineer,J.Barth Anderson,stating that there are three construction items remaining
on the Alder Street Causeway.1.Resurfacing Valley Road from Central Drive to theendofthepresentconstructionatVistaCorner.
2.Construction of 460 feet of curb along the northsideofValleyroadadjacenttoVistaCorner.
3.Extension of curb and paving 160 feet along theeastsideofStratfordroad,north of the intersection with Valley road,and request-
ing authorization to call for bids for this construction was read.The motion by
Holmes seconded by Stark,to accapt the recommendations of the engineer,and authorize
call for bids under G.O.B #9.Bids to be opened and read at the regular council
meeting on June 28th,at 8:00 P.M.Motion carried.
ADMISSION TAX:Letter from John Lee,of Columbia Basin Theatres,in regards to re-moval of admission tax was read.The motion by Krueger seconded by Stark that therequestforremovaloftaxbedenied.Stark,Krueger,Dietzen,Law for.Holmes
and Kilderbrand against with Stadshaug not voting.Motion carried.
