RE-APPOINTMENT 10 PAEK AND RECREATION 001¾ISSION:Letter presented from Mayor Law requesting Council's confirmation of the re-appointment of Ted Swedberg to the Park and Recreation Commission,second by Stadshaug,that appointment be confirmed. Motion carried. APPOINIMENT ÏO PLANNING COMMISSION:Letter presented from Mayor Law requesting Council's Confirmation of appointment of Harry Higgins to serve the unexpired term of Gerald Proctor,said term to expire December 31,1969.Motion by Dietzen, second by Holmes,that appointment be confirmed.Motion carried. PROPOSED CHANNELÏZATION,BROADWAYANDALDER STREETS:Presented by Garth Anderson, Acting City Engineer.This item has been extensively discussed with the State HiJúy Department Traffic Engineer.It was noted that present traffic volumes require a revision to the traffic signalization and control at this intersection.Traffic volumes are increasing at approximately L¾per year,so that eventual opening of a second lake crossing would allow traffic at this intersectionly to revert to existing volanes.Motion by Stadshaug,second by Dietzen,that we request the State Highway Department to include an item in their budget for this improvement,Motion carried, with Hilderbrand voting No. DISCUSSIONREIATING TO NATURALGAS PROGRAM:Mayor Law pointed out that several years ago the City Council and many interested citizens considered Natural Gas Service to Moses Lake as a desirable incentive to promote and attract industry to this area.Because private business could not be persuaded to deliver gas and install a distribution system,for Moses Lake,the City Council eventually decided to proceed with a municipal gas system.Private Industry has now expressed interest in acquiring the system through purchase.It is the opinion of Mayor Law,and he believes that of the Council,that such sale may best serve the interests of the City,if the sale is to a company who can provide working capital for expansion and to attract industry to Moses Lake.This would then accomplish the original goal of the City Council in making Gas available for development of Moses Lake. Councilman Dietzen expressed the opinion that Gas has helped the City,½ut that expansion of the system has been slow,and it is difficult for the City of Moses Lake to complete the intended job.Private industry could now best handle the operation and assist in attracting industry to this area.The Council initially provided the necessary incentive to bring Gas to Moses Lake,making it possible now for service by a private company.Councilman Krueger expressed the opinion that while the Council originally saw the need for Natural Gas to attract industry to this area,they had always believed that the system should eventually revert to private control.Councilman Hilderbrand stated that the Gas business is specialty, a field for private enterprise with experienced staff and financial stability. LETTER FROMASSOCIATINN OF WASHINGTONCITIES:requesting the Councilts decision onthequestionofsponsorshipof.an initiative to the Legislature,calling for anallocationtocitiesandtownsionapopulationbasis,of 5%of the total revenuesoftheretailsalestax.Motion by Dietzen,seconded by Kreuger,that the Council i vote yes,and that they make a concerted effort to secure initiative signatures.Motion carried unanimously. A MUNICIEAL LEGISLATIVE DISTRICT NO.13:meeting is scheduled for August 9,at 7:00FM.Antler's Hotel,Ellensburg,Sashington.Mayor Law urged attendance by the Council at this meeting. Motion by Hilderbrand,second by Stadshaug,to adopt Resolution No.209.Carried unanimously. Motion by Dietzen,second by Krueger,to publish call for bids along with ResolutionNo.209.Carried Unanimously.
