BILLS:were audited by the council.The motion by Hilderbrand seconded by Dietsen bills be paid and warrants drawn.Motion carried. APPLICATION FOR MEKBERSEIP STATNIDE RETIREMEKTPROGRAM:was read.The motion by Krueger seconded by Holmes to approve application for membership.Motion carried. ORDINANCEADOPTING COMPREHENSIVEPLAN:was read for the first time by title only. The motion by Dietzen seconded by Ëilderbrand to accept the first reading adopting comprehensive plan,Motion carried. APPROVALOF AMENDEDCONTRACT,BLUECROSS:Letter from City Manager,Chester Waggener, skating that the existing contract with Blue Cross and the City is being terminated on Jan 1,1961,and Blue Crosa had submitted two new plans which the employee committee decided that Quote 1 would be accepted,representing the smallest possible increase in payments on the part of the employee and requesting the Councill a äpproval of this proposal was read.The motion by Stark seconded by Dietsen to acäept the committee's recommendation.Motion carried. REQUESTTO FILE FEDERALAID APPLICATION:Letter from City Manager,Chester Waggener stating that the Committee of hygn in their report to the City Council,noted the probability of Civil Defense matching money for the Fire Training Tower,and request- ing authorisation from the City Council to proceed with negotiations for Civil Defense matching money,with any final agreement being brought to the City Council for their approval.The motion byDietsen seconded byHilderbrand to approve request to file for Civil Defense matching money.Motion carried with Stadshaug and Krueger opposed. CONSIDERATIONOF STREETADDRESSING PROGRAM:was presented by Acting City Engineer,J. Garth Anderson,explained that they would like to make the street changes before the new directory come out in June of 1961.Discussion.The motion by Dietsen seconded byEilderbrand,to authorise the engineering department to proceed.Motion carried. CONSIDERATIONOF PROPERTYDEED:The motion by Stark seconded by Dietsen,authorise sidewalk to be installed on Stratford Road adjacent to Lot 1 Block R.Knolle vista Addition.Motion carried. RELEASE OF BOND,PHILLIPS PETROLEUMTRACTNO.1:Letter from Acting City Engineer,-s J.Garth Anderson,stating that the alley has been graded and gravelled in accordance with Community Standards and the Subdivision Ordinance,and recommending the City Council accept the alley for city maintenance,and authorize the release of the cashier's check in the amount of Five Hundred Dollars.The motion by Holmes seconded by Stadshaug,Alley be accepted for City Maintenance and cashier's check be released on Phillips Petroleum Tract No.1 Street Bond.Motion carried. AIRIORT ADVISORYODMMITTEE:Letter from Airport Advisory comittee was read.The 0 motion by Dietsen seconded by Hilderbrand,to refer letter to the City Engineering Dept.for their recommendations.Motion carried. REQUESTTOBOARDPRISONERSAT GRANTCOUNTIJAIL:Letter from City Manager,Chester Waggener asking permission of the Connoil to addresa a letter to the Grant County Commissioners,requesting yhey board those prisoners we cannot accomadate was read. The motion by Dietsen seconded by Holmes request be granted and City Manager write letter to the County Commissioners requesting they board prisoners we cannot accona- date.Motion carried. REQUEST TO SECURE PROPOSALSWERAGE SYSTERANALYSIS:Letter from City Mangger,Chester Waggener,requesting authority from the City douncil to secure a proposal to be sub- mitted at the next regular Council Meeting for conduting an engineering survey of our Sewage Treatment Plant facilities was read.The motion byHilderbrand seconded by Stark that request for conducting an engineering survey of our sewage treatment plant facilities,capabilities of the existing plant and possible future development of a separate industrial plant be granted.Motion carried.
