January 10,1961
The Council met in regular session,the meeting was called to order by Mayor Law,
councilmen present were:Frank Holmes,Russell Stark,Harold Stadshaug,William
Hilderbrand and John Dietzen. Fred Krueger was absent.
The minutes of the previous meeting of Dec 27th,I960 were approved by the council.
BILLS:were audited by the council.The motion by Dietzen seconded by Hilderbrand
bills be paid and warrants drawn.Motion carried.
L.I.D.//12 BILL:to Weter,Roberts &Shefelman for legal services in the amount
of $50U.90 was read.The motion by Hilderbrand seconded by Stadshaug,bill be paid
and warrant drawn.M0tion carried.

BIDS ON AUTOMOTIVE EQUIPMENT STATION WAGON FIRE DEPT:The motion by Holmes seconded ,qi ~7
by Stadshaug,to accept the bid of Thompson Equipment Company,for the Six Cylinder '
Travelall,plus power lock differential,and city receive assurance that the back
seat be divided.Motion carried.
PUBLIC WORKS PICK UP:City Manager,Chester Waggener,recommended that the bid of /OJ 7
Moses Lake Ford,for Compact in the amount of $1,61*9.00.The motion by Dietzen
seconded by Stark to accept bid of the Moses Lake Ford,on Falcon Pick-up for the
sum of $1,61*9.00.Motion carried.
PROPOSED CONTRACT WITH NORTH CENTRAL REGIONAL LIBRARY:was explained by Mr.Hayes,//O /
of the Library Board.Discussion.The motion by Stark seconded by Dietzen,city
Manager be given authorization,to have the proposed contract for Library Services
discussed with the Regional Library Board.Motion carried.
L.I.D.FORECLOSURE NOTICE:Letter from City Manager,Chester Waggener,regarding ///j-
Local Improvements foreclosure of assessments,State Law R.C.W.35.50.030 was read,
also letter from Richard Schell,requesting an extension of foreclosure until next
payment is due in April 1961.The motion by Stark seconded by Stadshaug request
of Mr. Schell be denied.Motion carried.
AIRPORT FEDERAL MATCHING FUNDS:City Manager,Chester Waggener,wrote a letter to /Ofib
Richard T..Puckey,District Airport Engineer,in Seattle,Wash,presenting a revised
request to utilize a portion of cities allocation for grading,graveling and applying
of light bituminous surfacing for the airport runway only was read,and placed in file.

&FIRETOWER FEDERAL MATCHING FUNDS:Letter from City Manager,Chester L.Waggener,
stating that on filing a request for federal aid for fire training tower facilities,
had received a letter from the State of Wash, Dept of Civil Defense stating that
for this type of structure,five acres of land must be available.City does not
have this amount of land,and request the council to authorize cancellation of
federal aid,and secure a quotation from an architect for consideration to present
at the next council meeting was read.The motion by Stark seconded by Stadshaug,
request of City Manager be granted.Motion carried.
\g REQUEST FROM PART-TIME FIREMEN:Letter from City Manager,Chester Waggener,with
,t$a proposed salary schedule for Part-Time Firemen,which Fire Chief Roily and Mr.
Waggener, have discussed with the part-time firemen group and they have agreed to,
and recommending it be accepted by the City Council as a basis for payment for
1961 was read.The motion by Dietzen seconded by Hilderbrand that the proposal by
the City Manager with part-time firemen and rural firemen be accepted. Motion carried.
ORDINANCE NO.1*19 VACATING A PUBLIC ALLEY:within Block 38 Guffin Tract No. 2 to
the City of Moses Lake,was read for the second time by title only.The motion
by Dietzen seconded by Hilderbrand Ordinance No.1*19 be adopted and published.
Motion carried.

The motion by Stark seconded by Dietzen Ordinance No.1*20 be adopted and published.
Motion carried, with Holmes voting No.

.ORDINANCE AUTHORIZING POSITION OF UTILITY BOOKKEEPER:was read for the first time
by title only.The motion by Holmes seconded by Stadshaug,to accept the first
reading.Motion carried.
CONSIDERATION OF REVISED ZONING ORDINANCE:City Manager to arrange a meeting for
discussion on revised zoning ordinance this week.
AMENDMENTS TO CONTRACT WITH SANITATION CONTRACTOR:Letter from City Manager,Chester
Waggener,stating that Ordinance 1*08 enacts changes in procedure for sanitation
billing and collection,and that Contract should be officially amended to conform
with it was read.Addendum to Contract read.The motion by Stark seconded by
Stadshaug,to approve addendum to contract.Motion carried.
/WATER &SEWER CONNECTION &RATE ORDINANCES:Letter from City Manager,Chester Waggener,pjV proposing amendments to the Water Connection Ordinance and Water Rate Ordinance was
read,and requesting City Attorney be authorized to draft proper amendments to
Ordinances for presentation at the next regular council meeting.The motion by Dietzen
seconded by Hilderbrand request be granted.Motion carried.
rO REPORT ON PROCEEDINGS SALE OF NATURAL GAS SYSTEM:WAS given by City Attorney,John
Calbom.Stated that Jan 5th was to be the closing date,but had received a letter
from Cascade,requesting closing be Jan 17th,waiting for approval from New York.
CONSIDERATION OF L.I.D.PETITIONS FOR 196I;for the Basin Homes Area.Letter from
ito,City Manager,Chester Waggener,recommending that the City Council authorize to\y\proceed with formation of a L.I.D.district for the Basin Homes area and City Attorney
/wpbe requested to draft the franchise for private water utility in the area,to be
presented at the next regular council meeting was read.The motion by Stark seconded
by Dietzen,request to draft franchise governing private water utility for the Basin
Homes Area be granted.Motion carried.
\pBENNETT ADDITION RELEASE OF SUB-DIVISION BOND:Letter from Acting City Engineer,J.
Garth Anderson,recommending the City accept maintenance of Fern and Crouse streets
and authorize a reduction in the required bond amount was read.The motion by^
Stadshaug seconded by Hilderbrand to accept the engineers recommendation.Motion
carried.
J APPOINTMENT BY CITY MANAGER:to Citizen administrative boards,Don Woodfin to Board
\0P of Adjustment,term to expire Aug 15,1961*,C.B.Leonard to Board of Plumbing Examiners,
term to expire Dec 31,1962 andW.F.Duncan to Board of Plumbing Examiners,Term to
expire Dec 31,1962 was read and placed in file.

SWIMMING POOL ACCEPTANCE OF PRELIMINARY PLANS:The motion by Hilderbrand seconded /OO
by Stadshaug to approve preliminary plans of swimming pool as presented by John
Mclnerny and Kenneth Storment.Motion carried.
AUTHORIZATION TO CALL FOR BIDS FOR GASOLINE:was presented.The motion by Dietzen
seconded by Stadshaug,to authorize call for bids for gas in accordance with
specifications and to be opened and read at 1:30 P.M.January 20,196l.Motion
carried.
LETTER OF RESIGNATION:from Percy Driggs of the Park Board was read.The motion by/<?7/
Stark seconded by Hilderbrand,to accept resignation,and letter be written.Motion
carried.
