The Council met in regular session,the meeting was called to order by the City
ulerk,in the Mayor's absence.The motion by Holmes seconded by Stadshaug,that
Mr.Hilderbrand be Mayor Pro-tern in the Mayor's absence.Motion carried.Council-
men present were:Frank Holmes,Harold Stadshaug,William Hilderbrand,John Dietzen
and Fred Krueger.Russell Stark and Alex Law absent.
The minutes of the last regular council meeting of January 10th,were approved by
the council.
BILLS:were audited by the council.The motion by Stadshaug seconded by Holmes
bills be paid and warrants drawn.Motion carried.
L.I.D.rr 12 BILLS:for engineering services in the amount of $15,800.00 and
Columbia Basin Herald for publication,in the amount of $30,3ii were read.The
motion by Krueger seconded by Dietzen bills be paid and warrants drawn.Motion
carried.

\FINAL HEARING ON L.I.D.#12:explained by Acting City Engineer,J.Garth Anderson.
Oscar McCoy Jr.representing Mr.&Mrs.O.D.McCoy was present,read letter from
Mr.&Mrs.McCoy protesting assessment.Garth Anderson explained general procedure
and how assessment is derived.Frank Hinkhouse also feels assessment is too high.
The motion by Law seconded by Dietzen to accept the assessment roll as presented
by the engineer and Ordinance be read.Motion carried.
MAYOR LAW now present,took over meeting.
\ORDINANCE NO.b22:approving and confirming the assessments and assessment roll of
rvty L.I.D.#12 was read by title only.The motion by Dietzen seconded by Stadshaug
Ordinance No.1|22 be adopted and published.Motion carried unanimously.
,^/j/EIDS FOR GASOLINE:were tabulated,recommended that Richfield,low bidder be awarded
''the contract.The motion by Dietzen seconded by Hilderbrand,Richfield Oil Co,be
awarded contract to furnish gas for the City.Motion carried.
cj ORDINANCE NO.1|23 PROVIDING RULES ®ULATIONS:for the Municipal approval of Plats
\V Subdivisions or Dedications was read by title only,for the second time.The motion
by Holmes seconded by Stadshaug that Ordinance No.1|23 be adopted and published.

ORDINANCE NO.h2h:Providing for the transfer of funds within the 1961 budget "Capital
Outlay Reserve,Water &Sewer Fund,to a New Classification,Budget,Utility Book
keeper,was read for the second time by title only.The motion by Hilderbrand
seconded by Stadshaug,Ordinance No.U2U be adopted and published.Motion carried.
^AMENDMENTS TO WATER &SEWER CONNECTION ORDINANCE:was read by title only for the
|0•first time.Those present protesting to the changes were:Don Woodfin,Gene Daoufc^,
Mrs.Jack Kelly,Mrs.Fred Lycan,Guy Giersdorf.Discussion.The motion by Dietzen
seconded by Stadshaug,to accept the first reading of the Ordinance.Motion
carried,with Holmes voting against.

ARCHITECT SERVICES FOR FIRE TRAINING TOWER;Letter from F.J.Harthorne of Hoving //39
Harthorne &Smith,regarding a preliminary estimate for Fire Drill Facilites was
read.The motion by Hilderbrand seconded by Stadshaug,to retain Architects,Hoving
Harthorne and Smith,for design of Fire Drill Facilites as per their letter.
Motion carried.
REQUEST FOR CALL FOR BID FOR DOG POUND:Letter from City Manager,Chester Waggener,/^^
requesting authorization to call for bids for construction of dog pound was read.
The motion by Krueger seconded by Holmes,request to call for bids for dog pound
be granted and bids be opened at 1:30 P.M.Feburary 13th,1961.Motion carried.
REQUEST TO CALL FOR BID ON PUMPING EQUIPMENT FOR WELL #8:Letter from City Manager,/
Chester Waggener,requesting authorization to issue a bid call for a pump house,
pumping equipment and related piping for Well No.8 was read.The motion by Stadshaug
seconded by Hilderbrand,request to call for bids for pumping equipment for Well #8
be granted and bids to be opened and read at 1:30 P.M.on Feb 13th,1961.Motion
carried.
PLAYGROUND EQUIPMENT:Letter from City Manager,Chester Waggener,requesting
authorization to purchase playground equipment for Knolls Vista,Peninsula and
Lakeview Parks was read.The motion by Krueger seconded by Holmes,request be
granted.Motion carried.
CERTIFICATION OF PRIOR SERVICE RETIREMENT PROGRAM:was presented to the council for /0?b
information.
CONSIDERATION OF REVISED ZONING ORDINANCE: Meeting to be held Thursday morning
at Six A.M.at City Hall for study.
MONTLAKE EAST NO.h FINAL PLAT:Letter from A0ting City Engineer,J.Garth Anderson //j?£,
stating that the Planning Commission had accepted the final plat of Montlake East
No.U subject to a rider providing for the construction of sewer mains,at their
regular meeting of Jan 19th,1961 and recommending the acceptance of the final plat
was read.The motion by Holmes seconded by Stadshaug to accept the final plat
of M0ntlake East No.h»Motion carried.
PUBLIC HEARING REFERRAL FROM PLANNING COMMISSION:Minutes of the Planning Commission////^
of Jan 196h,1961 whereby Mr.Straga requested to build a minature golf course in
R-2 Zone,Capistrano Addition ^lock 3,Lots 10 thru 15 was read.The motion by
Dietzen seconded by Krueger,public hearing be set for Feb 9th at request of the
Planning Commission meeting for minature golf course.Motion carried.
