The Council met in regular session,the meeting was called to order by Mayor Law,
councilmen present were:Frank Holmes,Russell Stark,Harold Stadshaug,William
Hilderbrand, John Dietzen and Fred Krueger.
The minutes of the last regular meeting of January 21*th,were approved by the council.
BILLS:were audited by the council.The motion by Hilderbrand seconded by
Stadshaug,bills be paid and warrants drawn.Motion carried.

The motion by Hilderbrand seconded by Stark,bids be turned over to the City Manager,
to evaluate and report back at the recessed meeting on Wednesday at four P.M..

BIDS ON PUMPING EQUIPMENT WELL NO.8:Reported on by Acting City Engineer J.Garth JO
Anderson, stated received seven bids on pump and five bids on pumphouse,four on
wiring and three on piping.Recommend the low bid of J.R.Middleton on Schedule I,
Pumphouse in the amount of $l*,00l*.00,low bid of Bendickson,Schedule II on Pump in the
amount of $7,697.76,low bid of Basin Electric,Schedule III Wiring in the amount of
$2,1*85.60 and low bid of "Hank-Plumber"Schedule IV Piping in the amount of $5,209.88.
The motion by Stark seconded by Holmes to accept the recommendation of the Acting
City Engineer on Equipment for Well $8.Motion carried.
BIDS ON DOG POUND:Reported on by Acting City Engineer,J.Garth Anderson,four bids^
received.Engineers recommendation to accept the low bid of Joe Middleton in the
amount of $5,11*8.00,also had Mr.Middleton,give the cost of two more runs,price
quoted $1,51*0.00.The motion by Dietzen seconded by Hilderbrand to accept the low bid
of Joe Middleton,plus the two additional runs in the amount of $1,51*0.00.Motion

ORDINANCE RELATING TO AMENDMENTS TO WATEfr &SEWER CONNECTION:was read for the secondtimebytitleonly.The motion by StarK seconded by Hilderbfcand,that the Ordinance f
be tabled until the next council meeting for further study.Motion carried with
Stark voting No.
ORDINANCE NO.1*26 RATE ORDINANCE AMENDED BY ADDING A NEW SECTION:was read for the J0+
second time by title only,the motion by Stark seconded by Dietzen Ordinance No.1*26
be adopted and published.Motion carried.
ORDINANCE NO.Ii27 GRANTING.TO BASIN WATER SOURCES,INC:The right and Franchise to
construct,watermains,pipes,service connections,etc,in the sub-divisions known as
Larson Plat No.1 and Larson Plat No.2 to the City of Moses Lake,was read for the
second time by title only.The motion by Dietzen seconded by Holmes,Ordinance No.1*27
be adopted and published.Motion carried.

^MINATURE GOLF COURSE,SPECIAL USE PERMIT:Minutes of the Planning Commission of
Feb 9,196l recommending to the City Council that a special permit be issued to Mr.
Straga to build an 18 hole minature golf course,subject to certain restrictions was
read.The motion by Holmes seconded by Krueger that a special permit be issued to
Mr. Straga as recommended by the Planning Commission.Motion carried.
MARINA,SPECIAL USE PERMIT TO CONSTRUCT:Request for public hearing.Minutes of the
Planning Commission of Feb 9,19-61,requesting the council to set a date for public
hearing to construct a Marina at 2737 Lakeside Dr.Tract 30,Battery Orchard was read.
The motion by Dietzen seconded by Stark,public hearing be set for the 23rd of February
regular meeting of the Planning Commission.Motion carried.
qQRE-ZONING ON VALLEY ROAD:Minutes of the Planning Commission of February 9,196l
Ip aequesting the council set.a date for public hearing on the re-zoning on Valley Road
between Stratford Road and Vista Shopping Center was read.The motion by Dietzen
seconded by Holmes,that public hearing be set for the 23rd of February,regular
meeting of the Planning Commission.Motion carried.
\v\TRAILER COURT HEARING FOR SPECIAL USE:Minutes of the Planning Commission of Feb 9,
1\requesting the city council set a date for public hearing for a special permit to
construct a trailer court on property located on South Division,south of Del's
Cycle Shop was read.Mr.Howard &Ver^q]Smith from Yakima presented a sketch of
Mr.Lingg's Property.The motion by Stark seconded by Dietzen,public hearing be
set for the 23rd of February,regular meeting of the Planning Commission.Motion

A "HS''ZONE REQUEST TO EXPAND WAREHOUSE:Letter from George Gust,Chairman of the
v\^Planning Commission,stating that a Mr.James Dike has requested permission to
add a extension onto an existing warehouse on his property on West Hi-Way 10,now
occupied by the Mayflower Moving Co was read.Discussion.The motion by Stadshaug
seconded by Holmes,that a permit be issued to Mr.Dike to make the necessary
additions and alternations.Motion carried.

Y authorization to call for bids to be opened at 1:30 P.M.on February 27,196l for
replacement of tractor was read.The motion by Stark seconded by Dietzen request
to call for bids be granted.Motion carried.
•^AIRPORT IMPROVEMENTS:Letter from City Manager,Chester Waggener,together with a
)v letter from Mr.Richard T.Puckey,District Airport Engineer,on approval of revised
application for federal aid was read,and placed in file.
ZONING ORDINANCE:Study meeting Wednesday at 1*:30 P.M.
REPORT ON TRIP TO OLYMPIA:was given by City Manager,Chester Waggener.
.n^CENSUS:City Manager,Chester Waggener,requested authorization to conduct census
\on April 1,1961,actual house count.The motion by Dietzen seconded by Hilderbrand
request to conduct census April 1st,be granted.Motion carried.
ASSOCIATION OF INSURANCE AGENTS:Letter regarding Earned Casualty Insurance Premium
|0?'Horan Agency from the Association of Insurance agents,whereby members of the Associa
tion agreed with Mr.Howard K.Horan to not make demand on the City for the earned
premium on policies cancelled in the New Amsterdam and General Insurance Companies
was read and placed in file.

The purpose of the meeting was to make award on the Fire &Swimming Fool bonds.
Tabulation was presented,City Manager's recommendation that the low bid of Seattle
First National Bank,Peoples National Bank &Wm.P.Harper &Son be accepted.The
Motion by Dietzen seconded by Stadshaug,award be made to Seattle First,Peoples and
Wm.P.Harper &Son.Motion carried.
