The Council met in regular session,the meeting was called to order by Mayor Law,
councilmen present were:Frank Holmes,Russell Stark,Harold Stadshaug,William
Hilderbrand and Fred Krueger.John Dietzen was absent.
Theminutes of the previous meeting of Feb llith,were approved as corrected.The
minutes of the recessed meeting of Feb l5th,were approved.
RILLS:were audited by the council.The motion by Hilderbrand seconded by Stadshaug
bills be paid and warrants drawn.Motion carried.

BIDS CN TRACTOR:City Manager,Chester Waggener,explained bid tabulation.Fou~
bids received.Recommendation award be made to Grant County Tractor uo,net bid
,793.80.The motion by Hilderbrand seconded by Krueger,to accept the low bid
(within specifications)of Grant County Tractor Co,for Industrial Type Tractor
for Public Works Dept,in the amount of $2,793.80.Motion carried.
ORDINANCE WATER &SEWER CONNECTION:was read by title only for the second time./C)7^
Discussion.The motion by Stark seconded by Hilderbrand,Ordinance on Water and
Sewer Connection be adopted and published.Stark,Hilderbrand and Law for.Holmes,
Stadshaug and Krueger against.Motion lost.
ORDINANCE NO.h28:Ratifying the acceptance of the joint bid of Seattle First /^OO
National Bank,Peoples National Bank of Washington andWm.P.Harper &Son &Co,
for the issue of $6,000.00'par value of the Fire Department General Obligation
Bonds and the issue of $188,000.00 par value of Swimming Pool General Obligations
Bonds was read by title only.The motion by Holmes seconded by Hilderbrand that
an emergency be declared and Ordinance No.U28 be adopted and published.Motion
carried,with all councilmen present voting aye.
ORDINANCE RELATING TO PENALTIES FOR L.I.D.DELINQUENCIES:Letter from City Manager /0<&3
Chester Waggener,in regards to penalties and adding an amendment to Ordinance No.
I4O7 was read.Ordinance amending Ordinance No.I4O7 was read by title only for the
first time.The motion by Stadshaug seconded by Krueger to accept the first read
ing.Motion carried.
RESOLUTION NO.227:Affirming the Authority of the City Manager of the City of /0/S~
Moses Lake,to execute authorized contractual documents and agreements on behalf of
the City Of Moses Lake was read»The motion by Holmes seconded by jStadshaug,
Resolution No. 227 be adopted.Motion carried.
SPECIAL PERMIT TO CONSTRUCT A MARINA:Letter from Building Inspector,James Wright,
in regards to the result of the public hearing which was held before the Planning
Commission on Feb 23rd,at the request of Mr.Gene Daoust,asking permission to
construct a public Marina on his property at 2737 Lakeside Dr.was read.Mr.&Mrs.
Hullett,Mr.Hardy,and Mr.Dan H0chstatter,were present,protesting to the permit.
uiscussion.Minutes of the Planning Commission of Feb 23rd,196l whereby it was
recommended that a special permit be issued to Mr.Gene Daoust for a public Marina
was read.The motion by Stark seconded by Stadshaug,that the recommendation of
the Planning Commission be approved and Marina be allowed.Motion carried,with
Hilderbrand voting No.
SPECIAL PERMIT FOR ATRAILER COURT:Letter from Building Inspector,James Wright,j/VV
in regards to the public hearing that was held before the Planning Commission on
Feb 23rd,whereby a Mr.Howard Smith requested-permission to construct a Trailer
Court on South Division Street next to Del's Cycle Shop was read.Minutes of the
Planning Commission of Feb 23rd,recommending to the City Council that a special
permit be granted was read.The motion by Holmes seconded by Stark to accept the
recommendation of the Planning Commission for a Mobile H0mes Trailer Park,on
South Division Street,with the provision that the street be cleared for public use
upon written notice.Motion carried.
VISTA CORNER NO.2 PLAT:Tabled until the next regular council meeting on March ll*th,

q|0 LIBRARY LOAN FROM CURRENT EXPENSE FUND:Letter from City Manager,Chester
Waggener,stating that the Library is dependent upon property tax for their oper
ating revenue,and they have no cash carry-over into 1961.Property tax is not
received until themonth of May and request authorization to make temporary loans
not to exceed $5,000 from Current Expense Fund to the Library Fund at an interest
rate equal to 3%per annum was read.The motion by Krueger seconded by Holmes,
request be granted.Motion carried.
q SWIMMING POOL ACCEPTANCE OF PLANS &BID CALL:Mr.John Mclnerny and Kenneth
Storment presented plans for Olympic Swimming Pool.The motion by Stark seconded
by Hilderbrand to accept plans for the swimming pool and call for bids to be
opened and read at 8:00 P.M.on March llith,19§1.Motion carried.
REVIZED ZONING ORDINANCE:revisions to be presented to the Planning Commission and
hold meeting with the Planning Commission and City Council for further study.
fA REGIONAL LIBRARY SERVICES:Letter from City Manager,Chester Waggener,stating
that the Regional Library Board is conducting their monthly meeting in Moses Lake
on Thursday March 9th,will be discussing contracts and suggested that the Council
may want to attend meeting and meet board members was read and placed in file.

tage.Low rent housing projects along Clover Drive in Lakeview Terrace and
Russell Ave on the Feninsula,Dogwood Ave,Orchard Ave and the Winona St,LaKeside
Drive area on the Peninsula might qualify for L.I.D.work next year.The motion
by Hilderbrand seconded by Holmes to defer the action on L.I.D.fs and set hearings
up for this fall,for construction to start in the spring.Motion carried.
