The minutes of the last regular council meeting of Feb 28th,were approved by the council. BILLS:were audited by the council.The motion by Krueger seconded by Holmes,bills be paid and warrants drawn.Motion carried. REZONING FROM R-l TO R-2;Minutes of the Planning Commission of March 9,196l re-//?£) garding public hearing on rezoning of property lying along N0rth side of Valley Road between Vista Shopping Center and properties adjoining Stratford road and motion by Mr.Seargeant moved that the property be rezoned from R-l to R-2,seconded by Stadshaug and carried was read.Letter from John H.Moberr,attorney protesting zone change was read and explained by Mr.Moberg.Mr.Ralph Kenison was present representing the petitioners.Discussion.The motion by Stark seconded by Stadshaug, to concur with the Planning Commission,that the property lying along North side of Valley Road between Vista Shopping Center and properties adjoining Stratford Road be zoned to R-2.Motion carried. REQUEST FOR SPECIAL PERMIT FOR MEDICAL CENTER:The motion by Stadshaug seconded by //• Hilderbrand,building inspector issue a building permit for Medical Center,upon completion and proper platting procedure.Motion carried,with Holmes voting No. ORDINANCE NO.[[29:Amending Ordinance No.1*07,L.I.D.Assessments was read for the /0&3 second time by title only.Themotion by Holmes seconded by Krueger Ordinance No.1*29 be adopted and published.Motion carried. ORDINANCE NO.U30:Fixing the amount,date,interest rate,etc of bonds of L.I.D^tt and providing for the sale thereof to Grande &Co,Inc,of Seattle was read for the /^OO first time by title only.The motion by Stark seconded by Stadshaug,an emergency be declared and Ordinance No.1*30 be adopted and published.Motion carried with all councilmen present voting aye. REQUEST FOR BID CALL FIRE TRAINING TOWER:Letter from City Manager,Chester Waggener/ stating that plans and specifications are completed and requesting authorization to call for bids to be opened and read at the regular council meeting ©asAoril 11th,196l was read.The motion by Hilderbrand seconded by Stadshaug,request be granted to call for bids on the Fire Training Tower,to be opened and read at the regular council meeting on April 11,196l at 8:00 P.M.Motion carried. REQUEST FOR BID CALL FIRE ALARM SYSTEM:Letter from City Manager,Chester Waggener,/Q/7 stating that the plans and specifications are completed and requesting authorization to call for bids on the Fire Alarm System was read.The motion by Hilderbrand seconded by Holmes,request be granted and authorize call for bids on Fire Alarm System,to be opened and read the the regular council meeting on April 11,196l at 8:00 P.M. Motion carried. 33 March ll*,196l Cont'd APPOINTMENT TO PARK BOARD:Letter from Mayor Law,requesting the council to confirm the appointment of Mr.C.E.Humphrey,to the Park Board to fullfill the unexpired term of Percy Driggs was read.The motion by Stark seconded by Holmes,to confirm the appointment of Mr.C.E.Humphrey to the Park Board,term to expire June 1,1961*. Motion carried. ^HUMMING POOL BIDS:reported on by Acting City Engineer,J.Garth Anderson,and •J)Mr.Kenneth Storment.Recommendation to accept the low bid of Sceva Cons't co,of Spokane.The motion by Krueger seconded by Holmes,to award bid to Sceva Construct ion Co,Basic Bid $137,987.00 plus alternates 1,2,3,1*and 5.Motion carried. ^p7 REQUEST TO GRADE PARKING AREA IN MCCOSH PARK:Letter from Mrs.Mildred Sand en, \secretary of Immanuel Lutheran Church,requesting permission to grade and gravel the area in McCosh Park between "A"Street and Dogwood extended for use as a parking area was read.The motion by Stark seconded by Hilderbrand,request be granted until usch time as land needed for park requirements.Motion carried. rA9 SHANELDLING PLAT:Mr.R.A.Hall from Seattle,representing Phil Shaneldling \jr Investment Co,requested the council to omit the Planning Commissions motion, whereby a 20 foot alley be dedicated along the Southeast side of the Plat,and did not concur with Planning Commission,dedicating the full alley,as it is a dead end street and felt an alley was not needed.Discussion.The motion by Holmes seconded by Krueger we accept the Shaneldling Plat with no alley requirement.
