The Council met in regular session,the meeting was called to order by the City Clerk-
in the Mayor's absence.First order of business was to appoint a Mayor Pro-tern.
The motion by Holmes seconded by Hilderbrand,that Harold Stadshaug be appointed
acting Mayor Pro-tern in the Mayor's absence.Motion carried.Councilmen present
were:Frank Holmes,Harold Stadshaug,William Hilderbrand,John Dietzen and Fred
Krueger.Russell Stark and Alex Law were absent.
The minutes of the last regular council meeting of March lhth,were approved by the
council.
BILLSi were audited by the council.The motion by Dietzen seconded by Hilderbrand
bills be paid and warrants drawn.Motion carried.

ORDINANCE ESTABLISHING A UNIFORM SYSTEM FOR NUMBERING BUILDINGS AND STREETS:was ///q?/

Holmes to accept the first reading.Motion carried.

SHANELDLING PLAT FINAL:The minutes of the Planning Commission of March 23rd,on the
final hearing and approval of the Shaneldling Plat were read.The motion by H0lmes.//??&

REZONlM LOTS 1 TO 8 TULLIS ADDITION FROM R-l TO R-2:Minutes of the Planning Commission
of March 23rd,whereby they recommended to the uouncil.to set a date for a public //tyP
.hearing was read.The motion by Dietzen seconded by Hilderbrand,public hearing be
set for April 6th,1961 regular meeting of the Planning Commission.Motion carried.
REVISED ZONING ORDINANCE:Letter from James Wright,Planning Director,stating that/^^-/'
the Planning Commission had met and reviewed the proposed revisions the Council had
made on the Zoning Ordinance and recommend that the Council set a date for a joint
meeting was read.Meeting set for April Irth,1961 at 7:30 P.M.in the Council
Chambers.
'REQUEST TO REVIEW ZONE CLASSIFICATION:Mr.Kurbitz appeared before the council in //P&
regards to zone classification for a Shopping Center,across from the Sage &Sand
Motel.Discussion.Mayor Pro-tern,Stadshaug,suggested that the City Manager have
a letter written to Mr.Kurbitz regarding the necessary requirements for re-zoning
for a Shopping Center.To be discussed at study session April hth,196l.
DOG PROBLEM:Mrs.Durbin and Mrs.Engholm,appeared before the council in regards to"°
the dog problem in the Lakeview Terrace area.Stated that they had a signed petition
requesting a dog leash law.City Manager,Chester Waggener,explained that we were
aware of the dog problem,and felt that as soon as the dog pound is completed,and we
_had more facilities,would be able to cope with this problem.Mr.Terry Riley protest
ing to the big dogs in the neighborhood was also present.
DOG POUND CONSTRUCTION:was reported on by Acting City Engineer,J.Garth Anderson.^^
Stated pound should be completed in approximately two weeks,still have some paint
ing etc to do.There are eight large kennels and four small kennels to house
twenty dogs.

assessment to Lot 36 Broadripple Addition #1,belonging to Mr.Donald Dake.and
requesting authorization to reduce this assesment in the amount of $112.2<was read

GASPLINE TAX INCREASE:to be shared by Cities was reported on by City Manager,
Chester Waggener.
[6 ASSOCIATION OF WASH CITIES CONVENTION:to be held in Seattle June 7,8,&9th,those
r planning to attend,contact Mr.Waggener.
AUTHORIZATION TO INVEST NATURAL GAS FUNDS:City Manager,Chester Waggener,stated that
h\y there is -p82,87a.OO in trust,first payment due August 15,1961,requesting authoriz-
\l ation to invest in ninety day government bonds.The motion bv Dietzen secondpd bvationtoinvestinninetydaygovernmentbonds.The motion by Dietzen seconded by
Holmes authorization be given to invest gas funds in ninety day government bonds.
Motion carried.
DISCUSSION ON OILING STREETS:Grape-Drive.
ITULLIS ADDITION HAT:Mr.Ahlers appeared before the council requesting authorize*
tion to build without conforming to Ordinance requiring platting in Tullis Addition.City Manager,Chestc —er.cr,advised it would have to be replatted.The motion by

Mr.Thompson appeared before the council in regards to stop sign at 3rd &Broadway
