1961 04 11 & 17April 11,1961 UDX The Council met in regular session,the meeting was called to order by Mayor Law, councilmen present were:Frank Holmes,Russell Stark,Harold Stadshaug,William '.derbrand,John Dietzen and Fred Krueger. The minutes of the last regular council meeting of March 28th,were approved by the council. BIDS ON FIRE TRAINING TCMSR;were opened and read by the City Manager,Chester Waggener,Four bids received.Leingang Cons't Co,for $10,201.00,Olympic Cons't Co,for $10,529.00,Floyd Swenson Cons't Co,$10,357.00 and Fairbanks Cons't Co,for $10,995.00.Bids were turned over to the engineer and architect for tabulation and .report back later in the meeting. BIDS ON FIRE ALARM SYSTEM:recommended be cancelled and call for new bids. The motion by Hilderbrand seconded by Stadshaug,cancel bids on the Fire Alarm System, and call for new bids, time of bid to be set.Motion carried. BILLS:were audited by the council.The motion by Krueger seconded by Holmes, bills be paid and warrants drawn.Motion carried. CO 2 April 11,1961 Cont'd J\CONSIDERATION OF BIDS FIRE TRAINING TOWER:have been tabulated and it is the rec- V ommendation that the low bid of Leingang Construction be accepted.The motion by Dietzen seconded by Stark that the bid be awarded to the low bidder,Leingang Cons't Co,in the amount of $10,201.00 plus the sales tax.Motion carried. iREQUEST TO PURCHASE LAND MCCOSH PARK:Mr.Oral Guffin appeared before the council, )J in regards to purchasing a corner of McCosh Park in order to square up his property. Discussion.The motion by Krueger seconded by Hilderbrand,request to purchase a piece of McCosh Park property be denied.Motion carried. TRAILER COURT:Mr.Stringfellow appeared before the council in regards to a permit to construct a trailer court in the Riviera Addition.James Wright,Bldg Insp,explained council may permit in a zone any use not described in the area and deemed by the Planning Commission to be in general keeping with the uses authorized in such zoones.The motion by Dietzen seconded by Stark,to recess this council meeting,to hold a joint meeting with the Planning Commission and Council,on Thursday morning at 10:00 A.M.for further study.Motion carried. ^REQUEST FOR BID CALL AIRPORT RUNWAY;Letter from Acting City Engineer,J.Garth qD Anderson,requesting authorization to call for bids to be opened at 2:00 P.M.Tuesday April 25th,19tl for improvements to the Moses Lake Municipal Airport was read.The motion by Dietzen seconded by Hilderbrand,request be granted and issue call for bids to be opened and read April 25th,196l at 2:00 P.l£.Motion carried. REPORT ON CONSTRUCTION PROJECTS:was given by Acting City Engineer,J.Garth Anderson. A stated Dog Pound complete except for couple of gates and painting,and fan on gas \chamber.Pumphouse,equipment,piping in and tested,have painting and finishing touches on pumphouse,wiring not in.Swimming Pool,excavation slower than antici pated,no actual construction until excavation is done,to date no problems. The purpose of the recessed meeting was to consider property for Trailer Courts for the Martin Company,for issue of a special permit. Attorney Charles Schillberg,presented a proposal for Barbara Schneirla and Bedford &Moos,for lots 78,79,80 and 10l*,105 and 106 Battery Orchard Tracts,for a Trailer Park,with recreation area,tennis courts etc. George Gust,Planning Commission chairman,stated that it is the Planning Commissions feeling that they should indicate if any objection to the area,also hold a joint meeting together in reference to making final determination of site,in order to provide people who live in these areas,an opportunity for public hearing. Stringfellow property,Riviera Addition below Samaritan Hospital was presented. Planning Commission stated no objections. Nelse Hortensen Cons't C0,land on the old Hull property,twelve acres,between Balsam and Division.Planning Commission no objections. Mr.Jerry Wutzke,Seattle,Wn.two sites,on the Peninsula.Peninsula Addition and other side of the Freeway.Lots 6l, 62, 63,61*&6^approximately 30 acres,and 25 acres near low rent housing on Peninsula No.2 Addition.No objections. James Wright,Building Inspector,explained that Trailer Courts in residential areas,set back is same as dwellings,25 feet from public street.Highway service Zone,1*0 foot set back,side street 25,feet. Special meeting to be held Monday April 17th,at 7:s0 P.M.for public hearing and issuing of special permit for Trailer Park. Planning Commission and City Council members to meet at 6:00 A.M.at City Hall Frmday morning April l5th,to inspect sites. Meeting adjourned. The purpose of the meeting is to discuss the area chosen by Martin Company for a Trailer Court and to hold a Public Hearing. George Gust,Chairman of the Planning Commission,stated that there was only one location acceptable to the Martin Co,for the Trailer Park,and that was the Schneirla property in the Battery Orchards Tract,on Hi-Way 10 and Marina Dr. Mr.G.O.Stiltner,of 2936 Lakeside Dr,asked how long this Trailer Park would be there.Lease is for two years,could be five and possibly seven. Mr.Shillbsrg,attorney for Mrs.Schneirla,stated Trailer Park would be very well kept,specifications call for black top,car ports,etc. Chairman Gust,explained that a special permit is required for an R-2 Zone. The motion by Ellinger,seconded by Kehl,Planning Commission recommend to the City Council that a special permit be issued for construction for a Trailer °ourt,on lots 78,79,80 and 102,103,IOI4,105 and 106 Battery Orchard Tracts.Motion carried. The motion by Hilderbrand seconded by Stadshaug,to accept the recommendation of the Planning Commission and issue a special permit for a Trailer Court,based on their award of bid to Nelse Mortensen ^o,Inc.Motion carried.
